''` (1 - Yr Roll Call The following Council Members were present : Present : Borgmeyer, Davis , Haake, Hoquombourg, Lock, Roark - Viesaman. Absent: Gordon, Halsey and Kliegel. A quorum was declared present . Presentation The first item of business was a presentation from the gallery. Pray Gallery Mr. Pursley presented a petition to the Council requesting that Gross the gross receipts taxes on utilities be abolished. Receipts Tax ~. The next item of business was the Consent Agenda, which included _ Consent Council Minutes of February 6, 1984 , Administrator's Report, Acnda Finance Report, Audit Report , and awarding of the following bids : 458 - P.S . #358 Ln. Councilman Horgmeyer requented on that Bid 462 be voted on separately. Councilman C3orgmeyer moved Correction to Minutes that the Bids, with the exception of Bid 462 , be approved, then of 2-6-84 motion wan seconded by Councilman Viesnmen, and approved by voice vote. Councilman Davin moved to approve Bid 462 , the motion was seconded by Council Member Lock, and approved with Councilman: Liorgrnoyer abstaining. Councilman Haake distributed a proposed correction to the Council Minutes of the February 6, 1984 meeting which Councilman Halsey wishes to be made . Council Member Lock moved that the proposed insertion be added to the Minutes , the motion was seconded by Councilman Haake. After further discussion, the Council agreed to wait until Mr. Halsey arrives at the meeting to allow him to clarify his request for correction. Council Member Lock withdrew her motion, and Councilman Haake withdrew his second. Approval of the Minutes was delayed until the arrival of Councilman Halsey. Councilman Borgmeyer asked Mike Bates if this project is being partially funded by a grant, to which Mr. Bates replied that it is not. It was budgeted to be paid 100% by the City's Revenue Sharing fund. Nay: None. REGULAR COUNCIL MEETING, February 20, 1984 ;t Informal The next item of business was the Informal Calendar. Calendar '{�;,_ 83-179 Councilman Viessman requested that Bill 83-179 be withdrawn. 83-182 Due to the fact that Councilman Halsey is not present at the Held Over meeting, Bill 83-182 will be held over on the Informal Calendar. 83-185 Councilman Gordon requested that Bill 83-185 be held over on the Held Over Informal Calendar. 83-192 Councilman Hequembourg requested that Bill 83-192 be withdrawn. Withdrawn `: Resolution The next item of business was Resolution RS83-32, a street light s,: RS83-32 resolution which was held over from the previous meeting. Mike t Street Lights Bates reported that the payment by the City for the street lights _: is not new since the City has paid for them in the past . Councilman Haake moved that RS83-32 be approved, the motion was '5 seconded by Councilman Hequembourg and approved. C)pen Meeting Mayor Hartsfield requested that Lyn Porterfield brief the Council Law on the Open Meetings Law. Mr. Porterfield explained the requirement for apprising the public of time, date, place of each meeting along with the tentative agenda. He adised that any person who knows , before the agenda has been prepared, of an item =. which they wish to discuss or present: at a Council Meeting should make it known in time to have that item placed on the agenda. Thin would include any items which involve discussion or future decisions made by the Council . The only exclusion from this . requirement would be items that are merely informational in nature . Council. Members were advised that in order to have an item placed on the agenda, they may contact the City Clerk' s office before 500 P.M. on the Wednesday preceding the Council Meeting. Mr. Roark felt that the City should take over this program when the contract with the other firm expirets . Mayor Hartafieid stated he will check into the complaints and report his findings to the Council. Correction Councilman Davin reminded the Council that the minutes of the .I to Council last meeting have not yet been amended according to Councilman ' Minutes of Halsey's request. Members of the Council agreed that it would be 2-6-84 best to wait until Councilman Halsey is present to clarify his • request. Adjournment There being no further business, Councilman Borgmeyer moved that the meeting be adjourned, the motion was seconded by Councilman Viessman, and approved. 1 1 F
