Mayor stated that everything on the police building was originally paid out of Revenue Sharing. I] , It Mayor Uartnfield suggested reappointing Luther Hatcher to l serve on the Housing Authority Board of Commissioners . Councilman Appoint- = Hequembourg moved that the appointment be confirmed. Next was the discussion regarding the request from the 'Tree ii Environmental Quality Commission for the Tree Planting Program on Planting # Monroe Street. At this point they are wanting tentative approval ((' as there are several steps to be taken, such as supplemental Program. ;i appropriation, awarding of bid, and ordinance approving a contract ! There was opposition voiced to the amount requested ( $60 ,000) as well as the number of trees. Councilman Hequembourg pointed out that during budget hearings they wanted this money included in the budget at that time, but it was the Council's desire that this be postponed until such time as Council had a better picture of the revenues and economy. After further discussion, Councilman Wade moved that the request be cut by one-half ($30,000) and letting them (Environ- mental Quality Commission) solicit the rest of the money. I!_�.-_..�...�._........_._._..__.._._...�....__::f- The Environmental Quality Commission has requested that the dates for the City wide cleanup be changed. Tom Benton has City checked with ESM and has received a quote of $16,500 to perform Cleanup this service. They can work with the City on dates. The City performed their own clean up last year for a cost of approximately $25,000. After discussion, Councilman Borgmeyer moved that the City contract with ESM for the City wide clean up for $16 ,500. 00. Motion was seconded by Councilman Blume and carried. Mayor requested Tom Benton contact ESM and Judge Finch to work out the details. Nay: None. Abstaining: Prenger. • Lyndel Porterfield, City Counselor, then explained various 81-125 amendments to Bill 81-125 , Chapter 353 , Urban Redevelopment , which & are being proposed. The primary change proposed would allow for 81-138 a preliminary plan approval by the Commission and the Council. jb� Then after they have gone into detail on the plan, they would � Redel come back to the Commission and Council for approval of the final 1ev dent op- plan. Another recommended change would require the applicant to i set forth a time schedule for the start and completion of ac- quisition of properties , demolition of buildings , and construction of new improvements. Another addition to the bill would require the corporation to agree to In good faith attempt to purchase by negotiation certain property within the project area within 180 days following a written request from the property owner and would require the corporation to agree to proceed in condemnation of the land if that negotiation for the sale of the property fails Another addition to the bill would require a detailed state- ment of the proposed method of financing the development . Another provision suggested allows the City Council to adopt a flat fee for all applicants not to exceed $500 for a pre- . liminary plan and not to exceed $1, 000 for a final development plan . All references to the bidding process were deleted . Subparagraph 5 of Section 37-29 has been expanded to allow the commission and the City to give special recognition to any agreement of a corporation to provide payments in lieu of real property taxes . Mr. Porterfield then suggested that Council might want to amend the new version of thin bill by deleting all language after the words "taxing bodies" contained in sub- paragraph 5 . There wan no objection to this amendment . Another amendment would allow the City Council to grant a corporation an extension of time in which to complete the redevel- opment project . In addition, the Director of Finance would con- duct a yearly financial review in which the corporation would be required to pay to the City not less than $100 for the review. The Council would also be allowed to revoke a previously approved plan upon certain events taking place. At this point, Councilman Blume withdrew Bill 81-125 and Bill 81-138 , which was the amended version of 81-125 was intro- duced for first reading. Bill 81-138 , introduced by Councilman Blume, entitled: "AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , RELATING TO URBAN REDEVELOPMENT THROUGH PRIVATE CAPITAL INVESTMENT. " Bill 81-138 read first and second time by title and ordered distributed to members of the Council. A Resolution was presented regarding paving on Bald Hill Road. Resolution The petition was received several years ago before the price was Paving raised to $7. 50 a foot, therefore the price for this project is Bald Hill Rd, $5. 00 a foot. Upon motion by Councilman Blume, seconded by Councilman Wade, the Resolution was adopted. A Resolution was presented regarding Minority Business Enterprise MBE purchasing goals . This would establish a goal for the City in Purchasing awarding contracts of 2% for minority business enterprises . Upon Goals Motion by Councilman Scheulen, seconded by Councilman Halsey, the Resolution was adopted. 237 REGULAR COUNCIL MEETING, FEBRUARY 15 , 1982 A Resolution was presented which supports the inclusion of Cole ., County in House Committee Substitute for House Bills Numbers 1407 'a Tourism and 1036 as being permitted to levy and collect a tourism tax =f;; Tax. which would be used for the purpose of advertising and promoting tourism business. Upon motion by Councilman Halsey, seconded by Councilman Hequembourg, the Resolution was adopted . 1 1 A Resolution was presented regarding a snow emergency plan. Snow Councilman Borgmeyer, amended the Resolution by changing the Emergency person responsible for requisitioning and installing signs from Plan. the City Administrator to the Director of Public Works. Upon motion by Councilman Halsey, seconded by Councilman Blume , the Resolution as amended was adopted. 1The next item on the Agenda was the matter of the Gundelfinger property. Mr. Benton stated that the City Counselor has requested Gundelfinger a complete file regarding this matter and his department is in Property. the process of accumulating this information. Mayor stated this matter will be held over until the March v 1st meeting. At that time he would like a report from Mr. Benton and Mr. Porterfield. Solid Waste. Councilman Blume requested, for the sake of clarification, that the words "Solid Waste", as set forth in the Energy From Solid Waste Feasibility Study, be utilized by the news media. Councilman Wade paused out a suggested diagram for a marker to be placed at the site of the Old Jail . He then moved that a marker ' Marker ibe placed at the site of the Old Jail facing the Monroe Street Old Jail side. Motion was seconded by Councilman Halsey. When asked about the cost of the marker, Mr. Benton estimated the cost to be around $1, 500. Councilman Wade then amended his motion to state that the cost of the marker, should not exceed $2 , 000 . After- further din- r cuesion , the motion passed unanimously. There was some objection voiced to the wording on the proposed plaque which stated "Demolished 1982 . " 1 Mayor liartsfield then appointed Tom Benton and Gary Hamburg to work up a detailed drawing, wording for the plaque and exact cost to be presented to the Council for approval. Councilman Borgmeyer inquired as to precinct locations for Election the upcoming election. Some precincts are voting at the same location which might cause some confusion. There was also a question of some precincts being located outside of the ward. Mr. Benton was asked to check with Mr. Diemler, County Clerk 'regarding these matters. Mayor Hartsfield also suggested that 'maps be circulated to City Staff and Council members showing the polling places and boundaries . Bob Watson, Reporter for KLIK, stated he had been in contact with Mr. Diemler and it was his understanding that Mr. Diemler was attempting to work with the newspaper as far as publishing a map. He further stated that the law allows the County Clerk to put 'polling places outside of the ward, as he understands it. Temmen, President . Attached to his letter was a portion of the article relating to demolition of the Old Jail. Councilman Blume explained that Public Works keeps a list of contractors and for individual jobs a contractor is picked on a turn by turn basis. Councilman Borgmeyer reminded the Council that the Public Public Works and Planning Committee meeting is scheduled for February Works 25, 198 2. Coamittee Councilman Borgmeyer stated that Jim Shikles contacted him last week regarding the possibility of the City looking at the City Hall ' Farm Bureau building on Missouri Boulevard for the City Hall Site. Building. They are willing to meet with officials of the City to discuss the matter. They will sell part of the land, and the main building with an option to the storage building behind. Upon motion by Councilman Borgmeyer, seconded by Councilman Halsey the meeting was adjourned. 1 I
