HomeMy Public PortalAbout19840206. 101 REGULAR COUNCIL MEETING, FEBRUARY 6, 1984 -! • Call to A Regular Council Meeting was called to order at 7: 30 P.M. with Order Mayor Hartsfield presiding. prayer Prayer was offered by Mayor Hartsfield. t Roll Call The following members of Council were present : Present: Borgmeyer, Davis , Gordon, Haake, Halsey, Hequembourg, Lock and Viessman. Absent: Kliegel and Roark. A quorum was declared present. Public Hearing The first item of business was a public hearing on the rezoning of property located at 720 W. McCarty St. from RA-2 to C-2 . No one present spoke in favor or in opposition to the rezoning request. Mayor Hartsfield declared the public hearing concluded. Public Hearing The second item of business was a public hearing on the rezoning of property located south of North Branch of Wears Creek from RS- ' 1 to PUD. No one present spoke in favor or in opposition to the • rezoning request. Mayor Hartsfield declared the public hearing concluded. • Presentation The next item of business was presentations from the gallery. Mr. from Gallery Eric West was present to speak regarding the proposed smoke alarm ordinance. As a rental property owner, he felt several changes should be made to the ordinance and offered to present his }Se Alarm suggested changes to the Mayor and Council. He stated that , in Ord. his opinion, rental properly should not be singled out in the ordinance, but all residences should be required to install smoke alarms . Mayor Hartsfield directed Tom Benton to contact the Missouri Municipal League to obtain a copy of Columbia, Missouri's smoke alarm ordinance to use in research and comparison. Mr. Ford Lightener, owner of the Jefferson West Apartments , was also present, and stated that he agreed with Mr. West in that he would support the ordinance with some changes . Consent The next; item of business was the Consent Agenda, which included Agenda Council Minutes of January 16, 1984 and awarding of the following . bids : 431 - Shoes , Police Department 437 - Hardware, All City 438 - Automotive Parts & Accessories, DOT - Central Maint . 445 - Three Wheel Police Vehicle, DOT - Parking 449 - Mobile Radios, Police Dept. 451 - 211 Ton Truck, Public Works, Water Pollution Control 452 - Air and Hydraulic Jacks, DOT - Central Maintenance 453 - Three Wheel Road Sweeper, DOT -- Parking 456 - Lancscaping, Christy & Whitecotton Buildings, Planning & Code Enforcement 450 - Boat Motor, Steering Console & Trailer, Police Dept , HELD OVER 430 - Exercise Equipment, Fire Department Councilman Borgmeyer requested that Bid 437 voted on separately. Councilman Hequembourg moved that the Consent Agenda, excluding Bid 437, be approved as presented, the motion was seconded by Councilman Borgmeyer, and approved. r. .i' 102 REGULAR COUNCIL MEETING, FEBRUARY 6, 1984 Councilman Hequombourg moved that Bid 437 be approved, the motion was seconded by Councilman Viessman, and approved with Councilman Borgmeyer abstaining. Mayor Hartsfield reported that Councilman Kliegel's condition has Mayor's improved and he is home from the hospital. Announcements Mike Bates was commended for having recently receiving the Chamber of Commerce's "Outstanding Young Man of the Year Award. " Mayor Hartsfield announced that he has corresponded with Red Lobster restaurant 's home office, and that they are considering a feasibility marketing study for Jefferson City; also Maytag has leased property for location of their new facility. Mayor Hartsfield distributed copies of a voluntary annexation Voluntary request . Planning & Code Enforcement staff was directed to Annexation follow the correct procedures for publishing notice of a public Request hearing in the newspaper and established the public hearing to be held at the March 5 Council Meeting. Council Informal Viessman requested that Bill 83-179 be held over on the Informal Calendar W Calendar. 83-179 Held Over • The next item of business was Resolutions . ' Resolutions • RS83-31, Community Development Block Grant; Councilman RS83-31 Hequembourg moved that Resolution RS83-31 be approved, the motion Block Grant was seconded by Councilman Gordon, and approved. Ccxrmunity Develqxnent RS83-32, Street Light; Councilman Hequembourg moved that RS83-32 be held over until it is clear who is now responsible for paying RS83-32 'f; for the street lights and how much is to be paid. Request •3' • Mayor Hartsfield distributed copies of a letter received by the Civil Rights City regarding a Civil. Right Complaint filed to the Federal Complaint Revenue Sharing office. Councilman Halsey stated that he felt the City has made some positive steps since the complaint was filed, .and that Council ' s sensitivity has been rectified. Councilman Hoquemhourg stated he feels the City should have an opportunity • to respond and present. the Council 's position before the complaint is withdrawn. Gary Hamburg was directed to respond to Fc the letter on behalf of the City. *SEE BELOW A` Councilman !Wake asked Tod Herron why some of the older buildings Demolition of in the Capital West area have not yet boon torn clown. Mr. Herron Buildings in explained some of the delays and that he would try to expedite Capital West • this matter as much as possible. He also explained the criteria for selection of businesses to locate in that area. Councilman Haake asked that Mr. Herron provide the Council with the written ' criteria used in this selection process . There being no further business , Councilman Viessman moved that the Council adjourn to Executive Session for the purpose of Adjournment discussion of personnel, the motion was seconded by Councilman Hequembourg, and approved by the following vote: Executive Session Aye: Borgmeyer, Davis , Gordon, Haake, Halsey, Hequembourg, Lock and Viessman. • Nay: None. • *Councilman Halsey stated that he would have no problem with with- drawing his complaint if he has some assurance that the City is going to continue efforts to add women, minorities & handicapped persons to the City payroll. He stated he would delay withdrawing • his complaint until after the City has responded. Councilman Gordo felt that by delaying Mr. Halsey's withdrawal until the City re- sponds would leave the City in a stronger position if a similar complaint is filed in the future. •
