REGULAR COUNCIL MEETING, January 7, 1985
; Call to A Regular Council Meeting was called to order at 7 :30 P.M. with
'. Order Mayor Hartsfield presiding
-: prayer , Prayer was offered by Councilman Nelson.
Roll Call The following Council Members were present:
Present : Borgmeyer, Davis , Gordon, Haake, Halsey,
Hequembourg, Huffman, Nelson and Viessman.
Absent: Kliegel.
A quorum was declared present.
Executive Councilman Nelson moved that the Council go into Executive
Session Session for the purpose of discussing real estate, the motion was
seconded by Councilman Viessman, and approved by the following
vote:
Aye: Borgmeyer, Davis , Gordon, Haake, Halsey, Hequembourg,
Huffman, Nelson and Viessman.
Nay: None.
The Council reconvened in open session at 7: 55 p.m. with Mayor
Hartsfield presiding.
Minutes Mayor Hartsfield stated that the following minutes have been
Rccoived received and are on file in the City Clerk's Office : Planning &
Zoning Commission, 12-13-84 = Thomas Jefferson Library, 12-18-84 .
Mayor Hartsfield stated that he wished to reappoint Mr. Alexander
? Appoint:rrKmt: B.3e11 to the City Cemetery Board, Councilman Hanks moved that the
appointment be accepted, motion was seconded by Councilman
Halsey, and approved.

Bill 84-188 was read first and second time by title and ordered
distributed to members of the Council.
Mayor Hartsfield stated that another bill which was not on the
agenda needed to be introduced in order to complete the City's
real estate transactions pending at this time.

Ms . Dickens was present to distribute estimates of advertising
and other expenses which would be incurred over and above the
amount of the contract. Councilman Haake stated he feels the
Staff should perform the services called for in this contract
rather than paying a firm to do it .

passage, and defeated by the following vote.

Councilman Hequembourg requested that Bill 84-185 be placed on

The next item of business was resolutions. Resolutions
RS84-43, Curb & Gutter Program. Mike Bates was present to explain RS84-43
the figures spent by the City in the past on the program and what Curb & Gutter
the increase would involve. Councilman Hequembourg moved RS84-43 City
be approved, motion was seconded by Councilman Nelson, and failed Expense
by a 5 to 4 vote.

RS84-44 , Special Business District. Mr. Jack Pletz was present to Special -1',
explain the reason for requesting the Special Business District. Business

their goal of a hotel in that area. He stated that there is only "`
one real estate property owner in that district, and he is the
petitioner for the Special Business District . Councilman
Hequembourg moved RS84-44 be approved, motion was seconded by
Councilman Halsey, and approved.
Mayor Hartsfield stated that he is presenting the name of Alan Appointment
Kreter for appointment to the office of Fire Safety Officer.
Councilman Halsey moved the appointment be accepted, motion
seconded by Councilman Hequembourg, and approved.
Mayor Uartsfield stated that he would like to get the consensus salaries of
of the Council on the issue of salaries of elected officials . The Elected
Council indicated that they are not interested in discussing the Officials
matter for purposes of making any changes . ;
Clubs b .
The next discussion item pertained to the condition of curbs and Gutter-
sidewalks within the City. The Mayor asked the Council to rxidi.tieas :�
consider' a review of t:he existing problems to determine which f
areas need improvement first . Councilman Haake stated that the I
City has property which also needs improvement . Mike Bates stated
that a review of the conditions is already being performed, and
will be available in the near future.
Councilman Darrel. Gordon referred a letter to the City Clerk
pertaining to traffic control in his ward.

Councilman Gordon moved that the City resume delivering Council Council,
packets by City Police officers, with the stipulation that if a packet
Council member is not home at the time of delivery, a pre-printed Delivery
note will be left on the door asking the Council member to call
when he returns . The motion was approved by voice vote.
Councilman Huffman stated he is not satisfied with the method of
appointing employees .

There being no further business, Councilman Gordon moved the Adjournment
meeting be adjourned, motion seconded by Councilman Viessman, and
approved.
