The regular Council meeting was called to order at 7: 30 p.m. with 4

Councilmen present: Blume, Borgmeyer, Brant, Gordon, Halsey,

A Quorum was present.
- , Patrick Steele, of Missouri Heritage Trust, was present and gave
Old a slide presentation to the Council. He also urged the Council , .
Jail to consider the proposal of Missouri Heritage Trust to lease and -,
renovate the old jail building.

- Councilman Halsey expressed concern over the cash in hand
held by the Missouri Heritage Trust for this project. Mr. Steele
-.. replied that people are reluctant to contribute until they are
sure that the Trust has the authority to lease and renovate the I :'
building, however they would give a signed pledge. ,
Councilman Scheulen stated that even though he supports this [ -
project he has been unable to get support from the people in
his ward.
Councilman Blume stated that parking would be a problem if r
the building was used as an information center at its current !I
location. He also stated that the financial information provided
to the Council by Mr. Steele would prohibit him from agreeing to
a lease. !I
Councilman Gordon stated that he was on the committee to :I
select the architect at the time the new police building was built. !
The new building was designed with the removal of the old jail
building in mind.
Several, people were there in support of Mr. Steele ' s pro- . .
' posal. After discussion, Councilman Brant moved that Bill 81-126 i

on March 3rd and 4th at Ramada Inn. Any Council member who wishes

f ' Approximately two weeks ago there was a state Supreme Court case
decided dealing with the Intangible Tax (referred to in our budget Financial
as the Financial Institutions Tax) . This in a state tax on the Institu-
gross deponits of saving and loan institutions. The Court over- i tiona Tax
. f turned this tlx as being illegal and unconstitutional . Therefore,d
Iwo are loosing approximately $05,000 a year an a source of revenue.
Mr. Uftmann staled that for 1901 the Savings and Loans did 1;
if not turn thin money over to the Department of Revenue, no what-
ever we received thin year does not include nnything from the 11 ,

he would like to recognize the Census and Redistricting Committee
which ban completed their work and is going out of existence.

Govenor Rothman's staff is postponed and will be held on either

Councilman Blume requested that this bill be placed on the !development
iInformal Calendar in order that more research could be done.
A Resolution was presented regarding a fire hydrant to be placed 1Resolution
in the 2100 block of Industrial Drive. Chief Rennick stated that (Fire Hydrants
Capital City Water Company will not place a hydrant there without
Council approval. The cost will be absorbed by the water company.
Upon motion made and seconded, the Resolution was adopted.
Seth Evans and Randy Allen, of The Architects Alliance, were qty
present and presented final working drawings and detailed specifi-- Ha11
cations for the new city hall building. { Project
Mr. Evans gave an updated cost estimate for the structure. 1
The last estimate given was in July of 1981 and, since that time
1 there have been some changes in the specifications. At Council's ;
' direction they have included the unfinished basement area and !1
1 operable windows. They estimate that the building will be some- 1
llwhere in the cost range of $1, 402,600 to $1, 546 ,000. These figures;]
ilalso include the building security system, blinds, a yard sprinkler;;
system, some wood paneling in selected offices and demolition of

the old apartment building (which was not in their original esti-
mate) .
Mr. Evans stated that an estimated 60-75 set of documents
, would be needed to distribute to interested contractors for bidding
,! He suggests that the City advertise for bids possibly on February
Cittyl Illth or 12th, plans would be available to contractors on the 15th,
j and bid opening could then be scheduled for 1: 30 p.m. March 11th.
P�'° ect The architect' s recommendation could then be presented to the
Council on the 15th of March at Council' s regular meeting.
In going over the drawings and specifications, Mr. Allen
stated that one alternate has been included in the bidding docu-
ments and that deals with the roofing. They are bidding a single
ply roofing membrane system and would like to bid an alternate of
a light weight concrete roof under that.
Upon concerns expressed by some Council members, Mr. Allen
, stated that the contract will contain a ten year guarantee on the
! roof.
When asked about energy conservation measures, Mr. Allen
Ireplied that the domestic hot water solar system had been looked
into. They determined that the pay back would be too far down
the road as the building would not use that much domestic hot
l water.
Regarding the name of the building, Councilman Hequembourg _.
Irequested that we proceed with putting the name on the building
now rather than waiting and putting it on as a change order which
would be more expensive. There was no objection.
After further discussion, Councilman llequembourg moved that
we proceed with advertising for bids. Motion was seconded by
, Councilman Blume and carried.
Mayor Hartsfield stated there have been discussions with the Park
Board off and on for several years regarding a multi-purpose

attempting to put: money aside for the building and they do have a

Councilman Ilequembourcj expressed concern for this location
Vas this is high priced ground and the facility could be build on
!! ground more reasonably priced at another location. Also, this
location would totally restrict: any expansion of this facility.
Councilman Blume suggested that the Park Board form a
' committee to look at places and come back to the Council as this
is their project.
The next item for discussion was the Gundelfinger property. Tom
Benton stated his office has been enforcing the nuisance ordinances

regard to this property to the best of their ability. It
finger takes time to get something done as the owner lives out of town
firver and has designated a local contractor to handle matters. He

( stated that, in researching the ordinances, he can not find any-
! thing other than the general nuisances of weeds, pigeons, rodents, ,
and other health related problems. He stated that they had written
to the owner in mid-January asking him to advise the City as to
how we are to take care of the sidewalk. He further stated that
other than operating through the City 's nuisance ordinances, which
does not eliminate the unsightliness of the property, he knows of
nothing we can force him to do.
Upon suggestion by Councilman Halsey, Mr. Benton stated he
would write to the owner and propose the concept of fill, grass ,
and a mini-park.
Mr. Benton and Mr. Porterfield will also meet and discuss
ways of getting a response from the owner of this property.

A draft ordinance for snow routes was presented for Council' s
review. Council was asked to read the document and contact Gary
with any comments or changes.
The next item of discussion was the Senior Citizens Pass. Mayor
stated that it was his objective to get the passes on the same Senior
calendar as all other fees. Citizen
The May deadline for purchasing the passes was reached due Pass
to the business licenses all coming due in December, therefore,
the change to May would adjust the workload of the license in-
spector.
After discussion, Councilman Scheulen moved that in May the
Senior Citizen Pass be $6. 00 for a period of six months, that
November will be established as the annual review date and at that
time the charge will be $12.00 for the ensuing year. Motion
seconded by Councilman Halsey.
Discussion was then held regarding the hour restrictions
which is now 9: 00 a.m. to 3:00 p.m. Some Councilmen felt that
with the rates being charged, the hourly restriction should be
removed.
After further discussion Councilman Scheulen amended his
motion to remove the hourly restriction with no charges per ride
and also to add wording on the ticket that the City encourages
ridership during off peak hours to hold down future cost increases.
After discussion, Council unanimously adopted the motion.
Upon motion by Councilman Blume, seconded by Councilman Wade, Executive
Council then adjourned into executive session. Session
