SPECIAL COUNCIL MEETING, JULY 27, 1990
A Special Council Meeting of July 27, 1990, was called to order at
1:00 P.M. with Mayor Louise Gardner presiding.

+ The following Council Members were present:
Present: Feldman, Gordon, Halsey, Mason, Owens, Scheulen,
Veile, Vincent and Woodman.
Absent: Haake.
A quorum was declared present.
Mayor Gardner stated the purpose of this meeting was for
introduction of Bill 90-56 regarding the vacation of a sanitary
sewer easement and an Executive Session for the purposes of
discussion litigation.
BILLS INTRODUCED:
Bill 90-56, sponsored by Councilman Halsey, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, RELINQUISHING A
CERTAIN EASEMENT FOR SANITARY SEWER PURPOSES LOCATED IN CAPITAL
CITY INDUSTRIAL PARK.
Hill 90-56 wan read first and second time by title and ordered
distributed to members of the Council . Councilman Halsey requested
a suspension of the rules for this bill. There was no objection
and Bill 90-56 wan road third time by title, placed on final
passage, and passed by the following vote as Ordinance No. 11443.
Aye: Feldman, Cordon, Halsey, Mason, Owens, Scheulon, Voile,
Vincent, and Woodman.
Nay: None.

Councilman Haake entered the meeting at this time.
Due to the brevity of the Special Meeting, Councilman Vincent moved
i; to allow the Executive Session to extend past the length of the
meeting preceding it, as specified by Ordinance. Councilman Gordon
seconded the motion and it was approved with Councilman Feldman
„ casting the only dissenting vote.
