Call Councilmen Present: Blume, Borgmeyer, Gordon, Hequembourg, Kliegel, Lock, Roark and Scheulen. Councilmen Absent: Davis and Halsey. A quorum was present. Mr. Jim Reichard, who explained that the funds raised by the taxation :4,, *iy 3y:. f ` '� would provide a paid coordinator, snow removal, sidewalk sweeping and litter removal, block directories, shuttle transportation between the i 'r railroad station and the Truman Building, and beautification of the i ; t n, District. Holidays that would be promoted are Easter, Fourth of July and V4=y Christmas. r ''_r;< Mr. Bob Pratt stated he had worked in Jefferson City for some years as , , „ , , a real estate appraiser, which had included working in the downtown area Mr. Pratt noted that several retail bust neg,i through the years ,,o. :,--, ° had closed and turned into office:;. . i A, ' Mr. Alan Herman stated that his family had been in retail business on 3 . f High Street for the past fifty-live years, and he felt that the Special - ,,' llusirrt`!,c. Business District would not be a benefit to them and thus, lie requested s( 7 v-,, that his area be exempt from the boundaries of the District . i ;, iv s I Mr. Mike Riley stated that he was not necessarily opposed to the Dire* ''- trict itself, but rather the boundaries of the District. 1e felt that there ' " were certain areas within the boundaries would not benefit from the services mentioned by Mr. Reichard. Mr. Joe Schleer asked questions regarding what types of properties would be taxed. Mr. Tom Benton answered Mr. Schleer's question. Councilman Blume stated that the Holiday Inn had called him and requested that they be excluded from the District, and Councilman Roark said he had received calls of a similar nature. After the discussion had ended, Councilman Hequembourg moved that an q g advisory ballot be sent to property owners and licensed businesses so that a follow-up could be made to see what the prevailing opinion is. The motion was seconded by Councilman Scheulen and approved. The ,Q:> ballot will be sent out by the Planning and Code Enforcement office, and Mr. Benton stated that it would take at least sixty days to get the ballots back. Mayor Hartsfield stated that the Public Hearing would be continued until Mr. Benton's department provides the results of the unofficial vote. At that time, Council will decide whether or not to introduce an ordinance. 388 �, 1�. r.} The next item of business was the Consent Agenda, which included Consent Council Minutes of the Regular Meeting held January 17, 1983, and Agenda awarding of the following bids: `_ `' Bid No. 293 Caterpillar Repair, Street Division .T. Bid No. 304 Vehicle Conversion Kits, Central Maintenance BIDS HELD OVER Bid No. 296 Uniforms, transportation & Planning & Code ,, x Bid No. 301 Mobile Radios, Transportation & Public Works L.. y Councilman Borgmeyer stated that since the bid for batteries (No. 294) >F by the local dealer and the low bidder (from Fulton) was so close, he z requested the bid be held over. He asked Mr. Bates to see if it would not actually be more economical , in cases of emergencies, to use the _ , K local dealer rather than the Fulton dealer. Mr. Bates stated that by °:= using an out-of-town dealer, the Public Works Department would have to stockpile some batteries and that Mr. Borgmeyer's suggestion on the t?� economics of the matter would probably prove correct in the long run. Bid No. 294 will he held over. Councilman Blume moved that the Consent Agenda be approved showing j Bid No. 294 held over, the motion was seconded by Councilwoman Lock, and approved. George hart,field stated that he would like to make special appointments special Commit • to two new committees. The first committee would revise and update the tee Apptn. rules that are now on file with the City. Those committee members are: Councilman Gordon, Chairman; Councilman Roark, Councilman Hequembourg, Councilman Scheulen and Councilman Halsey. City Counselor Lyndel Porterfield and City Clerk Phyllis Powell are also appointed to work with the committee as non -voting members. The second committee would deal with the City's insurance package which will need renewed in June and will have to be reevaluated and rebid. Those committee members are: Councilman Davis, Chairman; Councilman Borgmeyer, Councilwoman Lock, Councilman Kliegel and Councilman Gordon. Mayor Hartsfield asked for suggestions as to methods by which to have Meetings w/ regular meetings with the County Court. Both groups would like to do County Court away with any areas where duplication now exists. Mayor Hartsfield stated he had mailed a list itemizing areas which he felt he would like to see discussed; he asked the County Court personnel to examine the list and make any additions or revisions they feel are necessary and return it. He stated that for the Court, County Clerk, their Attorney and • the City's full body to meet and take up the issue would involve about . 17 people which he feels would be too many people to effectively resolve the issues. He asked the Council if they would like to have a committee of part-Staff, part Council; a Council committee, or an all Staff committee. Councilman Hequembourg stated for the first couple of meetings everyone should be there, and for those issues which are not resolved, then break down into smaller committees and take those issues :: from there. On occasion, the Police officers have to make numerous 1 . f -A,- t '.r.,> ( calls to deliver the packets before finding a Council member at home. ,5 °--` Councilman Scheulen suggested that the Police officer attempt to deliver `. the packet one time, and if no one was home, the Council member could -,=. either phone for the packet when he returned or pick it up himself at the Police station. The Council agreed to try this method for awhile to see how it works. .s,{.-:: . Councilman Scheulen offered an amendment to the Ordinance which would allow the burning of leaves and grass by citizens as long as the Fire Chief did not declare that such burning would be hazardous. Councilman Scheulen moved that the amendment be adopted, the motion was seconded > by Councilman Gordon. Councilwoman Lock stated that she wished to go ' ,f on record in opposition to the open burning amendment as she felt it -: posed problems to safety and environment of the City. A. ;_ .r n.. r s+. r w The next item on the agenda was New Business. New Business Councilman Roark moved that the Council approve special payment to Payment to police officers for Court duty as per the figures recommended by the Police for Staff, and that it become effective immediately. The motion was seconded Court Duty by Councilman Hequembourg, and approved. A request from Mr. Ted Herron, Director of the Housing Authority, for a Housing Auth. variance for an application on a rehabilitation project on East Capitol. Variance At present, a City ordinance requires that the property be owned for two years, and in the case in question, the Housing Authority has approved a variance from this two-year requirement. Mr. Glen Hennings of the Housing Authority Rehabilitation program was present to explain the reason for the request. Councilwoman Lock moved that the Council waive the two-year requirement, it was seconded by Councilman Borgmeyer, and approved. Councilman Borgmeyer requested that an ordinance be drafted that would Video Games t prohibit video games in all City-owned buildings, excluding the Park Board buildings as the City does not have authority to prohibit them in Park Board buildings. Councilman Borgmeyer moved that such an ordinance be drafted for introduction at the next Council meeting, it was seconded by Councilman Davis, and approved. I 398 ' Lyndel Porterfield, City Counselor, suggested that the Council consider Ordinanc- Y Y Sg changing the format of future ordinances, resolutions and contracts to _;- Format economize in materials and present a document which was easier to Changes read. The suggested change would be that the documents in the future be typed on 8+ X 11 paper rather than 8f X 14, that they be single-spaced rather than double-spaced, which would allow them to be stored in three-ring, rather than four-ring, permanent binders. Mr. Porterfield outlined the savings this change would cause. Mayor Hartsfield asked if there would be any objection from the Council to proceeding with the recommended changes. The Council stated that there were no objections, and Mr. Porterfield was instructed to initiate the changes effective immediately. Codification Mr. Porterfield also stated that he had received a call from the company changes who is presently printing the City's new code book. They recommended to him that we consider omitting the lists of streets which are continuously amended as parking changes occur. He stated that if this '` were omitted, an updated list of these changes could be kept on file in the City Clerk's office for reference. Mr. Porterfield stated that each time one of these changes has to be reprinted it costs app-oximately $25 - $30 per page to print changes in the ordinances. Councilman Roark asked Mr. Porterfield to find out if the bid made by the printing com- pany included making these changes and if omitting the parking changes would result in a lower cost than the price bid. Mayor Hartsfield instructed Mr. Porterfield to find this information and present it to the Council at the next meeting. ExecutLve Upon a motion by Councilman Blume, and second by Councilwoman Lock, Session the meeting was adjourned to Executive Session for the purpose of discussing real estate acquisition for both Public Works Department and Transportation Department, and personnel matters, by the following vote: Aye: Blume, Borgmeycr, Davis, Gordon, Hequembourg, Kliegcl, Lock, Roark and Scheulen.
