at 7:30 P.M. with Mayor Louise Gardner presiding.
+ Prayer was offered by Father Patrick Shortt, St. Joseph's
Cathedral.
The following Council Members were present:
Present: Gordon, Haake, Halsey, Mason, Owens, Scheulen and
Veils.
Absent: Davis, Feldman and Woodman.
A quorum was declared present.
PUBLIC HEARING:
There was a request to rezone a 3 . 47 acre tract east of Rax Court
from RS-3 (single family) to C-2 (general commercial) . There was
no one present to speak for or against the rezoning.
There was a request to rezone a 1.78 acre tract south of St. Mary's
Boulevard from RS-3 (single family) to RS-1 (single family) . There
was no one present to speak for or against the rezoning.
There was a request to rezone a 2 . 59 acre tract west of Waverly
Street from RD (two family dwelling) to RS-1 (single family) .
There was no one present to speak for or against the rezoning.
The public hearings concluded at approximately 7 : 34 p.m.

Councilman Scheulen informed the Council that the Appointments
Review Committee recommended the proposed appointments to the
Plumbing Board and Planning & Zoning Commission.
Councilman Halsey moved to amend the minutes of the Special Council
Meeting of 12/19/88, which show him as voting in the affirmative
for Bills Introduced (rules suspended) and Executive Session.
Councilman Halsey was not present at the meeting and did not vote.
Councilman Veile seconded the motion and it was approved.
Councilman Mason moved approval of the Consent Agenda as amended.
Councilman Owens seconded the motion and it was approved.
MINUTES/REPORTS RECEIVED AND FILED:
Mayor Gardner announced the following minutes/reports had been
received and were on file in the City Clerk's office.

Councilman Halsey questioned a discrepancy in the attendance recoro
for one of the Parks & Recreation Commission members. Bill
Lockwood, Director of Parks & Recreation, stated he would meet wit1

Mayor Gardner informed the Council that in their packet they hay
been given a listing of the organizations and speakers to assis„
in educating the public regarding the Jefferson City/Cedar City
consolidation. Mayor Gardner stated that if the Council had an
groups or organizations they wished to have included in the list
they could contact City Administrator Dave Johnston.

MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH UNION ELECTRIC
FOR THE PROVISION OF TEMPORARY EASEMENTS ACROSS CITY PARKING LOTS.

RESOLUTIONS:
RS88-23 regarding the attempt to adopt the BOCA National Plumbing
Code/1987. Councilman Scheulen questioned whether these national
codes were reviewed by someone in the city and the procedure for
changes and/or adoption. After some discussion, Mayor Gardner
stated this resolution was simply to state the City's intent to
adopt the code and then an ordinance will be passed which will
indicate all changes and corrections. Councilman Voile moved
approval of RS88-23 . Councilman Haake seconded the motion and it
was approved.
Councilman Voile moved approval of RS88-24 regarding the intent to
adopt the BOCA National Building Code/1987. Councilman Haake
seconded the motion and it was approved.
Councilman Voile moved approval of R888-25 regarding the intent to
adopt the BOCA National Existing Structures Code/1987 . Councilman
Haake seconded the motion and it was approved.
APPROVAL OP EXECUTIVE BEBBION MINUTES:
Councilman Owens moved approval of the Executive Session Minutes
of December 12, 1988 and December 19, 1988. Councilman Mason
seconded the motion and it was approved.
EXECUTIVE SESSION:
As there was no further business to come before the Council,
Councilman Veils moved the Council go into Executive Session to
discuss personnel as provided for in RSMO 610.025 (3) . Councilman
Haake seconded the motion and it was approved by the following roll
call vote:
Aye: Gordon, Haake, Halsey, Mason, Owens, Scheulen and Voile.
Nay: None.
ACTION TAKEN IN EXECUTIVE SESSION:
Councilman Haake moved to accept the recommendation of the City
Administrator for a two percent (2%) meritorious increase for Toml
Benton, Director of Planning & Code Enforcement. Councilman Gordon
seconded the motion and it was approved by the following vote:
Aye: Gordon, Haake, Halsey, Mason, Owens, Scheulen and Voile.
Nay: None.
