HomeMy Public PortalAbout19870120 IA Regular Council Meeting was called to order at 7:30 P.M. with Mayor George Hartsfield presiding. ' Prayer was offered by Reverend Michael Hamilton, Pastor, First Assembly of God. The following Council Members were present: Present: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Scheulen, Veile and Woodman. Absent: Nelson. A quorum was declared present. PRESENTATIONS FROM GALLERY: Dave Johnston, City Administrator spoke on behalf of Citizens for Continued Progress. He introduced the slide presentation that was being shown to various groups and organizations in effort to obtain their support of the 1/2 cent transportation sales tax. CONSENT AGENDA: Councilman Borgmeyer moved approval of the ' Consent Agenda which included Council Minutes of 1/5/87; the Monthly Financial Statement; the approval of the following bids: 862 - Fire Hose, Fire Department 863 - Air Dryer, Public Works 868 - Air Compressor System, Fire Department 869 -- Rescue Tool, Fire Department and the approval of the cancellation of the following bid: 861 - Concrete Manhole Sections, Public Works Councilman Scheulen seconded the motion and after some discussion on Bid 863, it was approved. MINUTES RECEIVED AND FILED: Mayor Hartsfield announced the following minutes had been received and were on file in the City Clerk's office: Traffic Safety Commission 1/8/87; City ; Administrator and Departmental Reports. Councilman Borgmeyer requested a suspension of the rules. Councilman Veile asked Mike Bates, Director of Public Works, if all of the problems and questions concerning the construction of the Missouri Bridge had been settled. Councilman Veile stated that he had been under the impression that there was some question as to just how this project would connect with the bridge. Mike Bates informed the Council that there were still some questions to be resolved, but they would in no way affect this project. Councilman Gordon moved approval of this resolution, Councilman Halsey seconded and it was passed. RS86-36 concerning the Cable Communications Policy Act of 1984. Councilman Veile moved approval, Councilman Gordon seconded and it was approved. Councilman Gordon asked who the resolution was going to be sent to. Councilman Veile informed him it was going to be sent to Senator Danforth, Senator Bond and Congressman Skelton. There was some further discussion on the continuing problems with TCI and their policies and practices. Mayor Hartsfield stated he would reserve his comments for the CATV Committee Meeting on Monday. Councilman Veile informed the Council that the CATV Committee was meeting on Monday, January 26, 1987, at 7: 30 p.m. , in the main conference room. NEW BUSINESS: Mayor Hartsfield requested the Council approve the designation of the monies paid in back rent from Chesebrough-Ponds, Inc. , to be placed in the McKay Park Trust Fund. These monies, along with the donation from the McKays and the grant we are applying for will help this project become more of a reality. Councilman Haake moved approval of the designation, Councilman Woodman seconded and it was approved. Councilman Haake moved the Council go on record as commending the Street Department for their excellent work in clearing the streets and roads during the last two snows. Councilman Gordon seconded and it was approved. EXECUTIVE SESSION: There being no further business, Councilman Halsey moved Council adjourn to Executive Session, Councilman Voile seconded and it was approved by the following vote: Aye: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Scheulen, Voile and Woodman.
