HomeMy Public PortalAbout19900910 365 REGULAR COUNCIL MEETING, SEPTEMBER 10, 1990 A Regular Council Meeting of September 10, 1990, was called to order at 7:30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Reverend Alvin Lange, Associate Pastor; Faith Lutheran Church. The Pledge of Allegiance was led by City Administrator Dcr,e Johnston. The following Council Members were present: Present: Feldman, Gordon, Haake, Halsey, Mason, Scheulen, Veile, and Vincent. Absent: Owens and Woodman. A quorum was declared present. PREBENTATXONB FROM GALLERY: Mr. Daryl Glascock, 1000 Country Ridge Drive, spoke to the Council concerning sidewalks in the area surrounding three public schools, Cedar }till , Lawson & Moreau Heights. Mr. Glascock stated the many children that must walk in those areas are in danger, duce tc tilt. heavy amount of traffic and spends that motorist travel . As there are no sidewalks, the children are forced to either walk in weeds and grassy area, or walk along the curb in the streec. Mr. Glascock stated the funds for these sidewalks have been cut from f the budget and requested Council reconsider this cut. Councilman Feldman stated these sidewalks are unique in that there are not sufficient residents who live along these areas to pay for the sidewalks. Councilman Feldman stated that the school district has agreed to take on the portion of the project the residents would normally pay to help defray the City' s cost. Councilman Feldman requested the principal of Cedar Hill School inform the Council as to the usage of the sidewalks that had been constructed last year. Mr. Don Reed, 729 Hobbs Road, Principal of Cedar Hill School, stated that a number of children utilize the sidewalks that were installed from Cedar Hill to Stadium Drive. He stated that there are approximately 100 children that walk to school, and that many of these children leave the school and go south, down Vieth Drive where there are no sidewalks. ' Councilman Scheulen questioned if in the process of building new lischools if sidewalks are considered a part of the cost. Mr. Ken Chapman, 919 Boonville Road, Principal at Lawson School stated that they are considered in the cost of the construction. '':t, Ms. Janet Miller, 2406 Yorktown Drive, requested to speak on this '' issue. Mn. Miller asked if a poll had ever been taken to determine the willingness of parents to assist in this project. Health, presented to the City Clerk petitions j requesting the City to make the following changes for pedestrian Ii _ safety and increased transportation € ervices: 1i I. Pedestrian trigger walk lights or pedestrian overpasses 1 at busy intersections A. Missouri Blvd (especially at shopping centers) B. Highway 50 II . Longer walk lights at all intersections to allow safe pedestrian crossing III. Construct sidewalks citywide so pedestrians are not forced to use narrow road shoulders, especially: A. Missouri Blvd B. Southwest Blvd IV. Increase the hours of bus service to 9 :00 p.m. evenings and add weekend service 4 V. Permit mental health consumers use of handicapped bus t"• 367 REGULAR COUNCIL MEETING, SEPTEMBER 10, 1990 ..�, CONSENT AGENDA: The Consent Agenda consisted of the following items: a) Council Minutes of 8/27/90 b) Approval of the following bids: 1195 - General Transmission Repairs, Central Maintenance 1196 - Sewer Pipe, Public Works c) Conditional Use of right-of-way - The Flower House, installation of sign d) Approval of Mayor's expense report e) Appointments to Boards and Commissions: Library Board - Catherine Haako, Term to expire June, 1993 Cable Quality Commission - Lawson Phaby, Term to expire June, 1993 Councilman Mason stated that the Appointments Review Committee recommended approval of the proposed appointments. '' Councilman Halsey requested Mayor Gardner remove item "d" from the Consent Agenda stating that he fell t the salary should cover such expenses. Mayo:. Gardner stated that the Charter allowed for submittal of expenses for reimbursement and she would not withdraw the request. Councilman Halsey moved this expense be withdrawn and not permitted. Councilman Gordon seconded the motion. Councilman Mason stated that he, acting as President Pro 'rempore of the Council, and the Mayor have been meeting monthly to discuss issues that concern the city and he felt that reimbursement of the expense was appropriate. After further discussion on the motion, a voice vote proved inconclusive and Mayor Gardner requested a roll call vote. The motion was defeated by the following vote: Aye: Gordon, Halsey. Nay: Feldman, Haake, Mason, Scheulen, Voile and Vincent. Councilman Vincent moved approval of the Consent Agenda. Councilman Mason seconded the motion and it was approved with Councilman Halsey casting the only dissenting vote. I hope I have deserved this distinction and would like to express my deep appreciation. • My compliments to Mike Hates for his organization, his relationship with the Highway Department, and for the ceremonies at City Hall . I enjoyed not only being mayor with its normal obligations and duties, but also the many outside civic activities with which I have been associated throughout my life. • It has been a pleasure to serve this community and I know each of you in city government are working together to make and keep Jefferson City a great place to live and raise our families. • My sincere thanks to each of you. UNFINISHED BUSINESS/NEW BUSINESS: Councilman Feldman asked Tom Benton, Director of Planning & Code Enforcement, to review for the Council L•he report included in their packets regarding the selling of tobacco products to persons under the age of eighteen. Mr. Benton informed the Council of the information he had obtained, and the problems other cities have encountered with this type of ordinance. Councilman Feldman requested that Tom Benton contact St. Louis County and Columbia and then work with City Counselor Allen Garner to draft a preliminary bill for discussion at the next meeting. # # # Councilman Scheulen reminded the Council the next meeting of the Finance Committee would be on Wednesday, September 12, at 7:00 p.m. 9 `? 31 7 7 REGULAR COUNCIL MEETING, SEPTEMBER 10, 1990 and again on Wednesday, September 20. Councilman Scheulen referenced a letter the Council had received from Edward D. Jones Company, and stated he felt it was quite a compliment that of the bonds sold, over two million were sold locally. Councilman Feldman questioned Police Chief Gary Kempker concerning a report he had requested on loud stereos in automobiles . Chief Kempker informed the Council on the information he had received from other Police Departments and the problems that had been encountered in enforcement of these ordinances. Councilman Feldman requested the Chief meet with City Counselor Allen Garner and draft a bill for introduction at the next meeting that would address this issue. Councilman Scheulen stated that this issued had been discussed at great length during the Midwest Block suit and had finally been defeated by the Council . Councilman Scheulen stated he did not feel staff should draft this bill until the Council had been able to meet and discuss this insue further. After further discussion, Councilman Feldman moved the Council hold a work session to discuss the possibility of a "sound" ordinance. Councilman Mason seconded the motion, but a voice vote proved inconclusive. The motion was approved by the following roll call vote: Aye: Feldman, Gordon, 'Wake, Mason, Schoulon, Vincent. Nay: Halsey, Voile.
