Prayer / Prayer was offered by Mayor Hartsfield. Roll Call The following Council Members were present: Present: Borgmeyer, Davis , Gordon, Haake, Halsey, Huffman, ', Nelson, Veile, and Woodman " Absent: Viessman. .. A quorum was declared present . Public The first item of business was a public hearing on the following Hearings two items : Rezoning a) A request of EMP Enterprises to rezone 20. 55 acres on Country Club & Fairgrounds from RA-1 (Low Density Multi-Family) to PUD . '. ( Planned Unit Development ) . No one present wished to speak either in favor of or opposition to this requested rezoning. b) A request of Ken Vaughan Construction to rezone 49 .966 acres Rezoning located between 725 and 731 S. Country Club from RS-1 (Single Family Residential) and RA-1 (Low Density Multi-Family) to RS-2 (single family) . No one present wished to speak either in favor of or opposition to this requested rezoning. Mayor Hartsfield declared the public hearing concluded. Signs in The next item of business was a presentation from Mr . David IDoomtmm Urydon, Attorney at Law, on behalf of the Downtown Business g` Association regarding the use of "sandwich signs" used on downtown sidewalks . The Anuociat'.ion requests that the Council consider changing .i.ta ordinance regulating the use of such signsi + as the lager. generate a marked increase in business revenue . They also asked the Council to direct the City staff not to enforce the ordinance presently to et:fec:t until t'he Council has a chance to utudy the situation and consider a change in the ordinance. Councilman Ituske asked that the Start he so directed, to which t he Council agreed. Councilman Davis requested that a letter. from the Association be directed to the Council stet ing the Association's feelings an a whole on the matter. Consent The next item of business was the Consent Agenda, which included Agenda Council Minutes of 1-20-86 . Councilman Haake moved approval of the Consent Agenda as presented, motion seconded by Councilman Nelson, and approved. Minutes Mayor Hartsfield stated that the following minutes have been Received received and are on file in the City Clerk's office: Park Board Monthly Management Report 11-85 and 12-85; Thomas Jefferson Library Board, 1-21-86 . Appointment Mayor Hartsfield announced he had received from the Police I Personnel Board its recommendation of Ms . Wanda LeCuru for the position of Civilian Services Director. Mayor Hartsfield nominated Ms . LeCuru to the Council for appointment . Councilman Borgmeyer moved the appointment be approved, motion seconded by Councilman Davis, and approved. 388 REGULAR COUNCIL MEETING, February 3, 1986 Mayor Hartsfield stated that a discussion of TCI Cablevision will be placed on the 2-17 agenda. The next item of business was the introduction of bills . RS85-44 RS85-44 , Solid Waste Management ; Councilman Nelson moved for 4 Solid Waste approval, motion was seconded by Councilman Haake, and approved. Management Lights at Councilman Borgmeyer requested Bill Lockwood to check into the Tennis Courts lights at tennis courts which remain on all night . Mr. Lockwood stated the lighting was presently operated on an "honor" system, and that he would check into Mr. Borgmeyer's reports . Adjournnnt There being no further business, Councilman Gordon moved that the meeting be adjourned, and the Council go into Executive Session for the purpose of discussing real estate, personnel and Executive litigation, motion seconded by Councilman Nelson, and approved by Session the following vote: Ayes Borgmeyer, Davis, Gordon, Haake, Huffman, Nelson, Veile, and Woodman.
