HomeMy Public PortalAbout19890306 438 REGULAR COUNCIL MEETING, MARCH 6, 1989 A Regular Council Meeting of March 6, 1989, was called to order a . ;. 7 : 30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Reverend Eugene Akeman, Pastor; Communit Christian Church. The following Council Members were present: Present: Feldman, Gordon, Haake, Halsey, Mason, Scheulen, Veile, and Woodman. Absent: Davis and Owens. A quorum was declared present. PUBLIC HEARING: The first public hearing was on voluntary annexation of propert in the Mall Ridge Addition. There was no one present to spea .� either for or against the annexation. The second public hearing was on rezoning of property at 1512 St. Mary' s Boulevard in Jefferson City, Missouri, from RS-3 Single Family Residential to RD Two Family Residential. Mr. Thomas R. Schwarz, Jr. , 100 Jackson Street, Suite B, Jefferson City, Missouri, spoke for the current owners of the property, Capita City Unity Center. Mr. Schwarz stated the facility in question was a church building that was currently for sale. Mr. Schwarz state. the proposed rezoning change would permit the prospective buyer t•1 turn the facility into either a duplex or a day care facility. Councilman Veile questioned if anyone had been in opposition to th.. rezoning at the Planning & Zoning Commission. Mr. Schwarz state.! one of the neighboring families had been present and expresse•t their concern over the property being a duplex. The public hearings concluded at approximately 7:37 p.m. PRESENTATIONS FROM GALLERY: There were no presentations from the gallery. Mayor Gamine . introduced Boy Scout Troop 5 of the United Church of Christ and Mr Earl Miller their Scout Master. Mr. Miller stated the troop wa$ working on their citizenship in the community badge. CONSENT AGENDA: The Consent Agenda consisted of the following items: a) Council Minutes of 02/20/89 b) Approval of following bids: 1077 - Motorcycle, Police Department c) Approval of Mayor's travel - Mayor's Conference d) Appointments to Boards and Commissions: Environmental Quality Commission - Larry Gal : (Reappointment) Term to expire 11/93 City Cemetery Board - Alexander G.Bell (Reappointment Term to expire 12/90 Paul Robinson (Reappointment) Term to expire 12/91 Citizens, Advisory Committee on Juvenile and Famil Affairs Tom Deeken (Reappointment) Term to expire 9/91 • . 439 REGULAR COUNCIL MEETING, MARCH 6, 1989 Tom Pietraszed (Reappointment) Term to expire 9/91 Jerry Venters (Reappointment) Term to expire 9/91 4 Councilman Scheulen informed the Council that the Appointments Review Committee had met and recommended approval of the appointments to the various Boards and Commissions. Councilman Halsey stated he had not received a copy of the Mayor's report on her trip to Washington D.C. City Clerk Brenda Cirtin stated those had been in the packet for the February 20 meeting and that she would see that Councilman Halsey received a copy. Councilman Haake moved approval of the Consent Agenda. Councilman Woodman seconded the motion and it was approved. MINUTES/REPORTS RECEIVED AND PILED: Mayor Gardner announced the following minutes and reports had been received and were on file in the office of the City Clerk: Cable Quality Commission 1/23/89 ; Parks & Recreation Commission 1/24/89; Board of Adjustment 2/14/89; Parks & Recreation Commission Activities Committee Work Session 1/14/89; Police Personnel Board 2/2/89 Councilman Haake questioned an item that had appeared in the minutes from the Cable Quality Commission concerning who would receive the interest from the monies received from TCI for the public access channel. City Counselor Allen Garner informed the Council that he has issued a written opinion stating the City receives all the interest from the money for the General Fund. ANNOUNCEMENTS BY MAYOR: • Mayor Gardner announced here intention to appoint the following individuals to various Boards and Commissions: Juvenile & Family Affairs Advisory Commission - Thomas J. INFORMAL CALENDAR: Bill 88-154, sponsored by Councilman Veile, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE COD OF THE CITY OF JEFFERSON, MISSOURI, AND THE PERSONNEL POLICY MANUA TO DESIGNATE PRESIDENT'S DAY AS A CITY HOLIDAY. 4/y REGULAR COUNCIL MEETING, MARCH 6, 1989 Councilman Voile requested this bill remain on the Informal Calendar. 1 RESOLUTIONS: Councilman Haake requested RS88-31 honoring Coach Mike Jeffries and the Helias Wrestling Team be held over until the next Council meeting. UNFINISHED BUSINESS/NEW BUSINESS: Councilman Halsey complimented Mike Bates and the Public Works Department for the commendable job they had done in clearing the streets during this latest snow storm. Councilman Halsey announced that Matt Jarrett has resigned his position at the Chamber of Commerce. Councilman Halsey stated the Chamber has established a search committee for his replacement. Councilman Halsey stated he felt the Council should have some input into the selection of this individual and encouraged the Council to attend the meetings of the selection committee. Councilman Halsey expressed his concern at Councilman Feldman being requested to return to his seat at the Council meeting of February 20. Councilman Halsey stated he felt Councilman Feldman had been justified in leaving his seat to talk with some of the concerned citizens that were present. City Administrator Dave Johnston informed the Council that the staff was requesting some directions on how to proceed with the voluntary annexation of the property in the Mall Ridge Addition. Mr. Johnston informed the Council that staff was recommending making the annexation contingent upon receipt of a petition from Concord Baptist Church which is located in this area. If this 1 petition is not received, it will leave a portion of property not in the City limits in the middle of an area that has been annexed into the City. Councilman Scheulen moved to direct staff not to proceed with the voluntary annexation in the Mall Ridge Addition until after the I. petition from the Concord Baptist Church had been received. Councilman Woodman seconded the motion and it was approved, APPROVAL OF EXECUTIVE SESSION MINUTES: lj Councilman Gordon moved approval of the Executive Session Minutes for February 20, 1989. Councilman Halsey seconded the motion and it was approved. EXECUTIVE SESSION: As there was no further business to come before the Council, j Councilman Gordon moved the Council go into Executive Session to 1 discuss real estate as provided for in RSMO 610.025 (1) . Councilman Gordon seconded the motion and it was approved by the 1 following roll call vote: Aye: Feldman, Gordon, Haake, Halsey, Mason, Scheulen, Veile and Woodman. Nay: None.
