A Regular Council Meeting of July 16, 1990, was called to order at 7: 30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Councilman Marvin Feldman. The Pledge of Allegiance was led by City Administrator Dave Johnston. The following Council Members were present: ¢' Present: Feldman, Gordon, Haake, Halsey, Owens, Scheulen, Veile, Vincent, and Woodman. Absent: Mason. A quorum was declared present. PRESENTATIONS FROM GALLERY: Mr. Jim Lauf, Lauf Equipment Company, Inc. , requested to address the Council concerning Bid 1179. Mr. Lauf stated that his company '" had bid a larger capacity piece of equipment that was slightly higher in price, but Mr. Lauf stated that he felt the higher grade of equipment and the local service would more than compensate for the cost increase. After some discussion, Councilman Gordon moved to accept the bid of Lauf Equipment Company, Inc. , for the sludge applicator. Councilman Haake seconded the motion and it was approved. CONSENT AGENDA: The Consent Agenda consisted of the following items: a) Council Minutes of July 2, 1990 b) Awarding of following bids: 1179 - Sludge Applicator, Public Works iC Councilman Scheulen moved approval of the Consent Agenda except for Bid 1179, which had been dealt with under Presentations from Gallery. Councilman Haake seconded the motion and it was approved. i; I UNPIN/SHED BUSINESS: Mayor Gardner announced if there were no objections from the '! Jones & Company, St. Louis; was present :.;:, to discuss the options of negotiated sales versus competitive bid ° sale of revenue bonds. Mr. Soucy introuaced the members of his : : firm that were present at the meeting, Mr. Spencer Burke, St. ;;4: _ :<- Louis; Mr. John Taylor, Jefferson City; and Mr. John Gilstrap, i! Jefferson City. Mr. Soucy distributed to the Council information l:`.' ; on interest rates for the negotiated sale. , " ` Mr. Spencer Burke reviewed for the Council the current status of �i t3 the bond market and the possible effect the Missouri Housing Development Commission Single Family Mortgage Revenue Bonds might have on the marketing of these bonds. 1 Councilman Vincent requested clarification on the proposal of the 11 negotiated sale. Councilman Vincent questioned if the four companies listed on the proposal by Edward D. Jones were the only , companies in Jefferson City that would be participating. Mr. Soucy I stated that they were the only ones at this time that had the i capabilities of marketing the bonds. Mr. Soucy stated that he ,1 I wanted the Council to he aware that the other firms were not needed 11 to sell the bonds, but that Edward D. Janus had determined it was the Council 's desire to utilize as many of the firms as possible m : �` in the selling of these bonds. • I. Ill { After further discussion, Councilman Voile moved to approve City 1 Administrator's recommendation to pursue the negotiated sale of revenue bonds as it was in the best interest of the City. t. Councilman '1 Woodman stated that Section 2 of Bill 90-44 had been amended as follows: These above monthly rates shall be effective on October 1, 1990, or the date the parking revenue bonds authorized on April 3 , 1990, are sold, whichever is later. All other rates shall be effective September 1, 1990, or the date the parking revenue bonds authorized on April 3, 1990, are sold, whichever is later. Councilman Scheulen moved this bill be amended by changing "State of Missouri" in Section 1, to "City of Jefferson" . Councilman Halsey seconded the motion and it was approved. Councilman Veile questioned the penalty section of this bill, stating he felt it was fairly stiff, particularly the possible imprisonment of up to 180 days. City Counselor Allen Garner stated this language is fairly standard in ordinances. This provides the Judge with a tool that can be utilized if necessary. Councilman Haake questioned Police Chief Gary Kempker . = 11 regarding the permanency of the personnel versus the availability t I 1, of grant monies. Chief Kempker stated that this was a federal - II grant and would be available for three years. Nay: None. r RESOLUTIONS: Councilman Scheulen stated that RS90-5 regarding the adoption of the Capital Improvements Program continue to be held until the Finance Committee has had an opportunity to review this plan. Councilman Voile moved approval of RS90-7 regarding the execution ' of Historic Preservation Grant documents. Councilman Scheulen seconded the motion and it was approved. 11 11 1 UNFINISHED BUSINESS: Councilman Owens requested clarification as to the role the Council wished the Housing Concerns Committee to take. Councilman Owens questioned if the committee was to look at aesthetics or structural codes. Councilman Scheulen stated that he had envisioned the committee being a cross-section of individuals from the community to discuss community standards (e.g. , dog houses in the front yard, fences, etc. ) and also minimum housing standards (e.g. maintenance of property, etc. ) . Councilman Scheulen stated it ,had not been his intent to have the committee discuss tenant/landlord relationships. Councilman Halsey stated he believed the Director of Planning & Code Enforcement Tcm Benton should put in writing the direction the Committee should proceed and that his staff should play a key role in keeping this committee on track as to what the Council desires them to do. Councilman Vincent stated he believed that the Committee should be given the University City codes to review as part of their research. Councilman Voile stated that he also believed the Committee might want to look at zoning problems an well as the other two items. # # # Councilman Feldman stated he had been contacted by a downtown merchant concerning the .increasing of the parking meter fees at the Christmas chopping season. councilman Feldman requested Mr. Broso, Director of Transportation to make the increase as clone to September an possible, or consider holding off until after the Christmas season. Councilman Feldman requested Police Chief Gary Kompkor to investigate a device used in Phoenix, Arizona, to measure the decibels of sound coming from automobiles. # # # , Councilman Feldman informed Director of Parks & Recreation Commission Bill Lockwood that he was very displeased with the ; Commission's decision to ignore the wishes of the Council and proceed with charging the fee for the wading pool. Councilman Feldman stated that while it was the exclusive right of the Parks & Recreation Commission to expend funds in their budget, the Council did have input into those funds. Councilman Feldman stated that he would be scrutinizing the budget for Parks & Recreation Commission in the budget process. i` Councilman Halsey stated that he agreed with Councilman Feldman and that he took exception to the attitude displayed by the Parks & } 336 REGULAR COUNCIL MEETING, JULY 16, 1990 Recreation Commission. Councilman Halsey stated that he was � requesting the Parks & Recreation Commission be placed last in the 11 budget process and that he was going to be very negative concerning Ii their budget. tF r # # # Councilman Halsey stated that the sound system in the Council !' Chambers has been increasingly poor. Councilman Halsey moved that at the next Council Meeting City Administrator Dave Johnston bring ;' to the Council a recommendation with costs as to what it will take to upgrade or remove the existing equipment. Councilman Owens seconded the motion and it was approved. f # # # Mayor Gardner reminded the Council of the Finance Committee Meeting on Monday, July 23, 1990, beginning at 6: 30 p.m. with a bus tour and a Public Hearing on the Gross Receipts Utility Tax at 7 : 30 p.m. 0 i4 APPROVAL OF EXECUTIVE 8E88ION MINUTES: Councilman Halsey moved approval of the Executive Session Minutes of July 2, 1990. ACTION TAKEN IN EXECUTIVE SESSION Councilman Gordon moved to approve City Administrator Dave Johnston's recommendation for a 2% meritorious increase for is Director of Finance Bob Cox.
