REGULAR COUNCIL MEETING, January 20, 1986
A Regular Council Meeting was called to order at 7 : 30 P.M. with Call to
Mayor George Hartsfield presiding. Order ~?= Y
Prayer was offered by Councilman Veile. Prayer
The following Council Members were present : Roll Call
Present: Borgmeyer, Davis, Haake, Halsey, Huffman,
Nelson, Veile, and Viessman.
Absent: Gordon and Woodman.
A quorum was declared present .
The first item of business was a public hearing on a request for public Hearing
voluntary annexation. Tom Benton, Director of Planning and Code Voluntary
Enforcement, explained that the property which has been Annexation
requested annexed is located in Capital Hills Subdivision, and
the petition for annexation was signed by Robert T. Scruggs , J.
E. Forck ( for Capital Savings and Loan Assoc. ) , Barry L. Bryson
and Carla S. Bryson. A Mrs . Bemboo;n was present and asked for
clarification of the process to annex. Tom Benton explained to
Mrs. Bemboom the procedure for such a voluntary annexation. There
being no further comments , Mayor Hartsfield concluded the public
hearing.
The next item of business was a presentation of petitions by Jim Petitions for
Kolb, President of the Park Board, to the Council for placement Tax Levy
of e1 tax levy increase for capital improvements to the parks on Increase/Parka
the April 1 , 1906, ballot . Said petitions were presented to the
City Clerk to begin verification of signatures pr. i.or to the
February 4 , 1906, ballot deadline. Councilman Halsey stated his
di.uaagreic'ment wit1: the levy increase being placed on the ballot .
When asked for his legal opinion, Allen Garner, City Counselor. ,
informed the Council, that if there are enough valid signatures
the Council is required by state law to place the matte'r on the
ballot .
The next item of busi.nesscs was the Consent Agenda, which :included Consent
the Council Minutes of 1-6-86, Administrator's Report , Finance Agenda
Report , and awarding of the following bids :
732 - Street: Marking Paint , Public Works
736 - Snow Blade, DOT, Airport
743 - Sale of Sewer lnspectior3 Van, Public Works
748 -- Electrical Control Replacement
! Councilman Nelson moved approval of the Consent Agenda as
; presented, motion was seconded by Councilman Viessman, and
iapproved.
Mayor Hartsfield stated that the following minutes have been Minutes

The next item of business was Resolutions . Resolutions
RS85-42, Street Lights; Councilman Veile moved its approval, RS85-42
motion seconded by Councilman Viessman, and approved. Street Lights

its approval, motion seconded by Councilman Halsey, and approved. Paving
Charges
Allen Garner explained the Cooperative Energy Agreement between Cooperative
the Department of Natural Resources and the City. The City will Energy
not have to pay any money for the energy study as proposed unless Agreement
they choose to at a later date. Councilman Haake moved to approve
the agreement, motion seconded by Councilman Davis , and approved.
Mr. Doug Nix, General Manager of the Jefferson City TCI office 'ICI
was present to make a status report and answer questions . Mr.
Garner reported that , pursuant to a meeting earlier in the day,
TCI had been informed they must supply the City with a full audit
for this year with a letter- from the legal department regarding
their interpretation of the port ion oi the franchise requiring
TCI to provide service to citizens who were in the city limits at
the time the franchise was awarded. Councilman Halsey asked for
further audits for the last three years so that a comparison can
be made with this year' a audit .
Councilman Halsey asked the Council Members, during the next Martin Luther
budget proceedings, to consider the possibility of declaring King, Jr.
the late Rev. Martin Luther King, Jr. 's birthday a City-observed
holiday.
The next item of business was the approval of the Executive Executive
Session Minutes of the January 3 meeting. Minutes were Session
reviewed by the Council Members during the meeting, after which Minutes
Councilman Davis moved they be approved as presented, motion was
seconded by Councilman Nelson, and approved.
There being no further business, Councilman Borgmeyer moved the Adjournment
meeting adjourn, motion was seconded by Councilman Halsey, and
approved. The meeting adjourned at 8: 40 P.M.
