HomeMy Public PortalAbout19880111;r. • REGULAR COUNCIL MEETING, JANUARY 11, 1988 A Regular Council Meeting was called to order at 7:00 P.M. with A41 Mayor Louise Gardner presiding. Prayer was offered by Father Patrick Short, St. Joseph' s Cathedral. The following Council Members were present: Present: Borgmeyer, Davis, Gordon, Haake, Mason, Scheulen, Voile, and Woodman. Absent: Barnicle, Halsey. A quorum was declared present. CONSENT AGENDA: The Consent Agenda consisted of the following items: a) Council Minutes of 01/04/88 b) Awarding of the following bids: 986 - Roofing Maintenance, Public Building and Fire Dept. c) Renewal of agreement with Columbia Electronics for radio maintenance d) Appointment to Jefferson City Police Department Pamela E. Beatgon - Communications Operator Sam Staples Riddick .. Police Reserve Officer e) Appointments to Boards and Commissions Animal Rescue Advisory Commission - Paul Adams Police Personnel Board - Rog Woods (Democrat) to replace Dr. Parka who's term expired in January. Mr. Woods term will expire January, 1991. Colleen Switzer ( Reappointment ) Ma. Switzer's term will expire January, 1991. Traffic Safety - Dick Duncan - to fill unexpired term of Paul Cannon who's dedicated service will be greatly minced. Term will expire June, 1988. Councilman Mason moved approval of the Consent Agenda. Councilman Gordon seconded and it was approved. Bill 87-180 was read first and second time by title and ordered distributed to members of the Council. # # # Bill 87-181, sponsored by Councilmen Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Mason, Scheulen and Woodman, entitled: AN ORDINANCE AMENDING THE CODE OF THE CITY OF JEFFERSON, MISSOURI, BY DELETING ARTICLE IV OF CHAPTER 16 AND ENACTING A NEW ARTICLE IV WHICH LEVIES A LICENSE TAX ON CERTAIN GROSS RECEIPTS OF HOTELS, MOTELS AND SIMILAR PLACES OF BUSINESS TO BE USED TO PROMOTE CONVENTIONS AND TOURISM; ESTABLISHING A CONVENTION AND TOURISM FUND; PROVIDING FOR THE COLLECTION OF THE LICENSE TAX; ADDING A NEW DIVISION TO CHAPTER TWO ESTABLISHING A CONVENTION AND VISITORS COMMISSION; AND PROVIDING FOR THE KEEPING OF A REGISTER AND THE NUMBERING OF ROOMS. Bill 87-181 was read first and second time by title and ordered distributed to members of the Council. # # # Bill 87-182, sponsored by Councilman Haake, Davie and Halsey, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REGULATING TRAFFIC PARTICULARLY AS IT PERTAINS TO JACKSON STREET BY AMENDING SECTION 18-106 LEFT TURNS PROHIBITED OF THE CODE OF THE CITY OF JEFFERSON AND SECTION 18-401, SCHEDULE D ONE-WAY ROADWAYS AND SCHEDULE B (b) RIGHT TURNS PROHIBITED. Councilman Haake requested a suspension of the rules for this bill. Councilman Haake stated he felt thin was the best possible solution for the problems on Jackson Street. There was no objection to the suspension of the rules. Bill 87-182 was read third time by title, placed on final passage, and passed by the following vote as Ordinance No. 10892. INFORMAL CALENDAR: Councilman Haake requested Bill 87-155 regarding the amending of :. Schedule D (One Way Roadways) by adding a portion of Jackson Street be withdrawn from the Informal Calendar. Councilman Halsey was not present to remove Bill 87-163 from the Informal Calendar but had sent a letter allowing permission for this to be done. City Counselor Allen Garner advised this was not sufficient, but that a majority vote of the Council could remove the bill from the Informal Calendar. Councilman Haake moved Bill 87-163 be removed from the Informal Calendar and considered for passage at this time. Councilman Gordon seconded and it was approved. Bill 87-163 was read third time by title, placed on final passage, and passed by the following vote as Ordinance No. 10983. Aye: Borgmeyer, Davis, Gordon, Haake, Mason, Scheulen, and Woodman. Nay: Voile. # # # Councilman Voile requested Bill 87- 164 concerning the amendment of Chapter 8 of the Code of the City of Jefferson as it pertains to the Cable Television Franchise be held over on the Informal Calendar. Councilman Voile requested Bill 87-165 concerning the Cable Television Franchise be held over on the Informal Calendar. Councilman Borgmeyer requested Bill 87-176 regarding the contract with the Missouri Pacific Railroad Company for rubberized crossing on Industrial Drive be hold over on the Informal Calendar. RESOLUTIONS: Councilman Scheulen moved approval of RS87-28 regarding the Intent to seek funding through "Community Development Block Grant". Councilman Mason seconded and it was approved. APPROVAL EXECUTIVE SESSION MINUTES: Councilman Davis moved approval of the Executive Session Minutes. Councilman Gordon seconded and it was approved. There was a short recess of approximately fifteen minutes. At this point, the Council came back into open session. Mayor Gardner introduced Boy Scout Troop #104 from St. Joseph Cathedral Parish, Dave Talken, Scout Master. Mayor Gardner announced that there was no need for the Executive Session that had been previously scheduled. Councilman Scheulen moved the meeting be adjourned. Councilman Gordon seconded and it was approved. The meeting was adjourned at 7:15 p.m. III i `
