HomeMy Public PortalAbout19870216 REGULAR COUNCIL MEETING, FEBRUARY 16, 1987 A Regular Council Meeting was called to order at 7:30 P.M. wit Mayor George Hartsfield presiding. Prayer was offered by Councilman Veile. The following Council Members were present: Present: Borgmeyer, Davis, Gordon, Haake, Halsey, Nelson Scheulen, Veile. Absent: Barnicle and Woodman. A quorum was declared present. PUBLIC HEARING: A public hearing was held concerning th:: voluntary annexation of Lot 11 in Mall Ridge Addition. There wa:, no one present to speak either in favor or in opposition to th.' annexation. PRESENTATIONS FROM GALLERY: Mayor Hartsfield presented Keys t+1 the City to the three co-chairmen of the Citizens for Continue. Progress Committee Obie Munzell, Phil Freeman and Al DeBroeck ) The Mayor expressed the appreciation of the Council and the staf , for all of their efforts in assisting in the passage of thi transportation sales tax. Obie Munzell, Phil Freeman and Al DeBroeck all addressed th=1 Council and expressed their thanks and appreciation for all of th=1, assistance they had received. They each asked the Council to b accountable to the citizens and to abide by the promises that ha. been made to the citizens of this community. CONSENT AGENDA: Mayor Hartsfield announced there were two item., on the Consent Agenda. These were the Council Minutes of 2/2/81 and the Financial Statement. Councilman Gordon moved an• Councilman Nelson seconded approval of the Consent Agenda. It wa ' approved. MINUTES RECEIVED AND FILED: Mayor Hartsfield announced that th following minutes had been received and were on file in the Citi Clerk's office. Police Personnel Board 2/5/87; Transportatiol Commission 1/20/87; City Administrator and Departmental Monthly Reports. Councilman Borgmeyer informed the Council that he had some rea concerns with the information that had been included in th ` Transportation Commission minutes concerning the T-Hangar. Mayo ! Hartsfield informed Councilman Borgmeyer that this had been sent back to the Commission and they were re-working the proposal. ANNOUNCEMENTS BY MAYOR: City Administrator Dave Johnstol distributed copies of the City Audit and informed the Council the the auditors would be at the next Council meeting to answer and questions they had. Mayor Hartsfield asked the Council to approve the followin: individuals to the BiCentennial Committee: Dorothy Bolden, Phili : Baker, Nancy Capps, Lorenzo Greene, K.C. Jones, Shirley Nelson! Steve Nelson, Bill Ratliff, Don Schell, Lina Steenbergen, Josep' S. Summers, M.D. , Randy Washburn, David Welch, Bryan Pope, DDS. Councilman Steve Nelson introduced the Committee members that wer - present and informed the Council that there were festivities an educational programs that were being planned and there was stir opportunity for others to become involved. INFORMAL CALENDAR: Councilman Haake requested Bill 86-172, regarding the prohibiting of certain vehicles on a portion of - Stadium Blvd. & Southwest Blvd. be held over on the Informal Calendar. Councilman Borgmeyer requested Bill 86-180, regarding the urban - agreement with Missouri Highway & Transportation Commission be held over on the Informal Calendar. RESOLUTIONS: RS86-38 Regarding the installation of a street light adjacent to a • City parking lot. Councilman Halsey moved approval, Councilman • Gordon seconded and it was approved. RS86-39 Regarding the installation of a vapor light on E. Miller Street. Councilman Halsey moved approval, Councilman Haake seconded and it was approved. RS86-40 Supporting House Bill 606 regarding Lagers. After some discussion regarding how this bill effected retirees, Councilman Nelson moved approval, Councilman Halsey seconded and it was approved. RS86-41 Regarding United States Constitution Day. Councilman Gordon moved approval, Councilman Davis seconded and it was approved. ' EXECUTIVE SESSION MINUTES: ! Councilman Halsey moved and Councilman Veile seconded approval of the Executive Session Minutes of 1/20/87 and 2/2/87. ; EXECUTIVE SESSION: There being no further business, Councilman ! Halsey moved and Councilman Veile seconded adjourning to Executive ; Session. The motion was passed by the following vote. Aye: Borgmeyer, Davis, Gordon, Haake, Halsey, Nelson, Scheulen and Woodman.
