REGULAR COUNCIL MEETING, APRIL 16, 1990 i A Regular Council Meeting of April 16, 1990, was called to order at (- 7:30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Councilman Jim Woodman. The Pledge of Allegiance was led by City Administrator Dave Johnston. The following Council Members were present: Present: Davis, Feldman, Gordon, Haake, Halsey, Mason, Owens, Scheulen, Veile, and Woodman. Absent: None. A quorum was declared present. CONSENT AGENDA: The Consent Agenda consisted of the following items: a) Council Minutes of 4/2/90 b) Monthly Financial Statement Councilman Owens moved approval of the Consent Agenda. Councilman Scheulen seconded the motion and it wan approved. Councilman Davis thanked the Council and his constituents for his support during his illness. Mayor Gardner presented Councilman Davis with a Key to the City and wished him well in his future endeavors. As there was no further business to come before the Council, Councilman Gordon moved the Council adjourn sine die. Councilman Mason seconded the motion and it was approved. The meeting adjourned sine die at approximately 7:40 p.m. # # # City Clerk Brenda Cirtin administered the oath of office to Councilman Owens, Councilman Mason, Councilman Gordon, Councilman Feldman and Councilman Vincent. A Council Meeting of the new Council convened at approximately 8: 00 P.M. with Mayor Louise Gardner presiding. Present: Feldman, Gordon, Haake, Halsey, Mason, Owens, Scheulen, Voile, Vincent, and Woodman. Absent: None. A quorum wan declared present. ELECTION OP PRESIDENT PRO TEMPORE: Councilman Haake nominated Councilman Kyle Mason for President Pro Tempore. Councilman Gordon seconded the nomination. As there were no other nominations, Councilman Mason was elected by acclimation. ELECTION OF LIAISON TO PLANNING & ZONING COMMISSION: Councilman Feldman nominated Councilman Judy Owens as the Council Liaison to the Planning & Zoning Commission. Councilman Haake seconded the motion and it was approved by acclimation. ELECTION OP LIAISON TO PARKS & RECREATION COMMISSION: Councilman Haake nominated Councilman Voile as the Council Liaison to the Parks & Recreation Commission. Councilman Haake seconded the motion and it was approved by acclimation. PUBLIC HEARING: There was a public hearing to discuss proposed amendments to Chapter 33 , the Subdivision Code. There was no one present to speak either for or against the proposed amendments. NEW BUSINESS: Councilman Voile requested Mayor Gardner to explain the memorandum that had been included in the packet for the April 2 , 1990, meeting concerning the City flag. Councilman Macon requested permission to respond to this inquiry. councilman Macon stated that when some of the Council had attended the christening of the U.S.S . Jef f erson City, they had boon vary impressed with the design that had been created for the christening. Councilman Mason stated that he felt the Council might want to investigate the possibility of using a revision of this design for. the City flag. Councilman Owens stated she was opposed to this idea. Councilman Owens stated that the City had held a contest, a Committee had chosen the final three contestants and the Council had chosen the first place winner. Councilman Owens informed the Council she believed they should keep the flag that was chosen by the Council. Councilman Voile stated he agreed with Councilman Owens. The flag that was chosen by the Council was designed by a resident of Jefferson City and he believed the Council should stay with their original decision. After further discussion, Councilman Mason stated he believed it was evident that the Council wanted to stay with their original decision. Councilman Mason stated that maybe this design could be used elsewhere in the City. # # # Councilman Veile reminded the Council of the discussion at the last meeting concerning a municipally owned cable television system. Councilman Veile moved the Mayor appoint a task force of five people to study the possibility of a municipally owned cable television system and that at least one of the members of the task force be an engineer familiar with cable systems. Councilman Owens seconded the motion. r 9 tM4 yy. 276 . , � REGULAR COUNCIL MEETING, APRIL 16, 1990 1 Councilman Feldman stated that the Cable Quality Commission had been very supportive of this idea, but did not feel they were the appropriate body to continue with this endeavor. Councilman Feldman stated the Cable Quality Commission did believe that either the Chairman or a member of the Commission should be on the task force I) to act as a liaison for the Commission. Councilman Halsey informed the Council that he was in support of the `i forming of a task force and moved to amend the motion to stipulate I ,`�° that the task force be assigned within thirty days.
