REGULAR COUNCIL MEETING, MARCH 2, 1987
A Regular Council Meeting was called to order at 7: 30 P.M. wit
Councilman Vincent Borgmeyer presiding.
As Mayor Hartsfield and Mayor Pro Tem Steve Nelson were not i
attendance at the meeting, Councilman Borgmeyer was selected t.
chair the meeting.
Prayer was offered by Father Bill Forst, of the Catholic Diocese.
The following Council Members were present:
Present: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey
Scheulen, and Woodman.
Absent: Nelson and Veile.
A quorum was declared present.
PUBLIC HEARING: There was a public hearing regarding the propose.
changes in the Flood Ordinance. These changes will bring th:1
current ordinance in line with federal guidelines. There was n. „
one present to speak either for or against the proposed changes.
PRESENTATIONS FROM GALLERY: Councilman Borgmeyer ,ounced tha
Mr. Tony Galbraith could not be present at the Counc.. meeting an•
the presentation of a key to the city would be rescheduled for th:�
next Council Meeting.
City Audit: Mr. Emil Ortmeyer was present to review the Cit1
Audit and answer any questions the Council might have. There wer:
no questions and Councilman Borgmeyer thanked Mr. Ortmeyer for th}�
excellent job their firm had done in preparing this audit.
CONSENT AGENDA: Councilman Haake moved approval of the Conseil.;
Agenda which consisted of the Council Minutes of 2/16/87; th.:
Council Minutes of the Special Meeting 2/27/87; and the awardin:'
of the following bids:
872 - T-shirts, Police Department
879 - Street Marking Paint, Public Works
880 - Sign Materials, Public Works
881 - Retaining Wall at Delong's, P&CE
884 - Concrete Manhole Sections - Public Works
Councilman Halsey seconded and it was approved.

Councilman Haake asked why a certain business had been issued ,
liquor license by the Liquor Control Board when there were so man
( citizens present who were in opposition to the license bein `
given. Mr. Benton stated the Liquor Control Board had spoken wit ;
the City Counselor and the board had no valid reason for no
issuing the license. The Liquor Control Board did advise the 1

.,';. citizens present of the appeal process and of their right to ask
the City Council to override the decision of the Board.
BILLS INTRODUCED:
Bill 86-189, sponsored by Councilman Borgmeyer, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A LEASE WITH BILL MUSGRAVE TO
LEASE CERTAIN PROPERTY AT THE JEFFERSON CITY MEMORIAL AIRPORT.
Bill 86-189 was read first and second time by title and ordered
distributed to members of the Council. Councilman Borgmeyer
requested a suspension of the rules for passage of this bill. As
there was no objection, Bill 86-189 was read third time by title,
placed on final passage, and passed by the following vote as

INFORMAL CALENDAR: Councilman Haake declined to remove Bill 86-
72, regarding the prohibiting of certain vehicles on a portion of
• tedium Blvd. & Southwest Blvd. from the Informal Calendar. The
'rill is dropped from the Agenda pursuant to 2-84 (d) .
ouncilman Borgmeyer requested Bill 86-180, regarding the urban
' greement with Missouri Highway & Transportation Commission be
held over on the Informal Calendar.
•LUTIONS:
It was the decision of the Council to vote on all of the
'esolutions at the same time.

Drive.

; ouncilman Gordon moved approval of the Resolutions, Councilman
1.cheulen seconded and it was approved with Councilman Haake voting
zgainst approval. Councilman Haake was opposed to RS86-47
egarding the renaming of a portion of W. Main Street to W.
. apitol Avenue.
'INURED BUSINESS/NEW BUSINESS:
ouncilman Borgmeyer reminded the Council that there would be a
�•ublic Works Committee meeting on March 12, 1987, at 7:30 p.m.
; ouncilman Scheulen requested the City Counselor' s office furnish
im with a summary of the Boards and Commissions and their duties
tnd powers.
; ouncilman Halsey requested that a new smoke/fire alarm ordinance
.e drafted. Councilman Halsey wished to go on record as stating
: hat the present one is too watered down to be very effective.
Councilman Halsey stated that in his opinion they had started with
a very good ordinance, but due to opposition from the Mayor and
one apartment owner, they had watered it down considerably.
Councilman Halsey requested this proposed ordinance be to the
Council by May first.
APPROVAL OF EXECUTIVE SESSION MINUTES: Councilman Haake moved and
Councilman Halsey seconded approval of the Executive Session
Minutes of 2/16/87 and 2/27/87. Councilman Scheulen stated he
had noted a change on the Minutes of 2/16/87. The Executive
Session Minutes were approved with that correction noted.
There being no further business, the Council Meeting was
adjourned.
