Prayer was offered by City Administrator Dave Johnston. The Pledge of Allegiance was led by City Administrator Dave Johnston. Councilman Veils asked what effect it might have on the price of the bus if the Council waited until September when a grant was received. Director of Transportation Marty Brose stated that the cost could be increased to $15, 000. 00 or higher. Mr. Brose stated that the handi-wheels project currently is operating with four very used pieces of equipment and that there was no guarantee these buses would last another year. Councilman Scheulen requested City Administrator Dave Johnston review for the Council the transferring of this money to the Transit Department. Mr. Johnston explained to the Council that when the Transportation Sales Tax had been passed and approved by the voters, it contained funds to replace six buses. Councilman Feldman questioned Mr. Brose as to what could happen if this bus was not purchased at this time. I Councilman Feldman moved that between nuw and the purchase of the I; new buses, the Council receive quarterly reports from the , ! Transportation Department through the City Administrator Dave ! Johnston on how this decision of the Council has impacted the Handi-wheels service. Councilman Halsey seconded the motion and it was approved. � Councilman Scheulen moved that by the first meeting in July the Council have a full report on the bringing of a handi-wheels bus up to safe, and operable conditions as per the discussion of the Council at this meeting. Councilman Voile seconded the motion. ! Councilman Haake moved to amend the motion that only the 1 rehabilitation needed for safety and mechanical purposes be done. I, II{ ,i ! 3 1 3 REGULAR COUNCIL MEETING, JUNE 11, 1990 # # # Bill 90-28, sponsored by Councilman Gordon, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AMENDMENT TO THE AGREEMENT WITH COLE COUNTY CONCERNING ANIMALS RUNNING AT LARGE IN COLE COUNTY AND • THE USE OF CITY FACILITIES AND PERSONNEL TO HANDLE SAME. Bill 90-28 was read third time by title, placed on final passage, and passed by the following vote as Ordinance No. 11422 . Aye: Feldman, Gordon, Haake, Halsey, Owens, Scheulen, Veile, Vincent, and Woodman. Nay: None. RESOLUTIONS: Councilman Scheulen questioned if RS90-5 had to be approved according to a specific timetable or if it could be held over until the Council has had more time to review the Capital Improvements Program. As there was no specific timetable for approval, it was the consensus of the council to table this resolution until a later date. Councilman Voile stated he had some concerns regarding the monies being budgeted for the training site. Councilman Voile stated he was concerned about the necessity of all the items being included in the site and the total cost of the site. Councilman Voile moved that at some point before voting on the Capital Improvements Program the Council take a tour of the training site and have some discussion of the issue. Councilman Halsey seconded the motion. Councilman Halsey amended the motion to discuss the Capital Improvements Program at the work session. Councilman Voile seconded the amendment. Councilman Scheulen stated that a number of items regarding the budget and revenues are discussed in July and this might be the best time for the Council to review this Program also. The amendment was approved and the motion as amended was approved. UNFINISHED BUSINESS: 1 Councilman Vincent asked Public Works Director Mike Bates about any ' progress being made to assist the residents in the Isom Drive area with the problems they have had with flooding. I` h After further discussion, Councilman Feldman moved that the Council II have a report as to what the committee had done between now and the j next Council meeting. Councilman Halsey seconded the motion. Mayor Gardner stated that all of the individuals had been 11 contacted, but that she was waiting to hear from these individuals as to their willingness to serve on this task force. Councilman ' Feldman stated that the point of his motion was to encourage this project to be expedited. Councilman Feldman stated that he did not believe Council was progressing fast enough on this issue. Councilman Feldman seconded the amendment. The motion as amended was approved. Councilman Scheulen reminded the Council of the four bills that had been drafted regarding some code changes. Councilman Scheulen ' moved that the City Administrator Dave Johnston proceed with 1 putting these bills in ordinance form for Council action. Councilman Halsey seconded the motion and it was approved. APPROVAL OF EXECUTIVE SESSION MINUTES: , Councilman Gordon moved approval of the Executive Session Minutes of June 4, 1990. Councilman Haake seconded the motion and it was approved. 11Councilman Gordon moved the Council go into Executive Session to discuss Real Estate and Litigation as provided for in RSMo. 610. 025 (1) , and Personnel as provided for in RSMo. 610. 025 (3) . Councilman Halsey seconded the motion and it was approved by the following roll call vote: Aye: Gordon, Haake, Halsey, Owens, Schoulen, Voile, Vincent, and Woodman. Nay: Feldman. The Council adjourned from the Executive Session at 9 : 50 into a Work Session. At approximately 11 :45 p.m. the Council reconvened in open session and the meeting was adjourned. Prayer was offered by Reverend Gary Baker, Pastor; Capital City Christian Church. h The Pledge of Allegiance was led by City Administrator Dave Johnston. The following Council Members were present: Present: Feldman, Gordon, Haake, Halsey, Mason, Owens, Scheulen, Veile, Vincent, and Woodman. Absent: None. A quorum was declared present. SPECIAL PRESENTATION: Mayor Gardner presented City Clerk Brenda Cirtin with a placque in 11 honor of her attaining her certification. ;I B it # Councilman Halsey introduced some visitors that are visiting d Lincoln University for the next two weeks that were present at the ;1 meeting. One of the visitors addressed the Council and stated the ! a o group consisted of private individuals who were executives and '1 II managers and were visiting the United States from Peru. PRESENTATIONS FROM GALLERY: City Administrator Dave Johnston reviewed for the Council the City's involvement in a program of turning yard waste into compost. Mr. Johnston informed the Council it was necessary to proceed to 1 the next step which would be a commitment of City funds, but that the amount was not yet known. Councilman Owens moved the mayor send a letter to the appropriate persons to move forward with this project for whatever amount is feasible.
