HomeMy Public PortalAbout19880307 a 279 REGULAR COUNCIL MEETING MARCH 7 1988 A Regular Council Meeting was called to order at 7:30 p.m. with Mayor Louise Gardner presiding. Prayer was offered by Reverend Terry Norman. The following Council Members were present: Present: Barnicle, Borgmeyer, Gordon, Haake, Halsey, Mason, Voile and Woodman Absent: Davis and Scheulen A quorum was declared present. PRESENTATIONS FROM GALLERY: Mr. Bob Girard, 1305 Moreau Drive, addressed the Council concerning joggers who run in the street, run through red street lights, and run in and around cars waiting for signal changes. Mr. Girard was invited to present his concerns to the Traffic Safety Commission at its March 10 meeting. CONSENT AGENDA: a) Council Minutes of 02/15/88 b) Financial Statement for November and December, 1987 c) Approval of Bid: Tractors with cutters -- submitted by Versailles Truck & Tractor Company d) Appointments to various Boards and Commissions: Equal Employment Opportunity Commission Carl M. Vogel to represent the Jefforeon City Area Chamber of Commerce. Mr. Vogel ' s term will expire in December of 1989. Councilman Borgmeyer moved approval of the Consent Agenda. Councilman Voile seconded the motion and it was approved. Councilman Halsey moved that minutes of City Council meetings be mailed within two or throe days following each meeting . Councilman Gordon seconded the motion and the motion was approved. IT RELATES TO HANDICAPPED PARKING. 11; Councilman Halsey moved to amend the bill by striking "$50.00" P; and inserting "$25 . 00" minimum fine for each violation. i Councilman Henke seconded the motion. Councilman Gordon moved to amend the amendment by inserting "and ) the signs be plainly marked as to the amount of the fine. " The ! motion was seconded by Councilman Halsey and defeated 3 to 5. i is The vote was then taken on Councilman Halsey' s amendment !j regarding the $25 fine by a vote of 2 to 6 the amendment weal defeated. Nay: Haake and Halsey. # # # Councilman Barniole requested that Bill 87-190 concerning the rezoning of property located on East McCarty from C-4 (Planned ' Commercial ) to M-1 ( Light Industrial ) be held over on the Informal Calendar. RESOLUTIONS: RS87-32 To pave West Edgewood Drive from Satinwood Drive tol Stadium Boulevard. Resolution approved. ;I RS87-33 To pave Southridge Drive from Sunset Lake Road to �! Southwest Boulevard. UNFINISHED BUSINESS/NEW BUSINESS: a) Report on street lighting in Foxboro Subdivision -- City Administrator Dave Johnston reported that because of the tremendous increase in street lighting costs and a change in the street lighting policy, City staff recommended no additional lights be placed on Country Ridge Drive at this Y;. r`r time. Two residents from Country Ridge Drive addressed the Council regarding their concerns about the number of street lights. 3a q Councilman Borgmeyer moved the matter be referred to the :° Public Works and Planning Committee. Councilman Gordon _` -1 seconded the motion and it was approved. 'P. Councilman Gordon moved that Mayor Gardner forward a request to the State Highway and Transportation Department for .- additional street lighting on Missouri Boulevard between K- Mart and Steak 'n Shake. Councilman Mason seconded the ,- motion and it was approved. b) Mail drop boxes on Washington Street -- Councilman Borgmeyer moved that the City proceed with building of an "island" for " the mail drop boxes. Jim Haako seconded the motion and it was approved. c) Request for Proposals to Privatize Transit -- Councilman _4 Barnicle moved that the matter be referred to the Transportation Commission. Councilman Schoulon seconded the motion and it was approved. d) Advertising on buses -- Councilman farniclo moved that this matter be referred to the Transportation Commission. Councilman Hawke seconded the motion and it was approved. Councilman Barnicle requested a non-binding vote of support for advertising on the buses. Aye: Barnicle, Borgmeyer, Gordon, Hawke, Halsey, Mason and Voile Nay: Woodman. # # # a) Request for installation of Communications tower -- This item was referred to the Board of Adjustment. b) Councilman Veile moved that the Public Works and Planning Committee conduct long-range planning efforts for the City. Councilman Halsey seconded the motion and it was approved. c) Councilman Barnicle reported that the Bicentennial Committee has completed its purpose and has now been disbanded. The Committee requested an opportunity to present the official scrapbook at the March 21 City Council meeting. d) Councilman Barnicle moved that the tapes of City Council meetings be available to the members of the Council or the public upon request and that a reasonable fee be charged, if necessary, '284 for a transcript and that the tapes be available until the minutes are approved. Councilman Gordon seconded the motion and it was approved. The Mayor expressed disapproval of the action taken by the City Council. APPROVAL OF EXECUTIVE SESSION MINUTES: Councilman Borgmeyer moved approval of the Executive Session Minutes. The motion was seconded by Councilman Haake and approved. There being no further business, the Council moved to go into Executive Session at approximately 9:20 p.m. by the following roll call vote: Aye: Barnicle, Borgmeyer, Gordon, Haake, Halsey, Mason, Veile and Woodman Nay: None. 1 1
