HomeMy Public PortalAbout19850121 245 REGULAR COUNCIL MEETING, January 21, 1985 Call to A Regular Council Meeting was called to order at 7: 30 P.M. with Order Mayor Hartsfield presiding. 4 Prayer was offered by Mayor Hartsfield. Prayer The following Council Members were present : Roll Call Present: Borgmeyer, Davis, Haake, Halsey, Hequembourg, Huffman, Nelson and Viessman. Absent: Gordon and Kliegel. A quorum was declared present. Public Hearing The first item of business was a public hearing on Special Business District. Mr. Jack Pletz, Attorney at Law, was present to represent the Housing Authority in its request for a special business district and to answer any questions pertaining to same. No one present wished to speak in opposition to the public hearing. Mayor Hartsfield declared the public hearing concluded. CDBG The next item of business was a discussion on Community Development Block Grant application by the Housing Authority. Ted Herron was present to distribute information and answer questions pertaining to the Housing Authority's proposed plans for community development . Reports included an addition to the Hyder Apartments , the Breckenridge hotel in the Capital West area, and neighborhood improvements in low-income neighborhoods . Councilman Borgmeyer stated he feels rental property should be excluded from improvements that are exempt from tax bills . Mr. Herron stated the H.A. would determine if there are any rental properties in the targeted area and get back to the Council concerning them. Councilman Viessman moved that the proposals be approved as presented, motion was seconded by Councilman Halsey, and approved. Consent The next: item of business was the Consent Agenda, which included Agenda Council Mi.nutcu of 1-7- 85, the Administrator 's Report, Finance Report, and awarding of the following bids : 588 - Garage Door Replacement, Planning & Code REQUEST FOR RENEWAI, Uniforms , Police Department Councilman !{sake requested that the Council Minutes of 1-7-85 be amended to reflect the motion which was made to retain black and white police cars . City Clerk was ordered to make said amendment . Mr. Haake also commended Kevin Fields, a City employee, for his performance recently in administering CPR to a citizen. Councilman Hequembourg moved that the Consent Agenda be approved as amended, motion was seconded by Councilman Viessman, and approved. I Minutes Mayor Hartsfield announced that the following minutes have been Received received and are on file in the City Clerk's Office: Parking & Traffic Committee, 1-10-85; Equal Employment Opportunity IIICommittee, 1-9-85; Thomas Jefferson Library, 1-15-85; Senior Citizens Advisory Committee, 12-20-84 . 246 REGULAR COUNCIL MEETING, January 21, 1985 Mayor Hartsfield announced that a) TCI has filed an appeal in the Announce- cable tv lawsuit, b) that the City Hall Art Fund has now received ments $22,000, c) there will be a public meeting on annexation and Home Rule Charter, and d) a work session will be held on January 28. The next item of business was the introduction of bills. Intro. of Bil Bill 84-190, sponsored by Councilman Hequembourg, entitled: 84-190 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE Bus MAYOR. AND CLERK OF SAID CITY TO EXECUTE A LICENSE AGREEMENT WITH Shelter THE SOUTHWEST GROUP, INCORPORATED FOR THE PURPOSE OF OPERATING, MAINTAINING, AND REPAIRING A BUS SHELTER. Bill 84-190 was read first and second time by title and ordered distributed to members of the Council. Bill 84-191, sponsored by Councilman Hequembourg, entitled: 84-191 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, DECLARING REAL Sale of PROPERTY TO BE SURPLUS, AUTHORIZING ITS SALE AND AUTHORIZING THE Surplus MAYOR AND CLERK TO EXECUTE A DEED. Property Bill 84-191 was read first and second time by title and ordered distributed to members of the Council. Bill 84-192, sponsored by Councilman Viessman, entitled: 84-192 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , LEVYING AND Special ASSESSING A SPECIAL TAX BILL AGAINST THE LOTS OR TRACTS OF LAND Tax Bill FRONTING AND ABUTTING ON NEBRASKA AVENUE, INDIANA AVENUE, FRANKLIN STREET, AND SYCAMORE STREET IN THE CITY OF JEFFERSON, MISSOURI, FOR THE IMPROVEMENT OF SAID ROADWAY. Bill 84-192 was road first and second time by title and ordered distributed to members of the Council. Bill 84-193, sponsored by Councilman Viessman, entitled: 84-193 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, VACATING AND Vacate Street DISCONTINUING A PORTION OF A PUBLIC STREET. Bill 84-194 , sponsored by Councilman Borgmeyer, entitled: 84-194 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING Speed Limit SCHEDULE A OF SECTION 18-401 OF THE CITY CODE BY CHANGING THE SPEED LIMIT ON A PORTION OF HIGHWAY 54 AND ON LINDEN DRIVE. ! FOR ORGANIZATION AND MANAGEMENT . STUDY. Councilman Davis requested that the rules be suspended and Bill 84-196 placed on final passage. Bill 84-196 was read third time by title, placed on final passage, and passed by the following vote as Ordinance No. 10361: Aye: Borgmeyer, Davis, Haake, Halsey, Hequembourg, Huffman, Nelson and Viessman. Nay: None. 84-197 Bill 84-197, sponsored by Councilman Haake, entitled: Special AN ORDINANCE ESTABLISHING A SPECIAL BUSINESS DISTRICT; DESCRIBING Business THE BOUNDARIES THEREOF; SETTING FORTH THE POWERS OF THE CITY District COUNCIL WITHIN THE DISTRICT; ESTABLISHING AN ADVISORY BOARD FOR THE SPECIAL BUSINESS DISTRICT AND THE POWERS AND DUTIES THEREOF; AND FIXING THE TIME WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE. Resolutions Resolution RS84-45, Street Light on Dix Road, and RS84-46, Street RS84-45 Lights at various locations; Councilman Hequembourg moved that RS84-46 these be approved, motion was seconded by Councilman Viessman, Street Lights and approved. Resolution RS84-47, Sidewalk Construction; Councilman Hequembourg RS84-47 moved this be approved, motion was seconded by Councilman Halsey, Sidewalks and approved. Resolution RS84-48, Curb & Gutter; Councilman Viessman moved this RS84-48 be approved, motion was seconded by Councilman Huffman, and Curb & Cu approved. Resolutions RS84-49, RS84-50 and RS84-51, Resolutions for Paving; RS84-49, Councilman Borgmeyer moved these be approved, motion was seconded RS84-50 by Councilman Davis, and approved. RM4-51 Paving Councilman Davis asked if the Police Personnel Board could come Police to the Council meeting with recommendations for Sergeant, and Personnel asked about the Sergeant 's position which was being deleted. Gary Board Hamburg explained that it was done in the budget sessions in the year before the previous budget year. There being no further business, Councilman Borgmeyer moved that Adjournment the meeting be adjourned, motion was seconded by Councilman Viessman, and approved. • • l ,
