Councilman Woodman .e formed the Council the Appointments Review
Committee had met and were recommending approval of the proposed
appointments.
Councilman Uaako moved to amend Bid 1184 to delete the part: of the
bid designated for the traffic diverter and keep the atop signs on
Country Club at thin time. councilman Unlike stated ho fe1.t. the
$12, 000 this project would coot was a waste of the taxpayers money
as the road needed to be upgraded. Councilman Scheulen oeconded
the motion stating he would favor deleting the traffic diverter
from the bid and not keeping the stop signs. Councilman Melaka
stated that the ordinance stipulates the stop signs will not be
removed until the traffic diverter in constructed.
Councilman Voile stated that the Council had gone on record in
support of this diverter and that he felt the City needed to keep
the promises made to the residents in this area. Councilman Voile
stated that the upgrade of this road was too cost prohibitive and
would not be accomplished in the near future.
After further discussion, Councilman Halsey called for the
question. Councilman Mason seconded the call and it was approved.
The motion failed.
Councilman Gordon moved approval of the Consent Agenda. Councilman
Mason seconded the motion and it was approved.

RESOLUTIONS:
Councilman Scheulen stated that RS90-5 regarding the adoption of
the Capital Improvements Program continue to be held until the
Finance Committee has had an opportunity to review this plan.
Councilman Mason moved approval of RS90-6 regarding the Jefferson
City Police Department's participation in the D.A.R.E. program.
Councilman Halsey seconded the motion and it was approved.
UNFINISHED BUSINESS:
City Administrator Dave Johnston reviewed for the Council the two
options concerning the sale of parking revenue bonds. Mr. Johnston
stated that negotiated could be with a single broker or a
combination of brokers and that competitive was done on the bid
process. After some discussion an to the most favorable of these
two options, Councilman Feldman moved to have the City
Administrator obtain information as to costs and different options
from B.C. Christopher, Stern Brothers and any other firma that are
appropriate as to the cost of a negotiated sal,o. Councilman Halsey
seconded the motion.
After some discussion as to which decision should be made first,
Councilman Feldman withdrew his motion and Councilman Halsey
withdrew his second. Councilman Veile moved to direct staff to ask
for a negotiated sale of the revenue bonds. Councilman Feldman
seconded the motion and it was approved with Councilman Mason
abstaining.
Councilman Feldman moved that City Administrator Dave Johnston
investigate the possibility of a joint venture in the negotiated
sale. Councilman Halsey seconded the motion and it was approved
with Councilman Mason abstaining.

City Administrator Dave Johnston reviewed for the Council a
memorandum they had received concerning the possible type of
fixtures for the downtown street lighting project. Elizabeth
LaMert, Executive Director, read a statement from the Jefferson
Community Betterment Association stating their approval of either
the color corrected high pressure sodium or the metal halide.

Preservation, stated the Commission had met and approved either the
color corrected high pressure sodium or the metal halide.
After further discussion, Councilman Mason moved to accept the
color corrected high pressure sodium lighting. Councilman Haake (I
seconded the motion and it was approved.
NEW BUSINESO:
Councilman Veile moved approval of the new rate structure submitted 11
by JCTV which had been distributed to the Council in their packets. ?j
Councilman Halsey seconded the motion and it was approved. !!

City Administrator Dave Johnston informed the Council of the need I
to reschedule some of the Council meetings because of conflicts in
scheduling. The following schedule was proposed:

Monday, August 27, 1990 - Council meeting
Monday, September 10, 1990 -- Council meeting
! Councilman Haake moved approval of the proposed schedule. 'I

Mr. Johnston informed the Council the Finance Committee meeting
would be held on July 23 to discuss the following items:
a) Capital Improvements Program
b) Tour of training center
c) Public hearing on Capital Gains Utility Tax I�

Councilman Mason stated that he had received complaints as to the
instituting of a charge for use of the baby wading pool at Memorial 1,
Park. Councilman Mason also stated that he had been told the pool 11
is not consistent in opening. Councilman Mason stated he had been 1
told the charge had been instituted in an attempt to discourage use
so that the Parks & Recreation Commission could close this pool.
Councilman Mason requested Bill Lockwood, Director of Parks &
Recreation Commission to respond to these complaints. Mr. Lockwood
stated that a charge had been instituted to help alleviate some of
the costs involved in the operation of the pool. Mr. Lockwood 1

stated that he would rectify the problem with inconsistent hours
and poor supervision. Mr. Lockwood stated that the consultant had
recommended closing the pool as part of the Memorial Park Pool
renovation process, but that the Commission had not acted on this
recommendation.

Councilman Halsey requested that Bob Cox, Finance Director, supply
the Council with a report on the sales tax income the City expects
to receive from local merchants after the opening of the Wal-Mart
Super Center.

Councilman Halsey asked Tom Benton, Director of Planning & Code
Enforcement, about the City's policy against the flying of flags
on buildings. Mr. Benton explained the wording in the ordinance
and stated it was City's policy to allow businesses to celebrate
specific events with the flying of banners and flags for a period
of seventy-two hours. After further discussion, councilman Halsey
requested City Counselor Allen Garner prepare an amendment to the
sign ordinance allowing for the flying of the United States Flag.
Councilman Owens seconded the motion and it was approved.

Councilman Voile stated he was in agreement with Councilman Mason's
opinion on the wading pool at Memorial Park. Councilman Voile
moved that the Council request the Parks & Recreation Commission
to resend the admission charge policy at the Memorial Wading Pool
immediately. Councilman Mason seconded the motion and it was
approved.

Councilman Gordon thanked Tom Benton, Director of Planning & Code
Enforcement, for the report he had submitted on a property
improvement recognition award program. Councilman Gordon moved
that Mayor Gardner contact the Chamber of Commerce and officially
request that this award be included in their award recognition
ceremony that is conducted in January of each year. Councilman
Halsey seconded the motion. Mayor Gardner requested the motion be
amended to indicate that the appointment of the Committee to select
the recipient of the award would be appointed by the Mayor with the
approval of the Council. Councilman Mason moved to adopt the
Mayor's amendment, Councilman Haake seconded the amendment and it
was approved. The motion as amended was approved.

APPROVAL OP EXECUTIVE SESSION MINUTES:
Councilman Mason moved approval of the Executive Session minutes
of June 11, 1990. Councilman Scheulen seconded the motion and it
was approved.
As there was no further business to come before the Council,
Councilman Scheulen moved the Council go into Executive Session to
discuss Litigation as provided for in RSMo. 610.025 (1) .
Councilman Veile seconded the motion and it was approved by the
following roll call vote:
Aye: Feldman, Gordon, Haake, Mason, Owens, Scheulen, Veils,
Vincent and Woodman.
Nay: None.
