Home My Public Portal About2017-08 Approving the purchase of Police Vehicles, Accessories and GraphicsRESOLUTION NO. 2017-8 A CAPITAL PROJECT AUTHORIZING RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING THE PURCHASE OF POLICE VEHICLES, ACCESSORIES, AND GRAPHICS; WAIVING COMPETITIVE BIDDING PROCEDURES; PROVIDING FOR AUTHORIZATION; PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village of Key Biscayne ("Village") Police Department is in need of eight new police vehicles to expand patrol of the Village for the safety of its residents and visitors and facilitate the provision of day-to-day operations of the Village Police Department; and WHEREAS, the Village Council desires to purchase for the Village Police Department one Ford Explorer and seven Ford Interceptors (collectively, the "Police Vehicles"), as well as accessories and graphics for the Vehicles (respectively, the "Police Vehicle Accessories" and "Police Vehicle Graphics"); and WHEREAS, the Village Council finds that it is impractical to apply the Village's competitive bidding procedures for the purchase of Police Vehicles as the type of purchase contemplated by the Village has already been competitively bid by the Florida Association of Sheriffs and the Florida Association of Counties ("State Bids"); and WHEREAS, the State Bids resulted in Florida Association of Sheriffs' Contract Numbers FSA16-VEH14.0 and FSA16-VEL24.0, which allow local governments statewide to utilize those contracts for their own benefit ("State Contracts"); and WHEREAS, the Village Council seeks to authorize the Village Manager to purchase the Police Vehicles from Duval Ford, LLC by using the State Contracts pursuant to Section 2-85 of the Village Code ("Police Vehicle Purchase"); and WHEREAS, the Village Council seeks to authorize the Village Manager to purchase the Police Vehicle Accessories from Rainbow Window Tinting, Inc. by utilizing the City of Hialeah's Contract Number 2011/12-3220-36-038 ("City Contract") pursuant to Section 2-86 of the Village Code ("Police Vehicle Accessories Purchase"); and WHEREAS, the Village Council seeks to authorize the Village Manager to purchase the Police Vehicle Graphics from Graphic Designs International, Inc. by utilizing Miami -Dade County Contract Number 7555-2/12-2 ("County Contract") pursuant to Section 2-86 of the Village Code ("Police Vehicle Graphics Purchase"); and WHEREAS, the Village Council finds that this Resolution is in the best interest and welfare of the citizens of the Village. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA AS FOLLOWS: Section 1. Recitals.Each of the above -stated recitals are hereby adopted, confirmed, and incorporated herein. Section 2. Waiver of Competitive Bidding. The Village Council hereby waives the Village's competitive bidding procedures for the purchase of Police Vehicles pursuant to Section 2- 85 of the Village Code. Furthermore, the Village Council hereby approves the purchase of Police Vehicle Accessories and Police Vehicle Graphics by utilizing the City Contract and the County Contract, respectively, pursuant to Section 2-86 of the Village Code. Section 3. Approval of Purchases. The Village Council hereby approves the Police Vehicle Purchase, the Police Vehicle Accessories Purchase, and the Police Vehicle Graphics Purchase. Section 4. Authorization for Purchase of Police Vehicles. The Village Council hereby authorizes the Village Manager to make the Police Vehicle Purchase consistent with the terms and conditions of the State Contracts as set forth in the purchase order attached hereto as Exhibit "A" in an amount not to exceed $222,131.00. Section 5. Authorization for Purchase of Police Vehicle Accessories. The Village Council hereby authorizes the Village Manager to make the Police Vehicle Accessories Purchase consistent with the terms and conditions of the City Contract as set forth in the purchase order attached hereto as Exhibit "B" in an amount not to exceed $37,365.40. Section 6. Authorization for Purchase of Police Vehicle Graphics. The Village Council hereby authorizes the Village Manager to make the Police Vehicle Graphics Purchase consistent with the terms and conditions of the County Contract as set forth in the purchase order attached hereto as Exhibit "C" in an amount not to exceed $3,035.00. 2 Section 7. Implementation. The Village Council hereby authorizes the Village Manager to execute any purchase order or required documentation for the purchases described in this Resolution, subject to approval by the Village Attorney as to form and legality, and to take any action which is reasonably necessary to implement the purpose of this Resolution.
