REGULAR COUNCIL MEETING, MARCH 15 , 1982
The regular Council meeting was called to order at 7 : 30 p.m. with
Mayor Hartsfield presiding.
Prayer was offered by Rev. Alvin Lange , Faith Lutheran Church.
Councilmen present: Blume, Borgmeyer, Gordon, Halsey, Hequembourg Roll
Kliegel , Prenger and Wade. Call.
Councilmen absent: Brant and Scheulen.
A quorum was present .
A Resolution was presented and read commending James Wildhaber
and Kenneth Wildhaber, Jr. for their actions on February 27, Resolution
1982 , wherein their prompt actions led to the capture of a person Wildhaber
commiting a crime against a citizen of the City of Jefferson.
Upon motion by Councilman Wade, seconded by Councilman Halsey,
the Resolution was adopted. Both gentlemen were present and were
presented a copy of the Resolution.
A Resolution was presented and read praising the Helias Wrestling Resolution
Team for their accomplishments. Upon motion by Councilman Relies
Hequembourg, seconded by Councilman Blume, the Resolution was Wrestling
adopted. Members of the team were present and were presented a Temp.
copy of the Resolution.
A Public Hearing was held regarding a rezoning request to rezone Public
Inlots 611 and 612 of the City of Jefferson from RA-2 to C-3 . Hearing.
No one appeared in favor of or in opposition to the request.
Mayor Hartafield stated that John Philliber, of Capitol City Water Fire
Company had requested that at any meeting when the fire hydrant Hydrant
serving Trinity Lutheran Church was discussed he be notified in
order that he could comment . Mayor was absent from the meeting
held March 1 and was not aware that a discussion would be held
regarding this hydrant and, therefore , Mr. Philliber wan not
notified.
Mr. Philliber then spoke to the Council regarding this hydrant
located in the 800 block of Swifts Highway. He stated that for
years it has been the policy of the water company to set fire
hydrants some six hundred feet apart in residential areas . In
1960 the Church had requested that a fire hydrant be set in the
800 block of Swifts Highway in order that their insurance rates
would be reduced. This hydrant was placed at that location, at
their expense, and they have been paying a charge since for having
the water available to them. It now appears that the hydrant no
a longer makes a difference in their insurance rates , however, they
would like to retain the hydrant at that location. It is the
feeling of the water company that if this hydrant is allowed to
remain at that location, it will be setting a precedent which they
do not like.
After discussion, Councilman Borgmeyer moved that Capital City
Water Company be allowed to remove the fire hydrant. Motion was
seconded by Councilman Kliegel and carried.
The next item on the Agenda was the Consent Agenda. This included Cons�t
approval of Special Minutes of the Council meeting held February
22, 1982, Council Minutes of March 1, 1982 , Administrator's Agenda
Report and awarding the following bids :

Councilman Borgmeyer questioned the "no recommendation" on
Bid 173. Mr. Hamburg explained that with the purchase of the 2k
ton trucks , there was not enough money in the budget to purchase
the 3/4 ton truck.
After discussion, Councilman Borgmeyer moved that the Consent
Agenda be approved, with the deletion of Bid 1173. Motion seconded
by Councilman Halsey and carried.
Minutes Minutes of the Airport Commission Meeting held February 11 , 1982 ,
Filed and the Board of Adjustment Meeting held February 23 , 1982 , were
received and are on file in the City Clerk' s Office .
Mayor Hartsfield nominated Pat Schulte to fill a vacancy on the
Appoint- Plumbing Board and John Graham to fill a vacancy on the Planning and Zoning Commission. Upon motion by Councilman Wade , seconded
by Councilman Halsey, these appointments were confirmed.
1 Mayor Hartsfield stated that he and Councilman Halsey have been
Bus working on getting the bus station relocated to a more central
Station location. There is a tentative agreement with Trailways and a
lease and other documentation will be forthcoming.

Bill 81-137, introduced by Councilman Kliegel, entitled:

This bill wan pulled from the Informal Calendar for discussion Ice
Mr. Porterfield explained two proposed changes to the bill. 1)
would prohibit dumping dumping snow and ice on the paved portion
of any street and 2) even if they dump snow and ice on the unpave
portions , it could not interfere with traffic or be a site proble
Councilman Prengor then stated there are instances where people
pile snow and ice on private property where it creates a site
problem at an intersection. He then suggested that language be
included in this bill which would prohibit this action.
After further discussion, this bill was held over on the
Informal Calendar for further language revision.
A Resolution was presented for a street light between 3420 and Street
3424 North Ten Mile Drive. Upon motion by Councilman Hequembourg, Light
seconded by Councilman Blume, the Resolution was adopted. Resolution
A Resolution was presented requesting that the City assume respon-
sibility for existing ground lighting for the flag at the inter- Resolution
section of East McCarty and East High Streets . Lighting
Councilman Wade explained that this is on City property with E
the East Side Betterment Association providing the flag. Upon & E. Hi
motion by Councilman Wade, seconded by Councilman Hequembourg,
the Resolution was adopted.

REGULAR COUNCIL MEETING,LARCH 15, 1982 ,.
Councilman fiequembourg reported that there is a pole located at
the intersection of Boonville Road and West Main Street which is ,j
in need of repair. The pole is severed at the bottom and is a
hazard. This particular pole is located by Bob' s Market . He
' requested the owner of the pole correct the problem. j
The Council then heard a report from Robert Robinson, of Burns
& McDonnell, on the Energy from Solid Waste Feasibility Study.
He stated that waste generated in the area on a monthly basis
is 3,000 tons per month which is suitable for incineration which
is going to the existing sanitary landfill. Approximately two-
thirds of that waste is generated inside the City. The estimate
Solid
for the solid waste disposal in the City was determined at $8.43 a
Waste lton, which is present day cost.
They looked at various institutions and industries in the
Report. LCity as a market to purchase energy from the system. Of the
twenty industries studied, five were chosen as market options , _`
f! being the Capitol area, Westinghouse , Lincoln University,
' Chesebrough Ponds and the Missouri State Penitentiary. After
` several meetings and discussions , it was decided to look only at
the Missouri State Penitentiary as the market. This market would
allow the City to sell approximately 85% of the steam that would
be produced by the facility. The best site chosen for the resource
recovery facility is located on state property and is located
east of the penitentiary.
The cost of the facility, excluding the boiler plant , is
estimated to be $7, 124, 000 , assuming energy conservations modi-
fications are implemented; $6 , 125 ,000 , assuming energy conservation
modifications are not implemented; and $6 , 125 ,000 , assuming the
penitentiary implements only part of the energy conservation
Imodif:icatiann and continues to operate the central steam system
during the summer. The estimated project cost for the boiler
'plant including the steam line was $1 , 779,000 .
It is their recommendation that the City negotiate with the !
!State regarding the penitent iar.y' a energy market to determine 1
a price that the State is willing to pay for, uteam and that the
'City could afford to nell it for. The City would need to secure
: ra solid waste supply and to select an ownership operation.
After discussion, Councilman Wade moved that the Solid Waste ,1
iAdvinory Committee proceed with thin matter and report back to the I
;Council.. Motion seconded by Councilman Blume and carried.

(Next the Council heard a report from Marty Bronae , Director of ki
Transportation, concerning the Transit/Central Maintenance Facility,!
! The major elements of the new facility will consist of {
Transit] 1) a 12 ,900 square feet central maintenance building with an
Central j,administration building attached with a parts area below; 2) a
Ctral ll,200 square feet bus storage building capable of storing 15 buses
Facility 3) a 1, 300 square feet wash building; and 4) a gas fuel station.
° There was some concern regarding the cost for the site work.
1Mr. Arose explained this would include building demolition, site
iclearing, earth work, foundation , drainage , chain link fencing,
gates , landscaping, paving, curb and gutter, sidewalk, water
service , piping, sewer collection system, gas service piping,
retaining wall, temporary facilities and any other item included
Jin the contract not specifically outlined in this description.
The Federal share for items under the construction contract
amounts to $848,209 and the City share amounts to $474,806.
For items under separate contract, which includes gas dis-
pensers , fuel management security systems , furnishings for the ;
building and miscellaneous items , the Federal share amounts to 1
'$21 ,521 and the City share amounts to $23, 380 for a total esti- 3
III ;mated project cost of $1, 367 ,916 . Of this amount the Federal i

share amounts to $869 , 730 and the City share amounts to $498 , 186 .
However, these figures do not include amounts to be deleted due
to alternates.
Mr. Brose stated there was one contingency that should be
settled before the project is advertised for bids. Under the
Federal Highway Administration' s Section 18 Funds , they do not
want the project advertised for bids until a final disposition
is had on the Haggen house located at 501 Cherry Street. He
expects to have a disposition on the house from the Department of
Natural Resources in the very near future.
After further discussion, Councilman Borgmeyer moved that the •
project be put out for bids with alternates, contingent on Federal
Highway Administration approval. Motion seconded by Councilman
Halsey and carried.
Councilman Borgmeyer announced that the Public Works and Planning
Committee meeting will be held March 29 , 1982 , at 7 :30 p.m. in the
Council Chambers.
Upon motion by Hequembourg, seconded by Councilman Blume, the
Council adjourned to executive session.
