Prayer was offered by Reverend Henrietta Williams, Pastor; Dunavant Chapel A.M.E.Z . Church. The Pledge of Allegiance was led by City Administrator Dave Johnston. The following Council Members were present: Present: Feldman, Gordon, Haake, Halsey, Mason, Owens, Scheulon, Veile, Vincent, and Woodman. Absent: None. A quorum was declared present. SPECIAL PRESENTATIONS: Mr. Mark Lindsey, Downtown Business Association, presented the City of Jefferson with a wreath in appreciation for all of their efforts and assistance to the Association during the construction of the parking garage. Mr. Lindsey stated that this wreath is an example of the ones that will he put in the downtown area next year. Mayor Gardner accepted the wreath and thanked Mr. Lindsey on behalf of the Council and the citizens of Jefferson City. # # # Councilman Halsey introduced Mr. Dortch, Vice-Principal of the Jefferson City High School who introduced four young mon who had 't boon instrumental in saving the lives of an elderly couple by assisting them from a burning building. Mr. Dortch stated that those young men wore members of the football team and that within hours of having won the 5A State Championship, they had assisted an I elderly couple from their house which was on fire. Mr. Dortch requested the four gentlemen and their parents come and stand before the Council to be recognized. Mayor Gardner presented to Chad Riner, Shawn McCulloch, Ryan Porterfield and Chris Ryan with Certificates of Appreciation for Public Service on behalf of the Fire Department and the City of Jefferson. Mayor Gardner stated that these young men were some of the finest in our community and congratulated their parents on a job well done. As there was no objection from the Council, Mayor Gardner requested Coach Pete Adkins and the members of the Jefferson City Jay Football Team that were present come to the front of the Council Chambers . Mayor Gardner read Resolution 90-12 which expressed the Council 's appreciation for a job well done and congratulated Coach Pete Adkins and the team on its recent attaining of the sixth 5A State Football Championship. Councilman Mason moved approval of RS90-12, Councilman Voile seconded the motion and it was approved. Mayor Gardner presented to Coach Adkins the framed resolution for display in his office. Mayor Gardner announced that five members of the Jefferson City Jays were named to the Class 5A All--State Football Team by the Missouri Sportswriters and Sportscasters Association. The five ` names were: Stove Martin, Ryan Porterfield, Adam Schoperle, Bo , Adams, Johathon Craighead, Grog Bathing. Pete Adkins was named as the Class 5A Coach of the Year. Mayor Gardner announced that four members of the Hellas Crusaders wore selected by the Missouri Sportswriters and Sportscasters Association to the Class 3A All-State Team. Those named are: Paul Kaiser, Mike Ilantges, Dorric II°islon and Chad Wing°. Three of these young men wore present. Mr. Garner '`t>. ', reviewed some of the proviuions of the bill , and stated that he was 'I not sure that given all of the facts , JCI would have been disbarred. Councilman Schoulon stated that waiting on awarding II this bid would, in his opinion, be finding JCI guilty without all I the facts. I Mr. Mike slates, Director of Public Works & Planning, stated that ,i I the dealings that they have had with JCI have been favorable, ' I especially some of the last projects in which they have been I involved. Councilman Woodman requested a suspension of the rules as there was only one meeting in December. Councilman Haake stated his objection stating he saw no reason to deviate from the normal procedure. Councilman Feldman questioned why a suspension of the rules was deemed necessary. Councilman Halsey stated that the City had just completed a curb and gutter project in one of the neighborhoods affected by this issue. Councilman Halsey stated that the individuals in this area were not able to park on the street in front of their homes due to the large number of faculty and staff that park there from Lincoln University. Councilman Halsey stated that there had been three public hearings on this issue and that the neighborhoods had been waiting for approximately eight and one-half months for some assistance in this area. Councilman Halsey stated that suspending the rules would allow staff more time to begin the process of establishing zones. Councilman Haake stated he objected because the residents had not seen the bill that was before the Council at this time, that it had been re-written since the first proposed bill . Councilman Mason seconded the motion and it was approved. It Councilman Feldman moved approval of RS90-14 allowing Laidlaw to 'l collect their tipping fees. Councilman Owens seconded the motion ll' and it was approved. Councilman Halsey moved approval of RS90-15 approving participation in a Local Government Energy Loan Program. Councilman Mason seconded the motion and it was approved. Councilman Veile moved approval of RS90-16 approving the concept of allowing the current bus depot to co-exist with an Information ! I, ,I j M . . .,4 4 4 7 REGULAR COUNCIL MEETING, DECEMBER 10, 1990 Center for the city. Councilman Haake seconded the motion and it was approved. Councilman Halsey asked for the Council to be given a report as to the usage of the Information Center approximately three months after it has been opened. UNFINISHED BUSINESS: , Councilman Voile distributed to the Council the Cable Television Task Force report and reviewed the rocommende,ions of the Task Force for the Council . Councilman Voile stressed the fact that the Task Force believes the best way to secure good quality cable service is to promote competition. Councilman Voile thanked the members of the Task Force for their x hard work and informed the Council that the Task Force had members with some expertise and knowledge in this area and had been a great benefit to the City. Councilman Voile stated that it was the recommendation of the Task Force that they continue to servo in this capacity, should the Council so desire. Councilman Halsey stated ho believed the Task Force had done an outstanding job on this report and that ho believed it would bo a waste of time for them to disband. Councilman Halsey moved to have the Tank Force continue to servo and to continue to bring reports to the Council on their findings . Councilman Gordon seconded the motion and i.t wan approved. Councilman Voile stated he would like to bring to the Council the recommendations of the Tank Force for adoption at the next mooting. NEW BUSINESS : Mayor Gardner announced the City Clerk had placed an annual calendar in the Council packets for adoption. This calendar would determine the Council meetings for the next year and would also establish deadlines for packet material. Councilman Feldman moved the Council Meeting of January 21 be moved to January 22, due to the holiday of Martin Luther King's birthday. Councilman Halsey seconded the motion and it was approved. Councilman Gordon moved approval of the calendar as distributed in the packets . Councilman Woodman seconded the motion and it was approved. Mayor Gardner stated that City II Administrator Dave Johnston had reached another solution and asked Id him to explain this to the Council . Mr. Johnston stated that it was the desire of staff to close City Hall to the public and thereby allow anyone who wished to take the day off may do so, utilizing vacation and compensatory time. Mr. Johnston stated that if an employee did not wish to take the day off, they would be allowed to work. Councilman Owens stated she did not believe City offices should be closed if employees were in the building working. Councilman Mason stated that he believed it necessary to protect the integrity of JCTV and moved the Council not authorize political programs or initiate any new program that could be politically advantageous to the upcoming election. After some discussion as to the intent of this motion, City Counselor Allen Garner stated that he did not believe this was in order as it could be viewed as trying to place restraints on freedom of speech. Councilman Voile stated that to assist the Council in their intent, he would pledge not to initiate any new programming. Mayor Gardner stated she would pledge not to initiate any new programming. Councilman Mason withdrew his motion and Councilman Feldman withdrew his second.
