Absent: Davis. A quorum was declared present. PECIAL PRESENTATION: 'resident Pro Tempore Veils announced there would be a special }•resentation and that Resolution 88-29 would be read at this time. `'resident Pro Tempore Voile announced that Jefferson City was known i s the City of Champions and that this had happened once again with / he Jefferson City football team being the 5A State Champions once i gain. President Pro Tempore Voile read Resolution 88-29 honoring he team and coaching staff. Councilman Gordon moved approval of •eeolution 88-29. Councilman Halsey seconded the motion and it was pproved. President Pro Tempore Veils then presented Coach Pete dkins with a Key to the City and copies of the Resolution for those members of the coaching staff and team. 'RESENTATION8 FROM GALLERY: r. Bob Weber addressed the Council as a member of the Steering committee of Citizens for the Promotion of Jefferson City. Mr. giber requested the City Council go on record as supporting the cadging tax. Mr. Weber stated he felt that with the previous lesolutions and ordinances passed by the Council in recent months, chip fact was evident, but that the Committee would like to have • specific action to use in promotional material. Councilman •cheulon moved the Council go on record as supporting the lodging fax and urging its passage. Councilman Henke seconded the motion .nd it was approved. r. Bob Weber then updated the Council on the progress of the }•ublic Access channel. Mr. Weber stated the Manager had been hired k.nd bids had been requested for the equipment and should be oturned by the end of January. Mr. Weber stated after the bids ad been received and reviewed, their recommendation would come to he Council for approval. City dministrator Dave Johnston stated this was a buy out within the company and did not change the terms of the agreement with the ity. Councilman Haake moved approval of the Consent Agenda. ouncilman Owens seconded the motion and it was approved. Planning & Zoning Commission 12/8/88; Planning & Zoning Commissio (Special meeting) 12/15/88; Transportation Commission 12/20/88 ; Traffic Safety Commission 1/5/89; Police Personnel Board 12/15/8: & 1/7/89; Departmental Monthly Reports ANNOUNCEMENTS BY MAYOR: President Pro Tempore Steve Veile announced Mayor Gardner would b . out of the City until February 6, 1989. President Pro Tempore Veils stated he had been contacted by several members of the School Board concerning possible use of the Council Chambers for some of their meetings. President Pro Tempore Veil= stated that there were times and dates when the School Board ha. more people at their meetings than their present location cowl• handle. This location would be more feasible, plus when the Publi•- Access channel is in place, the School Board would be able t• broadcast their meetings. President Pro Tempore Veile suggested the Council direct City staff to meet with the staff of the school district to work out an agreement whereby the School Board caul hold their meetings, as needed, in the Chambers. Councilman Haake stated he felt the Council needed to look into this issue a little more before any motions were passed. Councilman Haake stated that if the School Board was allowed to use the facilities, there might be other semi-governmental entities that would like the same opportunity. Councilman Haake stated he would like to see the issue investigated a little deeper by the staff. Councilman Halsey stated he would like to see some guidelines established for the use of the whole facility. Councilman Halsey stated any organization in the City should be allowed to use this facility and that there would need to be guidelines established and cost factors figured into any action taken by Council. Councilman Halsey moved the City Administrator and the department directors draw up guide linos and particular wording that could be brought to the Council for their review and then passed in the form of an ordinance. Councilman Haake seconded the motion and it was approved. Councilman Halsey seconded the motion and it was approved. Councilman Haake moved approval of RS88-27 regarding paving on Monroe Street. Councilman Halsey seconded the motion and it was approved. President Pro Tempore Voile stated that RS88-28 regarding paving on Ware Street had been deleted from the agenda. UNFINISHED BU8INEBU/NEM BUSINESS: Councilman Mason questioned a memo from City Counselor Allen Garne I and Fire Chief Bob Rennick that had been included in the packet regarding open burning. Councilman Mason questioned who would b; responsible for setting the specified times for burning in th4. recommended amendment. City Administrator Dave Johnston state• this memo simply brings the matter to the attention of the Council rather than adopting the national standards. Councilman Maso questioned if there was not currently a time restriction in the ordinance and was informed no, that the Solid Waste ordinance ha.' no time restrictions limiting burning in open containers. REGULAR COUNCIL MEETING, JANUARY 17, 1989 Councilman Halsey stated he felt that the Chamber was becoming too political in its involvement with the Council and needed to remain independent from the Council. Councilman Halsey stated that if the Chamber was going to have a meeting with Council members, it should include all of the Council members, not just a few. APPROVAL OF EXECUTIVE SESSION MINUTES: Councilman Halsey moved approval of the Executive Session minuted of January 3, 1989. Councilman Haake seconded the motion and it was approved. EXECUTIVE SESSION: As there was no further business to come before the Council, Councilman Gordon moved the Council go into Executive Session to discuss real estate as provided for in RSMO 610.025 (1) . Councilman Woodman seconded the motion and it was approved by the following roll call vote: Aye: Feldman, Gordon, Haake, Halsey, Mason, Owens, Scheulen, Valle and Woodman. Nay: None. 4
