HomeMy Public PortalAbout19900521 290 REGULAR COUNCIL MEETING, MAY 21, 1990 A Regular Council Meeting of May 21, 1990, was called to order at II, 7: 30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Councilman Vern Scheulen. ' The Pledge of Allegiance was led by City Administrator Dave Johnston. , The following Council Members were present: 11 ,. Present: Feldman, Gordon, Haake, Mason, Owens, Scheulen, and 'elle. Absent: Halsey, Vincent, and Woodman. , . A quorum was declared present. , PRESENTATIONS PROM GALLERY: .1 Emil Ortmeyer, Williams-Keepers, 107 Adams Street, Jefferson city, Missouri, spoke on behalf of Williams-Keepers to present their audit report on the financial statements of the City of Jefferson for the year ended October 31, 19(39. For the period ending October 31, 1909, an unqualified opinion was issued on the financial statements including all of the general purpose financial statements and the notes, which are the descriptive parts, to financial statements. There are certain Federal and State requirements that are included in the 68 page report for the City of Jefferson. Richard Caplinger, 22J0 North Drive, Jefferson City, Missouri, spoke to the Council concerning historic lighting fixtures in the downtown area of Jefferson City. Mr. Caplinger presented information from studies done by MIA and JI3M on the proposed downtown historic lighting. There was some discussion on the high pressure sodium lighting recommended by JOM and the metal halide lighting recommended by MIA. Elizabeth LaMert, 2319A Gray Fox Terrace, Jefferson City, Missouri Executive Director of the Jefferson Community Betterment Association, addressed the Council apologizing for misinformation which had been given to the Council concerning lighting at Westinghouse. CONSENT AGENDA: i The Consent Agenda consisted of the following items: a) Council Minutes of 5/7/90 1 . I ' il ' „ 291 >. REGULAR COUNCIL MEETING, MAY 21, 1990 b) Monthly Financial Statement c) Approval of the following bids: 1163 - Tractor and Rotary Cutter; Public Works/Street 1164 - Protective Clothing; Fire Department 1165 - Street Marking Paint; Public Works/Street 1168 - Trucks; Public Works d) Rejection of the following bid: 1158 - Upgrade of Heating, Air Conditioning; Police Dept. e) Appointment to Jefferson City Police Department Probationary Data Processing & Telecommunications Operator - Shelby L. Dougherty Dave Johnston advised the Council that there were actually three trucks involved in Bid 1168 and conflicting recommendations. He said the Purchasing Agent had indicated the specifications were fairly tight and did not really provide sufficient competition and it is recommended that those bids be rejected and that it be readvertised for consideration at a future Council meeting. The recommendation of Mr. Johnston would be to comply with the Purchasing Agent 's recommendation so that the City does provide specifications that are the most conducive to competitive bidding. Councilman Voile moved to reject Bid 1168 in favor of future bid action. Councilman Gordon seconded the motion and it was approved. Councilman Voile moved to make an amendment to page 3 of the minutes of the 5/7/90 Council meeting to change the name of the special cable TV committee to the Cable TV 'Task Force an opposed to Cable TV Committee. Councilman Gordon seconded the motion and it was approved. Councilman Owens moved to make an amendment to page 7 of the minutes of the 5/7/90 Council meeting to correct the wording to amend Section 1, Article 4 . 1(b) the second paragraph to read as follows: Provided, however, that any Councilmember completing his or her sixth or more consecutive term (twelve years) shall not be eligible for re-election. Councilman Mason seconded the motion and it was approved. Councilman Veils moved approval of the Consent Agenda. ANNOUNCEMENTS BY MAYOR: Mayor Gardner announced appointments to Boards & Commissions: Parks & Recreation Commission - Eugene Bushmann, Term to expire May 1993 ; Shirley Eno, Term to expire May 1993; Arad Hutchison, Term to expire May 1993 . Mayor Gardner pointed out to the Council that she had included in the packet a report of the Capitol Cities Mayors ' Conference she had attended in Albany, New York. Mayor Gardner indicated this had been one of the better conferences she had attended. Mayor Gardner expressed her compliments a to Bill Lockwood, Director of Parke and Recreation, for his article in rtissentkjimaigipia, Review pertaining to the parks of Jefferson City. Councilman Veils informed the Council that he had sponsored the original Bill and that he was also sponsor of Bill 90-14 . Councilman Veile stated that after serving on this appointments review committee for a period of time he felt there was really no need for this committee since the Council has an opportunity to review proposed appointments. Councilman Scheulen stated ho felt the Council needed to go torward and that it was time to gat the bonds placed and start renovation of the City parking garage. Councilman Scheulen recommended the Council go ahead with the agreement at this time. Councilman Feldman stated he had had a difficult time with this issue but felt that the people wanted to go forward in a timely manner with the garage. Councilman Feldman said he was going to support moving ahead but with grave reservations and that he wanted additional information on this matter. Councilman Haake stated his agreement with Councilman Feldman and that he felt comfortable at this point with Edward D. Jones but reserved the right to disagree at a future point. Nay: None. UNFINISHED BUSINESS: Councilman Mason stated that as a member of the Jefferson Betterment Association the last thing he wanted was orange lighting in the downtown area. Councilman Haake said he agreed with Councilman Mason and informed the Council of the downtown lighting in Fulton, Missouri, which was yellow lighting but didn't appear to be yellow. After some discussion, Mayor Gardner asked Public Works Director Mike Bates to make arrangements for Council members to view the different types of lighting so they could see a representation of each color. A , - Ili Councilman Scheulen asked Mayor Gardner about the commission which , , was to be appointed to look into housing concerns and what - , standards should be applied as they relate to the Code of the City. He cited the example of dilapidated housing in the first ward. ft?' Mayor Gardner advised Councilman Scheulen she was waiting for two i people to serve on the commission; especially people from the .1! , If''Tfl.,V, second ward. Councilman Scheulen expressed his concerns with the Traffic Circle , ‘ and the costs involved. He stated he felt this would be the biggest waste of the taxpayer's money the Council had ever done. ' Councilman Haake stated he also had questions along the same lines and felt it was a waste of the taxpayer' s money. Public Works -,' Director Mike Dates advised the Council he would anticipate , ' finalization of that commitment prior to letting of bids. He was also waiting for word from Capital Mall as to their participation 4-.., in this project . NEW BUBINEM: 1 H Councilman Mason stated he wanted to make the Council aware of II problems at Dune and Hamilton Towers. He had received numerous calls on this innue and felt that the City had a real problem on their hands. Allen Pollock, Director of the Housing Authority, said there had been changes in the definition of eliqibility an to H the people who are new allowed to live in thone facilities Mr. Pollock stated the definitions have been clarified and expanded. Marty Brost!, Director of Transportation, spoke to the Council concerning the car show at the Jefferson City Memorial. Airport. He said the new car dealers had asked to use the airport for the car show thin year. Mr. Drone said he felt it was good advertising 1 and public relations for the airport and also the sale of cars meant sales tax coming to the City. J 11 Councilman Mason moved the Council allow the car show to go ahead . and use the airport terminal building. Councilman Owens seconded I the motion and it was approved. 1 City Administrator Dave Johnston informed the Council that City Hall Spring Cleaning Day would be held on Friday, May 25, 1990. i 11 Il City Administrator Dave Johnston said he wanted to make the Council II, aware that the expansion of the Handi-Wheels service for was a six month trial period. There would be no Council recommendation needed if it was not expanded. Jim Casey, 515 E. McCarty, efferson City, Missouri, Executive Director of the Developmentally Disabled, informed the Council that he had not recommended to the Board of Directors to continue the service. He said that he had hoped for more use of the extended I service. ;' APPROVAL OP EXECUTIVE SESSION MINUTES: Councilman Veile moved approval of the Executive Session Minutes of May 7, 1990. Councilman Scheulen seconded the motion and it was approved. EXECUTIVE SESSION: As there was no further business to come before the Council, Councilman Gordon moved the Council go into Executive Session to discuss Real Estate and Litigation as provided for in RSMo. 610. 025 (1) . Councilman Scheulen seconded the motion and it was approved by the following roll call vote: Aye: Feldman, Gordon, Hooke, Mason, Owens, Schoulen, and Voile, Nay: None. I l f
