. Call to A Regular Council Meeting was called to order at 7:30 P.M. with
Order Mayor Hartsfield presiding.
Prayer Prayer was offered by Councilman Hequembourg.

Roll Call The following members were present: -

Hequembourg, Huffman, Nelson and Viessman.
Absent: Kliegel.
A quorum was declared present.
Boy Scouts Mayor Hartsfield recognized and welcomed members of Boy Scout
Troop No. 8 who were in attendance as a requirement to earn a
merit award.
Consent The next item of business was the Consent Agenda, which included
Agenda Council Minutes of 2-4-85, 2-18-85 and 2-28-85, and awarding of
the following bids :

Councilman Viessman moved that the Consent Agenda be approved as
presented, motion seconded by Councilman Hequembourg, and
approved.
Minutes Mayor Hartsfield stated that the following minutes have been
Received received and are on file in the City Clerk's office: Liquor
Control Board, 1-29-85; Police Personnel Board, 1-31-85; Liquor
Control Board, 2-1-85; Public Works & Planning Committee, 2-4-85;
Equal Employment Opportunity Committee, 2-6-85; Planning & Zoning
Commission, 2-14-85; Board of Adjustment, 2-14-85.
Appointments Mayor Hartsfield presented the following persons for appointment
to City Commissions :
Louise Gardner ( R) to Police Personnel Board; Dan Gordon,
Industrial Development Authority. Councilman Viessman moved that
the appointments be approved, motion seconded by Councilman
Nelson, and approved.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AMENDING SECTION Fees
29-27 OF THE CODE OF THE CITY OF JEFFERSON TO REFLECT A CHANGE IN
THE FEES CHARGED BY THE TRANSPORTATION DEPARTMENT FOR THE TRANSIT
SYSTEM.
Councilman Gordon requested that the rules be suspended and Bill
84-209 placed on final passage. Councilman Nelson moved that Bill
84-209 be amended by leaving the Senior Citizen Golden Pass fare
at $12 . 00/yr. and the handicapped service fare at 700 . The motion
was seconded by Councilman Huffman. Councilman Haake moved that
the motion be further amended by increasing the general fare by
50 (to .40) and the student pass fare by . 05 per ride ( to $7 .00
per pass book) , and that these fares be increased an additional
50 per year for a total of three years, the motion was seconded
by Councilman Borgmeyer, and approved.
Bill 84-209 was read third time by title, placed on final
passage, and passed as amended by the following vote as Ordinance
No. 10379:

Nay: None.
Mayor Hartsfield stated that he may veto this bill, and reminded
the Council Members of the concerns they voiced in recent months
regarding the deficits in the Transit Department.

Informal The next item of business was the Informal Calendar.

• 84-184 Councilman Huffman requested that Bill 84-184 be withdrawn.

RSBA-56 Resolution RS84-56, Street Light; Councilman Viessman moved that

Business
Voluntary Councilman Haake moved that the request for voluntary annexation
Annexation be approved, the motion was seconded by Councilman Hequembourg, •
' and approved.
Christmas Representatives of various business associations were present to
Decorations discuss Christmas decorations . Councilman Haake moved that the
City spend a set amount with each association, plus electricity,
and let them decide individually what they wish to spend over and
above that set amount. Other Council Members agreed that this was
a good idea, and Mayor Hartsfield instructed the association
representatives to meet and bring their decisions to the Council
in the summer so that orders can be placed in plenty of time for
next Christmas .
Capital Bob Cox, Finance Director, distributed and briefly explained a
Improvements summary of revenue sources for capital improvement projects for
1ects the Council's consideration at future meetings .
Gary Hamburg, City Administrator, explained changes in the
Federal Fair Labor Standards Act and steps that the City will be
taking in compliance with the changes .
P&Z rules Councilman l3orgmeyer uLated that the Planning & Zoning rules
should be changed to require that any future developments upgrade
street with curb & jutturing before being allowed to build.
Councilman Davis requested that a meeting tic; sot up with
residents of Moreau Drive about curbing and guttering.
Police Cars Councilman Davis asked about the statue of black and white police
cars . Mayor Hartufield stated that he had been told by M . Pat
Cronan that a decision of this nature was an administrative
decision, and therefore the cars wore left white. Councilman
Davis requested a ruling in writing from Mr . Garner. After
further discussion, Councilman Huffman requested that the
eligibility list be frozen until the police consultant firm was
completed with its study. Allen Garner was asked to determine if
the Council had the authority to freeze the list.
Adjournment There being no further business, Councilman Gordon moved that the
meeting adjourn, motion was seconded by Councilman Hequembourg,
and approved.
