Prayer was offered by Councilman Steve Veile. The following Council Members were present: Present: Feldman, Gordon, Haake, Halsey, Owens, Scheulen, Veile, and Woodman. Absent: Davis. A quorum was declared present. PRESENTATIONS FROM GALLERY: Mr. Leonard Beck of 602 Howard Street, Jefferson City, Missouri, addressed the council regarding the removal of the one hour parkin. on Howard Street. Mr. Beck stated there were only about 8 or 9 parking spaces and the residents need some place to park. Mr. Howard stated there had even been problems with people parking i front of fire hydrants and blocking driveways. Mr. Beck requeste•1 the Council reconsider removing the one hour parking spaces. Mayo Gardner requested Captain Welch have the Police Departmen investigate these complaints. Councilman Veils informed the Council that it was a federa holiday, a state holiday, a county holiday and that next year is ?:•x. was going to be school holiday. Councilman Veils stated that h: felt is was appropriate for the City to declare a holiday to hone two of the greatest Presidents our Country has had. Councilman Owens stated her agreement with this bill and wa- intending to vote for the bill, however, she would propose the =.y, following amendment: That the period be removed following the "S" in Harry S Truman's Birthday be removed so that his name would b=. spelled correctly in the ordinance. Councilman Feldman seconde a' the motion and it was approved. Councilman Haake stated he felt it was good to honor the Presidents but that he was looking at this from a fi:ical point of view. Councilman Haake stated he felt the costs were too high for and ' tit additional holiday. Councilman Haake stated he felt the time of 1 year should be considered and that there could be severe weather 'f 1 that would entail calling in the road crews. The cost to the City', 1 for this holiday could become extremely high if this became the, case. , I Councilman Halsey stated he was no opposed to this holiday, ' however, he felt that the number of holidays given by the City was an adequate amount. Councilman Halsey questioned whether or not the employees would be willing to trade their birthday for President's Day. City Administrator Dave Johnston informed the, Council that the employees had traded their birthday for the Friday1 after Thanksgiving during the budget process in the fiscal year for, 1987/88. Mr. Johnston stated the employees were given a Personal Day which could be taken at anytime during the fiscal year. I} Councilman Voile addressed the difference between the costs to thel 1 City for a holiday and a personal day. UNFINISHED/NEW BUSINESS: Councilman Veile moved approval of the policy revised by Mr. Johnston that had been distributed in the Council packets. Councilman Woodman seconded the motion. Councilman Owens questioned the feasibility of "a three working day pre-emption by City government". Councilman Owens stated that if a special Council meeting could be called within twenty-four hours, there could be a conflict and Council would have to hold their meeting elsewhere. Councilman Feldman stated he felt there were other groups that were not governmental in nature that could also be approved to use the facilities. Councilman Feldman stated he would like to see a work session with the Council to review this policy. Mayor Gardner requested a roll call vote on the motion with the following results: Aye: Gordon, Haake, Veile and Woodman. Nay: Feldman, Halsey, Owens and Scheulen. Mayor Gardner voted "no" on the motion stating she felt a work session was in order and that more of the wishes of the Council could be met. Councilman Haake requested staff draft a resolution honoring Coach Mike Jeffries and the Helios Wrestling Team on their seventh year ;=` as State Champions, and this along with a key to the city be presented to them at the next Council meeting. Councilman Haake moved approval of the City Administrator's request to release the appropriated funds for the purchase of a new Animal Control van. Councilman Woodman seconded the motion and it was approved. Ae there was no further business to come before the Council, Councilman Owens moved the Council go into Executive Session to discuss litigation an provided for in RSMO 610. 025 (1) and Personnel an provided. Councilman Haake seconded the motion and it was approved by the following roll call vote: Aye: Feldman, Gordon, Haake, Halsey, Owens, Schoulen, Voila and Woodman. Nay: None. ACTION TAKEN IN EXECUTIVE SESSION: Councilman Halsey moved to approve the City Administrator's recommendation for a 4% meritorious increase for City Counselor Allen Garner. Councilman Gordon seconded the motion and it was approved by the following roll call vote: Aye: Feldman, Gordon, Haake, Halsey, Owens, Scheulen, Veils and Woodman. Nay: None.
