HomeMy Public PortalAbout19880104 l• 55 REGULAR COUNCIL MEETING, JANUARY 4, 1988 A Regular Council Meeting was called to order at 7:30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Councilman Kyle Mason. The following Council Members were present: Present: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Mason, Scheulen, and Veile. Absent: Woodman. A quorum was declared present. CONSENT AGENDA: The Consent Agenda consisted of the following items: A.. a) Council Minutes of 12/21/87 b) Awarding of the following bids: 989 - Sign Materials, Public Works 990 - Street Marking Paint, Public Works c) Approval of lease agreement between City of Jefferson and Housing Authority for Broadway Shell parking lot Councilman Borgmeyer moved approval of the Consent Agenda. Councilman Haake seconded and it was approved. MINUTES/REPORTS RECEIVED AND FILED: Mayor Gardner announced the following minutes and reports were received and on file in the office of the City Clerk: a) Parks & Recreation Commission 11/24/87; b) Position paper from Police Department on Jackson Street ANNOUNCEMENTS BY MAYOR: Mayor Gardner announced the Council wan being invited to breakfast by the Chamber of Commerce on Wednesday, January 6, 1988, at 7:30 a.m. Mayor Gardner announced her report on the National League of Cities Conference is in the office of the City Clerk and may be reviewed there. Nay: None. # # # Bill 87-176, sponsored by Councilman Borgmeyer, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THo MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH THE MISSOURI PACIFIC RAILROAD COMPANY FOR RUBBERIZED CROSSINGS ON INDUSTRIA DRIVE AND JAYCEE DRIVE. Councilman Borgmeyer requested this bill be placed on the Informal Calendar. INFORMAL CALENDAR: Councilman Haake requested Bill 87-155 regarding the amending o . Schedule D (One Way Roadwaya) by adding a portion of Jacksol Street be removed from the Informal Calendar. Councilman Hassel asked Police Chief Gary Kempker if it was his opinion that! Jackson Street should be changed from a two way street to a one: way street. Chief Kempker said yes it was his opinion that Jackson should be made a one way street. Councilman Halsey aske• Mike Bates, Director of Public Work, if it was his opinion that, Jackson Street should be made a one way street. Mr. Bates state ho agreed with the Police Chief that Jackson Street should be on=1 way. Councilman Halsey °eked Councilman Haake if it was the! opinion of the Traffic Safety Commission that this street be made: one way. Councilman Haako said yea it was the recommendation o. the Traffic Safety Commission that Jackson Street be made one way. Councilman Mason informed the Council he had spoken with a membel of the Traffic Safety Commission who stated he was opposed to tht; change. This individual had informed Councilman Mason that the were looking for alternate answers. Councilman Mason asked the, Police Department if they were investigating any othe alternatives. Chief Gary Kempker stated they had done a investigation into alternatives before making this recommendatiol to the Council. This was the only measure the Police Departmen' could totally support. Councilman Halsey stated that the minutes of the Traffic Safety Commission would reflect that the vote regarding this issue wa= unanimous. Councilman Scheulen stated the reason the teachers at Nichol= were opposed to this was that upon coming out of the parking to they were forced to make a right turn and start up a very stee« incline. Chief Gary Kempker stated this had been a factor tha had been studied, but that it was felt this would only be minimum number of days a year and for the overall plan, it was still better to make Jackson Street a one way street. Councilman Davis asked Councilman Haake if he would object tii placing this bill back on the Informal Calendar. Councilmai Davis stated he was able to attend the December 21 Counci ' 259 REGULAR COUNCIL MEETING, JANUARY 4, 1988 meeting and was not aware there was this much controversy over this change and wanted more time to study the issue. Councilman Haake stated he didn't object to doing this, but several of those interested in this issue had attended the last two meetings and he hated to continually bring them out in the increasing cold weather. Councilman Davis said he would appreciate Councilman Haake placing this bill back on the Informal Calendar so he could study the issue further. Councilman Haake requested this bill be placed on the Informal Calendar again. Councilman Halsey requested Bill 87-163 regarding the agreement with Campbell Design Group, for the design and site plan development of an Operational/Training Center remain on the Informal Calendar. He asked Mike Bates, Director of Public Works, if he had received a Certificate of Insurance from the company involved. Mr. Bates stated he had not received a copy of the Certificate of Insurance, but he had not requested a copy. Mr. Bates stated he would contact the company and ask them to send proof of insurance. UNFINISHED BUSINESS/NEW BUSINESS: Mayor Gardner announced the second Council meeting in January was scheduled for Monday, January 18, which is Martin Luther King's Birthday and therefore a City holiday. After some discussion, Councilman Haake moved the second Council meeting in January be moved to Monday, January 11, 1988, at 7:00 p.m. Councilman Voile seconded and it was approved. Councilman Halsey stated ho would like to have the Cit Administrator and the Director of Transportation to investigate the possibility of contracting the transportation services to a I outside vendor. Councilman Halsey stated this was being utilizes more and more in the larger cities with some success and he woul• like to know the possibility of this for Jefferson City. Councilman Halsey moved to have the City Administrator Dave Johnston and Director of Transportation Marty ©rosn, to report back to the Council at the March 7 meeting, their recommendations as to see whore the City could go on the possibility of contracting the transportation services to an outside vendor. Councilman Barnicle seconded the motion and it was approved. Councilman Voile stated ho would like to commend the Parks an Recreation Department and most especially Stan Onchnor for thoi involvement with the Chamber of Commerce in the Holida "lighting" campaign. Councilman Voile stated he felt this program enhanced Jefferson City and wan an excellent idea whic the citizens enjoyed. Councilman Voile asked Bill Lockwood, Director of Parks an. Recreation Commission, about the "bubble" the Department recentl purchased. Mr. Lockwood stated that the Parka and Recreatio Department had purchased a surplus air support covering throug the cooperative procurement agreement. Mr. Lockwood stated th= Department was looking at several different uses for thi: "bubble" and would also be holding public hearings in the future to determine the best possible option. Councilman Gordon moved approval of the Executive Sessio Minutes. Councilman Mason seconded and it was approved. There being no further business, Councilman Gordon moved th= Council go into Executive Session.
