Vehicle, Transportation, Parking Division Councilman Halsey requested a copy of minutes of the Equal : °4 Employment Opportunity Committee. Mr. Halsey also asked what. fund the Clark estate was in before it: was transferred to to trust fund, and why it was Irensferred. Lynde1. Porterfield stated that the estate had not as yet been transferred, but that he has contacted the Attorney General 's Office to determine what needs to be done with the estate.: end the correct procedure for handling it . Jim Jenkins stated that the account had previously boon in the General Fund, and that whoa the t;rantst:er is made, the , -: interest which the estate has accrued will also be transferred. 1 Councilman Gordon moved that the Consent Agenda be approved as I presented, motion was seconded by Councilman Viessman, and approved by voice vote. Mayor Hartsfield stated that the following minutes have been Minutes received and are on file in the City Clerk's office : Public Works Received & Planning Committee, 1-3-84 , Liquor Control Board, 1-3-84 ; Airport Commission, 12-14-83; and Park Board, 9-29-83, 11-1-83 and 11-22-83. Bill Lockwood was present to explain that Park ' Board minutes were being "caught up" at this time due to both the move of the Park Board and the turnover in staff . • Mayor Hartsfield stated that his choice for appointment to the Appointment y Animal Control Advisory Committee is Ms . Irma Canada. Councilman Roark asked if a member of Council is supposed to serve on that committee, to which the Mayor answered yes . Councilman Hequembourg moved that the appointment be approved, the motion I was seconded by Councilman Gordon and approved. Resolutions RS83-30, pertaining to a grant: for the Park Board, was explained RS83-30 by Mr. Lockwood. Councilman Hequembourg moved that Resolution Park Board RS83-30 be approved, the motion was seconded by Councilman ara Ct Viessman and approved by voice vote . CATV Lyndel Porterfield explained the upcoming expenses in the Cable Ecpenses TV lawsuit due to the taking of depositions . Councilman Borgmeyer moved to raise the maximum monthly amount which can be spent in January, February and March, the motion was seconded by Councilman Viessman and approved. Contri- Mayor Hartsfield asked the Council to consider taking action to butions decrease the City's amount of contributions over a specified period in the next few years . Council Member Lock suggested that a percentage of the annual Revenue Sharing funding be set aside 100 . REGULAR COUNCIL MEETING, JANUARY 16, 1984 for such contributions . Mayor Hartsfield will ask for suggestions and comments from the Council in the near future regarding this matter. Mayor Hartsfield stated that Councilman Halsey has requested a Prayer by discussion of the format of Council meetings . Mr. Halsey stated Council that he feels others should be given an opportunity to offer the Members opening prayer. Council Member Lock moved that a moment of silence be observed rather than audible prayer. Mayor Hartsfield stated that he would be agreeable to this , but that he still intends to follow with an audible prayer in keeping with not only Citywide, but statewide and countrywide tradition for meetings . Council Member Lock withdrew her motion. Councilman Davis moved that the prayer be rotated to members of the Council who wish their names to be placed on an eligibility list, the motion was seconded and approved by voice vote. Mr. Halsey also stated that he feels the new Code Book should be Review of reviewed generally by members of the Council who have questions . new Code Book It was decided that each Council Member review a chapter or section of the Code Book and be prepared to discuss it at a future work session or Council meeting. Mr. Halsey suggested that each Council Member from time to time Appointment review the language in his or her oath of office and personally of Chairpersons determine whether that oath is being followed. He also stated of Committees that he feels each committee should be allowed to select its own chairperson. Lyn Porterfield was asked to do research to determine if this practice of appointing chairperson is by state statute or by ordinance. more being no further business, Councilman taorgmoyer moved that Adjourn the meeting be adjourned, the motion was seconded by Councilman Viosaman and approved. } {
