'{ Prayer was offered by Councilman Halsey. ', Roll The following Council Members were present : g Call *'` Present : Borgmeyer, Gordon, Haake, Halsey, Huffman, ` Nelson, Veile, Vies:3man and Woodman „ Absent: Davis A quorum was declared present . Key to City T.ae first item of business was a presentation of a Key to the Robert Hedric . City to Mr. Robert Hedrick. Mr. Hedrick recently retired from his position with the Firemen 's Pension Fund. Wearing in The next item of business was the announcement of the winners of f' of Officer Department 's contest . the Police Department coloring and name content for their new . Y Rogie robot . The winner of the coloring contest was Stephanie Krider, - 4900 West Port , Jefferson City. Ms . Krider was not in attendance . '*,. Jeffrey PLeus , Rt . 3, Jefferson City, was the winner of the ?` contest to name the robot. Mr. Pleus , who named the robot ;, "Rogie, " was in attendance. :.- Mayor Hartsfield gave a brief recap of the process involved in obtaining Officer Rogie. The $15, 000 necessary was obtained by 4 private contributions and took over two years to complete. Officer Rogie came into the Council Chambers and was sworn in by ,.. Mayor Hartsfield. s. Review of Finance Director Bobby Cox introduced Emil Ortmeyer and Mike Audit Oldelehr, representatives from WiLlioins Keepers, who reviewed the }. audit and management letter. Councilman Halsey questioned the need for an official audit , and Mr. N;._x responded that he could not got that information together within the timeframe designated by the Council. He will, however, provide the Council with the past three year's audited statements . Consent The next item of business was the Consent Agenda, which included Agenda ' Council Minutes of 3-17-86, the Administrator's Report, the Finance Report , and awarding of the following bids: 756 - Car Wash and Hand Soap, DOT 757 - Hardware Supplies, All City 764 - Hydraulic Coupling Expander, Fire Department 766 - Fire Hose, Fire Department Motion for approval of the Consent Agenda was made by Councilman Halsey, seconded by Councilman Viessman, and passed. 'minutes Mayor Hartsfield stated that the following minutes have been Received received and are on file in the City Clerk's office: Public Works Planning Committee, 3-6-86; Traffic Safety Commission, 3-6-86; Police Personnel Board, 3-10-86 and 3-13-86. 406 REGULAR COUNCIL MEETING, MARCH 17 , 1986 Mayor Hartsfield reviewed with the Council the following persons Boards and for various committees : Joyce Baker, Animal Rescue Advisory Committee F 1 Commission; Pete Domineque, Board of Adjustment ; Willard Reine, Appointments ,':i Board of Trustees , Firemen 's Pension Plan; Alfred Schmitz, '_,• Plumbing Board; and Ron Boyce, Plumbing Board. Councilman Haake moved that these appointments ba approved, motion seconded by Councilman Nelson, and approved. Mayor Hartsfield asked the Council to approved the extension of Extension of t' Acting City Administrator Allen Garner' s term from March 15 to Acting City May 1. Motion was made by Councilman Viessman, seconded by pen, Councilman Gordon, and approved. o Mayor Hartsfield recommended the promotion of Herb Heinen and Appointment i - Roger Alice to the position of Police Sergeant. Mayor Hartsfield infozmed the Council he had talked with both Memorial Hospital and Still Hospital concerning changing the effective date on the Employee Assistance Program to July 1. He also said the City Cirk and the City Counselor had played back the tape of the March 3 meeting back several times and could find no clear motion on accepting Still Hospital' s bid. Mayor Hartsfield asked for clarification on the procedure. • After discussion, Councilman Huffman made a motion to a:icept , Memorial Hospital 's bid, and the motion was seconded by III Councilman Gordon. Councilman Viessman asked for an explanation of why some Council members had changed their minds on the bid. Jim Hartley, Purchasing Agent , explained that although Still Hospital's bid hai no charge to the City, the employee would pay 409 REGULAR COUNCIL MEETING, MARCH 17, 1986 all fees . Memorial Hospital's bid will cost the City $6, 700, but • provides the first 3-4 visits at no charge to the emploTme. Councilman Haake asked for a roll call vote on accepting Memorial's bid, and the motion was seconded by Councilman Borgmeyer. Callender Discussion was held concerning finalists for the City Clerk City position. Because there was some question about the current >r Clerk salary range, Allen Garner reported to the Council that the Position position would have to be readvertised if the salary range was changed. Councilman Veile indicated he would like to talk with the top two candidates. Councilman Haake made as motion to accept Brenda Certin, and the motion was seconded by Councilman Gordon. Councilman Veile said he would like to meet both candidates , and Councilman Halsey agreed. Councilman Haaka requested withdrawal of his motion until the Council had a chance to meet both candidates . Mayor Hartsfield suggested a break between the regular session and executive session to meet with the =r` candidates . Motion was made by Councilman Borgmeyer to leave the salary range for City Clerk where is currently is until the salary survey is complete. Motion was seconded by Councilman Haake and approved. Prevailing Mayor Hartsfield reported to the Council concerning problems the Wage City is having completing capital projects because of the prevailing wage controversy. He indicated this will be discussed at the April 7 meeting. Special Because of the possibility of having a candidate for City Council. Mr. Garner said he could file an intervention by April. 4 , but action and money necessary would come later. He asked the Council or direction. Approval The next item of business was the approval of the Executive of Exeeutivo Session minutes of 3-3-86 and 3-7-86 . Councilman Nelson moved Session that the minutes be approved as written, motion seconded by Minutes Councilman Gordon and approved.
