REGULAR COUNCIL MEETING, AUGUST 27 , 1990

A Regular Council Meeting of August 27, 1990, was called to order
at 7:30 P.M. with Mayor Louise Gardner presiding.
Prayer was offered by Reverend Gary Blevins, Pastor; Evangelical
Free Church.
I The Pledge of Allegiance was led by City Administrator Dave
11 Johnston.
IThe following Council Members were present:
Present: Gordon, Haake, Halsey, Mason, Owens, Scheulen,
Voile, Vincent, and Woodman.
Absent: Feldman.
A quorum was declared present.
PUBLIC REARING:
The first item on the agenda was a public hearing for the proposed
rezoning of the southerly two-thirds of Lot 49 of Monticello Acres, 0
Section 4, from RA-2, Multiple Family, to c-0, Office Commercial .
There was no one present to speak either for or against the
proposed rezoning. The public hearing was concluded at 1
approximately 7 : 35 p.m.

PRESENTATIONS PROM GALLERY:
I Mr. Clyde Angle distributed to the Council copies of the report
from the Mayor's Long Range Planning Committee. Mr. Angle
expressed his appreciation to all of the citizens who participated
in the committee and its many sub-committees. Mr. Angle expressed
his appreciation to the various chairmen of the sub-committees and d
the City staff who worked with these committees. Mr. Angle stated II
that he would be glad to discuss this report with the Council at a 't
later date, after they have had time to review the final report. 1
Mayor Gardner expressed her appreciation to the citizens and staff
who took time from their busy schedules to work on the various sub-
committees.

$8,000.00
d) Renew lease agreement with Central Missouri Realty
, Company (Hangar Lease) for property at airport with
rental rates being increased to $. 10 per sq. ft. per year
for unimproved area, and to $. 20 per sq. ft. per year for
improved area
e) Renew lease agreements with J. Dawson Management, Inc. I
• (Fixed Base Operator) for property at airport with rental
rates being increased to $. 10 per sq. ft. per year for
unimproved area, and to $. 20 per sq. ft. per year for
improved area
• f) Renew lease agreement with Kenneth H. Wilson (T-Hangar)
for property at airport with rental rates being increased
to $. 14 per sq. ft. per year
g) Renew lease agreement with Richard P. & Ruby A. Tremain
(Airport Cafe) for property at airport
h) Travel request for Councilman Feldman - ULC Conference,
Houston, Texas
Councilman Halsey questioned the over-spending in certain
departments. Director of Finance Bob Cox stated that some of the
A budgets were out of the control of the City, such as Firemen's t
Retirement and Library Fund. Mr. cox explained that while the
expenditures had exceeded the hudqeted amount:, no had the receipts.
Councilman Halsey requested that Mr. cox reflect thin in future
reports to avoid confusion on the part ci: the Council . Councilman
Halsey moved approval of the Consent Acjenda . Councilman Mason
seconded the motion and it wAs approved.

Mayor Gardner expressed her appreciation to the Firemen' s Pension
Fund Board of Trustees who have worked for several years to

application to participate in the 1992 Main Street Program.
Councilman Mason seconded the motion and it was approved.
UNFINISHED BUSINESS:
Councilman Mason stated that he had received a letter from Lincoln
University concerning his request for information about the
participation of the local high schools in programming on the
Public Access Channel . Councilman Mason requested the Cable
Quality Commission continue to monitor this participation.
Councilman Mason stated that he had received a letter regarding a
program to be called "Councilman 's Corner" . Councilman Mason
stated that he felt the Council should have had some input into the
format of this program and that he was not in agreement with the
guidelines as presented. Councilman Mason requested Councilman
Vincent take the guidelines to the Cable Quality Commission for
their input.
After some discussion as to the need for the Council to pass a
motion indicating their objection to the guidelines and
establishing some direction, Councilman Vincent requested the Cable
k Quality Commission have a chance to review the guidelines and make
a recommendation back to the Council . There was no further action
taken at this time.

Councilman Halsey stated that. the Council had received copies o!°
information he had requested at a work session concerning the
number of blacks and women employed by the city. Councilman Halsey
stated that he had received a more in-depth report which indicated
that the first report sent to the Council might have given an
incorrect impression. Councilman Halsey stated that any of the
Council that wanted a copy of the report he received could contact
him. Councilman Halsey stated that this report indicates that not
much advance has been made in City hall in the hiring of blacks and
women.

Councilman Halsey stated that he had been absent from the last
Council meeting, but wanted to express his displeasure at the
criticism that was given to the seven members of the Council who
expressed their opinion concerning an increase in the Gross
Receipts Utility Tax. Councilman Halsey stated that the City still
operates a bi-partisan system and that it was perfectly acceptable
for the members of one party to express their views on an issue.
Councilman Vincent stated that he felt the impression given by the
statement was that certain members of the Council were in favor of

the increase and that this was an incorrect impression. Councilman
Vincent stated that all members of the Council should have been
given an opportunity to express their opinion on this issue, prior
to the release of any statement.
NEW BUSINESS:
Mayor Gardner read her budget letter and copies of the 1990-91
budget were distributed to the Council. Councilman Scheulen stated
that it was apparent the Council had a lot of hard work ahead of
them. Councilman Scheulen stated that the Finance Committee work
sessions for the budget would be Tuesday, September 4 , Wednesday,
September 12 and Thursday, September 20, at 7:00 p.m. Councilman
Scheulen stated that a formal agenda would be distributed at a
later date.
City Administrator Dave Johnston stated that City staff were in the
process of evaluating proposals from engineering firms for some
major construction projects for the coming year and encouraged any
Council who desired to be involved in this selection process to
contact either him or Mike Sates, Director of Public Works.
Councilman Scheulen stated that he would like staff to keep in mind
the Council 's preference for utilizing local firms when possible.

Mayor Gardner reminded the Council the next meeting would be
September 10, 1990, at 7 : 30 p.m.
ADJOURN:
As there was no further business to come before the Council,
Councilman Hawke: moved the meeting be adjourned. Councilman Mason
seconded the motion and it was approved. The Council meeting
adjourned at approximately 8: 45 p.m.
