The following Council Members were present: Present: Gordon, Haake, Halsey, Mason, Owens, Scheulen, Veile, and Woodman. Absent: Davis and Feldman. A quorum was declared present. PRESENTATIONS FROM GALLERY: Mike Kraemer, 106 Shepherd Hill Drive, of the Missouri Department of Agriculture, addressed the Council. He requested the Counci permit parking on Howard Street without a time limit. Afte. considerable discussion Councilman Haake moved the City Counci remove the time restriction and a new ordinance be introduced a . the February 20, 1989, meeting. Councilman Scheulen seconded an• it was approved. Mayor Gardner recognized Pack 8 from Trinity Lutheran Church i attendance at the meeting. Reg Turnbull, 135 Forest Hill, Chairman of the Parks and Recreatio Commission presented the Commission's Annual Report. Councilma Voile stated he had met with Mr. Turnbull regarding the inmat= labor issue and that he now had a clearer understanding of the process used by the Commission. Councilman Voile indicated his support of the Parks and Recreation Commissions's recommendatio that a City Councilman serve as a non -voting member of tht Commission. Councilman Schoulon thanked Mr. Turnbull for the, report and said the Parks and Recreation Commission ran a good par . system. However ho felt the Parks and Recreation Commission ha received unnecessary criticism recently. Doug Dorris, 1124 E. High, addressed the Council on the inmate labor matter. Mr. Davis has worked with the Corrections system fo . the past sixteen (16) years and ho supports the use of inmat= labor. CONSENT AGENDA: The Consent Agenda consisted of the following items: a) Council Minutes of 01/17/89 b) Approval of Conditional Use Permit - attachment of bronz:i Light fixture to existing City pole c) Approval of Conditional Use Permit -- construction ol curbing and columns on Country Club d) Approval of Mayor's expense report for Mayor's Conferenc e) Approval of following bids: 1064 - Outdoor Warning Siren, Police Department 1067 - Uniforms, Fire Department 1070 - Street Marking Paint, Public Works f) Rejection of Bid 1069 - Cemetery Maintenance, Publis Buildings g) Approval of appointments to Boards and Commissions Police Personnel Board - Tom Sodergren (reappointment) and Duane Schreimann (reappointment) . The new terms wil expire January 1992. INFORMAL CALENDAR: There were no bills on the Informal Calendar. rf_f' RESOLUTIONS: RS88-29 regarding the endorsement of the legislative referendum to allow the voters in Missouri to approve a constitutional amendment to transfer funds from the "General Fund" to the "Highway Fund". Councilman Mason moved approval of RS88-29. Councilman Halsey seconded and it was approved. UNFINISHED/NEW BUSINEt3B: x: ?i "r- `- City Administrator Dave Johnston advised that no action is requested on the inmate labor report since the Department of Corrections has withdrawn their offer. u•t+ >�IS\c T4 r: ' City Administrator Dave Johnston reviewed the proposed policy on the use of City Hall by outside governmental entities. Councilman Halsey moved to amend the policy for use of City Hall as follows: For a trial period of one hundred twenty (120) days, the City will undertake the opening of City Hail facilities to organized local groups with the following conditions: 1. The use of City flail mooting rooms for community '4 organizations should be by request of first come-first serve basin, when schedule permits. 2. Community organizations need to schedule meetings through the office of the City Administrator. 3 . The City Administrator should assign necessary personnel to servo the functions necessary for scheduled meetings. 4. The operation of the public address system and other electronic equipment will be the responsibility of the city staff. 5. A seven day advanced notice should be in effect for community organizations. 6. A nominal users fee of $20.00 assessed for the use of the facility. The City Council and Mayor shall assess the trial program at th end of the one hundred twenty (120) days to react the importanc of a city ordinance for the use of City Hall. Councilman Mason seconded the motion. After further discussion, Councilman Halsey withdrew his amendment. Councilman Mason announced he had received favorable comments on the operation of the City Animal Shelter and requested Jackie Johnson report on the volunteer program. She advised that City staff is currently handling the volunteer program. Councilman Halsey asked Finance Director Bob Cox to proceed with the hiring of the Data Processing Coordinator. Mr. Cox reported that he and City Administrator Dave Johnston are finalizing the job description and will be ready to accept applications in the near future. APPROVAL OF EXECUTIVE SESSION MINUTES: Councilman Gordon moved approval of the Executive Session Minutes of January 17, 1989. Councilman Mason seconded the motion and it was approved. As there was no further business to come before the Council, Councilman Halsey moved the meeting be adjourned. Councilman Gordon seconded the motion and it was approved.
