HomeMy Public PortalAbout296CITY OF MEDINA ORDINANCE NO.296 AN ORDINANCE AMENDING SECTIONS 820.25, 820.29, 820.49 AND 820.59 OF THE MEDINA CODE OF ORDINANCES (SUBDIVISION REGULATIONS) AND SECTIONS 825.45, 826.15, 826.25, 826.51 AND 826.63 OF THE MEDINA CODE OF ORDINANCES (ZONING ORDINANCE) REGARDING INDIVIDUAL SEWAGE TREATMENT SYSTEMS The City Council of the City of Medina ordains as follows: SECTION I. The Medina Code of Ordinances is amended by deleted the strielEen material and adding the highlighted/underlined material as follows: 820.25. Data for Preliminary Plat. Each Preliminary Plat shall contain the following information. Subd. 1. Identification and Description. Proposed name of subdivision, which name shall not duplicate or be alike in pronunciation with the name of any plat recorded in the County. (a) Legal description of the subdivision and a survey prepared and certified by a surveyor registered in the State of Minnesota. (b) Key Map showing location of the subdivision and property for at least 660 feet adjacent. (c) Names and addresses of the owner, subdivider, surveyor and designer of the subdivision. (d) North point. (e) Date of preparation. (fj Approval by the subdivision owner. (g) Scale of one inch equals 100 feet or larger. Subd. 2. Existing Conditions. The following existing conditions must be shown: (a) Boundary line of proposed subdivision, clearly indicated. (b) Existing zoning classification. (d) Location, widths and names of all existing or previously platted streets or other public ways, showing type, width and condition of improvements, if any, railroad and utility rights -of - way, parks and other public open spaces, permanent buildings and structures, easements, and section and corporate lines both within the subdivision and to a distance of 100 feet beyond the subdivision. (e) Location and size of existing sewers, water mains, culverts or other underground facilities both within the subdivision and to a distance of 100 feet beyond the tract. Such data as grades, invert elevations and locations of catch basins, manholes and hydrants, shall be shown only on request. (f) The boundary lines of adjoining unsubdivided or subdivided land, within 100 feet of the proposed subdivision and the record owner thereof. (g) Topographic data shall be required of the proposed subdivision and out to 50 feet beyond boundaries of the plat at contours at vertical intervals of not more than two feet. Additional topographic data up to 300 feet beyond the subdivision boundaries shall be furnished upon City Engineer recommendation. (h) Soil series map overlay designating type and boundary of soil series from the Hennepin County Soil Survey, 1974. The following Subdivision Design Features (a) Layout of proposed streets, showing right-of-way widths and proposed names of streets. The name of any street heretofore used in the City or its environs shall not be used, unless the proposed street is an extension of an already named street, in which event the same shall be used. (b) Locations and widths of proposed alleys, pedestrian ways and utility easements. (c) Proposed street and alley centerline profile grades showing approximately both existing and proposed centerline profile grade lines. (d) Proposed location and size of storm and sanitary sewer lines and water mains and proposed gradient of sewer lines. RHB118767 ME230-5 2 5-6-.97 (e) Proposed storm and sanitary sewer point of discharge or connection to existing systems and water main connection or source of supply. (f) Layout, numbers and preliminary dimensions of lots and blocks. (g) Minimum front, side and rear building setback lines, indicating dimensions. (h) Areas, other than streets, alleys, pedestrian ways and utility easements intended to be dedicated or preserved for public use, including the size of such area or areas in acres. (i) the preliminary plat. areas. A separate draft of all proposed restrictive covenants, if they are to be used, for Subd. 4. Other Information. The following additional information shall be provided. (a) Provision for surface water disposal, drainage, and flood control. (b) If any zoning changes are contemplated, the proposed zoning plan for the (c) Where the subdivider owns property adjacent to that which is being proposed for the subdivision, the Planning Commission shall require that the subdivider submit a sketch plan of the remainder of the property so as to show the possible relationships between the proposed subdivision and the future subdivision. In any event, all subdivisions shall be shown to relate well with existing or potential adjacent subdivisions. (d) Potential resubdivision and use of excessively deep or wide (over 200 feet) lots shall be indicated. (e) Such other information as may be requested by the Zoning Administrator or Planning Commission. 820.29. Subdivision Design Standards. The following design standards shall be maintained. Subd. 1. General Requirements. The Planning Commission, in its review of the preliminary plat, will take into consideration the requirements of the community and the best use of the land being subdivided. The subdivision shall conform to the comprehensive plan, zoning ordinance, and sewage disposal code. County, metropolitan, state, and special district plans shall also be considered. (a) The arrangement, character, extent, width, and location of all streets shall be considered in their relation to existing and planned streets, to reasonable circulation of traffic, to topographic conditions, to runoff of stormwater, to public convenience and safety, and in relation to the proposed uses of the land to be served by such streets. Wherever possible, the arrangement of streets in new subdivisions shall provide for the continuation of existing streets in adjoining areas. Where adjoining unsubdivided areas may be subdivided, the arrangement of streets in a new subdivision shall make provision for the proper projection of streets into adjoining areas by carrying the RHB 118 7 67 5-6-.97 ME230-5 3 new streets to the boundaries of the new subdivision at appropriate locations. Subd. 2. Streets. Streets shall conform to the following design: (a) Widths. Streets shall conform to the following minimum dimensions: Street Type Right -of -Way Width Roadway Width Major Arterial 250 feet Minor Arterial 150 feet Collectors 70 feet 40 feet Local 60 feet 24 feet Local Rural Service Area 60 feet 24 feet Marginal Access Roads 60 feet 24 feet Cul-de-sac Streets 60 feet 24 feet Cul-de-sac Turnaround Diameter 125 feet 50 feet Commercial/Industrial Local 60 feet 36 feet (b) Street Intersections. Insofar as practical, streets shall intersect at right angles. In no case shall the angle formed by the intersection of two streets be less than 80 degrees, with 90 degree intersections preferred. Intersections having more than four corners shall be prohibited. Adequate land for future intersection and interchange construction needs shall be dedicated. (c) Tangents. A tangent of at least three hundred (300) feet shall be introduced between reverse curves on arterial and collector streets. (d) Deflections. When connecting street lines deflect from each other at one point by more than ten (10) degrees they shall be connected by a curve with a radius adequate to ensure a sight distance of not less than five hundred (500) feet for arterials, three hundred (300) feet for collectors, one hundred (100) feet for all other streets. The planning commission may allow greater or lesser sight distances at the recommendation of the engineer. (e) Street Jogs. Street jogs with centerline offsets of less than 150 feet shall be avoided for local streets. (f) Local Streets. Minor streets shall be laid out so that their use by through traffic is discouraged. (g) Cul-de-sac. The maximum length of a street terminating in a cul-de-sac shall be 750 feet, measured from the centerline of the street of origin to the end of the right-of-way, or a maximum of 20 lots, whichever is shorter. Lot lines abutting cul-de-sacs shall be radial. (h) Centerline Gradients. All centerline gradients shall be at least 0.5 percent and shall not exceed the following: arterials and collector streets - 5 percent, minor streets and marginal RHB 118 7 67 5-6-.97 ME230-5 4 access streets - 8 percent. (i) Access to Arterial Streets. In the case where a proposed subdivision is adjacent to a limited access highway (arterial), there shall be no direct vehicular or pedestrian access from individual lots to such highways. As a general requirement, access arterials shall be at intervals of not less than 1/4 mile and through existing and established crossroads where possible. (j) Subdividing Small Tracts. In the subdividing of small tracts of land fronting on arterial streets where there is no convenient access to existing entrances and where access from such subdivision would be closer than 1/4 mile from an existing access point, a temporary entrance permit may be granted. Provision shall be made in such subdivisions for the connection of roads to neighboring land. As the major land is subdivided and developed, the access becomes possible at a preferred location, such temporary entrance permits shall be discontinued. (k) Half Streets. Half streets shall be prohibited. (1) Hardship to Owners of Adjoining Property. The street arrangement shall not cause hardship to owners of adjoining property in subdividing their own land and providing convenient access to it. Subd. 3. Blocks. The length, width and area of blocks shall be sufficient to provide for convenient access, circulation, control and safety of street design. Blocks may be longer than 1300 feet or shorter than 300 feet only if the City Council agrees that exceptions are warranted. Pedestrian ways may be required on blocks longer than 900 feet or in other areas to provide access to schools, parks and other destinations. Pedestrian ways shall be at least ten feet wide and shall be located so as to minimize intersections with streets. Subd. 4. Lots. (a) Size and Dimension. The lLot size and dimensions shallmust be such as adequate to comply with the minimum standards specified en -in the zoning ordinances relating to minimum buildable lot area requirements and sufficient to accommodate sewage disposal requirements. All lots must contain buildable area at least equal to the minimum lot area requirements of the applicable Zzoning Ddistrict, excluding flood lids -plains, wetlands, areas of excessive high water table, and steep slopes. OrdinaneeTer RHB118767 ME230-5 5 5-6-.97 (b) Upon site investigation and soil analysis as provided in the Medina Sewer Code, (eb) Side Lot Lines. Side lines of lots shall be substantially at right angles to straight street lines or radial to curved street lines. (dc) Lots. Shall be graded so as to provide drainage away from building locations. (ed) Natural Features. In the subdividing of any land, due regard shall be shown for all natural features, such as tree growth, wetlands, steep slopes, water courses, historic spots, or similar conditions, and plans adjusted to preserve those which will add attractiveness, safety and stability to the proposed development. (fe) Lot Remnants. All remnants of lots below minimum size left over after subdividing of a larger tract must be added to adjacent lots rather than allowed to remain as unusable parcels. (gt) Double Frontage Lots. Double frontage (lots with frontage on two parallel streets) or reverse frontage shall not be permitted except: (i) Where lots back on an arterial street in which case vehicular and pedestrian access between the lots and arterial street shall be prohibited. Such double -frontage lots shall have an additional depth of at least 20 feet in order to allow space for screen planting along the back lot line. (ii) Where topographic or other conditions render subdividing otherwise unreasonable. Such double -frontage lots shall have an additional depth of at least 20 feet in order to allow space for screen planting along the back lot line. (hg) Location. All lots shall abut their full frontage on a street. 820.49. Improvements Required. Prior to the approval of a final plat, the subdivider shall have agreed in the manner set forth below to install in conformity with construction plans approved by the City Engineer and in conformity with all applicable standards and ordinances, the following improvements on the site: Subd. 1. Monuments. Monuments of a permanent character, as required by Section 505.02, M.S.A., shall be placed at each corner or angle on the outside boundary of the subdivision; and pipes or steel rods shall be placed at each corner of each lot. Subd. 2. Streets. The full width of the right-of-way of each street and alley dedicated in the plat shall be graded. All streets and alleys shall have an adequate sub -base and shall be improved with an all-weather permanent surface in accordance with the design standards specified by the City. RHB118767 5-6-.97 ME230-5 6 Subd. 3. Paving. It is required that all streets be improved with bituminous surface according to City specifications. Subd. 4. Curb and Gutter. Concrete curb and gutter is required in all urban service area subdivisions with rural section required in all rural service area subdivisions according to City specifications. Subd. 5. Sidewalks. Sidewalks may be required along both sides of all streets in areas extending from existing streets or in commercial areas. Subd. 6. Water Supply. Where a municipal water supply is available within a reasonable distance, the subdivider may be required to provide a connection to the municipal system. The feasibility of this requirement shall be evaluated based on the cost of constructing the connection weighed against the cost of installing individual wells and the likelihood of an eventual municipal connection in the future. (a) Water mains shall be provided to serve the subdivision by extension of an existing community system wherever feasible. Service connections shall be stubbed into the property line and all necessary fire hydrants shall also be provided. Extensions of the public water supply system shall be designed so as to provide public water in accordance with the standards of the City. (b) In areas being subdivided for rural service with large lots, as specified in the Zoning Ordinance, the location of individual wells shall be provided on each lot, property placed in relationship to the individual sewage disposal facilities on the same and adjoining lots. Well location plans must be submitted for the approval of the Zoning Administrator. Subd. 7. Sanitary Systems. Within urban areas, sanitary sewer mains and service connections shall be installed to serve all the lots in the subdivision and shall be connected to the public sanitary sewer system. In rural areas being subdivided, f 'ral e "ith large lots, a i din *he Zening-OrdinaneeTlocation for two individual standard on -site sewage disposal facilities shall be provided for each lot. Each such system shall be properly located with reference to the wells on the same and adjoining lots, and the sewage disposal facilities on adjacent lots. Each lot must contain an area of contiguous soils large enough to support a primary and -a seeendafy-site and an area of contiguous soils for a secondary site for an -en -site- a standard sewage disposal system and both sites must be protected during construction. Subd. 8. Drainage. A system that will adequately dispose of the surface water runoff within the subdivision shall be provided. Storm sewers and culverts shall be installed where necessary in conjunction with the grading of streets. Cross drains shall be provided to accommodate all natural water flow and shall be of sufficient length to permit full -width roadways and required side slopes. Drainage ditches shall be sodded to prevent erosion. Subd. 9. Street Lighting. Street lighting of a type approved by the City may be required at all intersections within the subdivision. Subd. 10. Street Signs. Street signs of standard design approved by the City shall be RHB118767 ME230-5 7 5-6-.97 installed at each street intersection. Subd. 11. Public Utilities. All utility lines for telephone and electrical service shall be placed in rear line easements when carried on overhead poles. 820.59. Subdivision 1. The Pplanning €commission may recommend and the €city €council may grant variances from the literal provisions of this Ordinance in instances where their strict enforcement would cause undue hardship because of circumstances unique to the individual property under consideration. Any person requesting a variance shall -may appear at all-Pplanning €commission meetings -and Ccity €council meetings where such application is considered and provide to the Pplanning €commission and the €city €council such maps, drawings, plans, records and other information necessary to make a determination on the application. It is the responsibility of the applicant to demonstrate that all of the following standards for variance have been met: (a) Because of the particular physical surroundings, shape or topographical conditions of the specific parcels of land involved, a particular hardship to the owner would result if the strict letter of the U egul.,tions this ordinance were carried out. (b) The conditions upon which the application for the variance is based are unique to the parcel of land for which the variance is sought and are not common to other properties within the City. (c) The hardship is related to the requirements of these regulations and has not been created by any persons presently or formerly having an interest in the parcel of land. (d) The granting of the variance will not be detrimental to the public welfare or injurious to other land or improvements in the neighborhood in which the parcel of land is located. Subd. 2. In addition to the above requirements, a variance regarding an individual sewage disposal system may be granted only in compliance with the requirements of Medina's Individual Sewage Treatment and Disposal System ordinance. Subd. 23. Conditions and Restrictions. The Planning Commission may recommend and the City Council may impose such conditions and restrictions in the granting of variances which will insure compliance with the provision of this Ordinance, will further and protect the spirit and intent of these Regulations and will provide protection to the public. Subd. 3-4. Application Required. Application for any variance shall be made in writing by the subdivider at the time the Preliminary Plat is considered by the Planning Commission. Said application shall set forth all facts relied upon by the applicant in requesting the variance. Any variance granted shall be by resolution setting forth the reasons which justify the variance and entered on the Minutes of the City Council meeting. 825.45. Variances - Criteria for Granting Variances. Subdivision 1. A variance from the provisions of the Zzoning Oordinance may be issued to provide relief to the landowner where the ordinance imposes undue hardship or unique conditions to the property owner in the use of this -the land. land. No use variances may be issued. A variance may be granted only in the event that all of the RHB 118 7 67 5-6-.97 ME230-5 8 following circumstances exist: Subd. 1.) Exceptional or extraordinary circumstances apply to the property which do not apply generally to other properties in the same zone or vicinity, and result from lot size or shape, topography, or other circumstances over which the owners of property since enactment of this Ordinance, have had no control. Subd. 2.12) The literal interpretation of the provisions of this Ordinance would deprive the applicant of rights commonly enjoyed by other properties in the same district under the terms of this Ordinance. Subd. 3.) That the special conditions or circumstances do not result from the actions of the applicant. Subd. 4.) That granting of the variance requested will not confer on the applicant any special privileges that is denied by this Ordinance to the owners of other lands, structures, or buildings in the same district. the hardship. Subd. 5-c) The variance requested is the minimum variance which would alleviate Subd. 6.0 The variance would not be materially detrimental to the purposes of this Ordinance or to property in the same zone. Subd. 2. In addition to the above requirements, a variance regarding an individual sewage disposal system may be granted only in compliance with the requirements of Medina's Individual Sewage Treatment and Disposal System ordinance. 826.15. (Agricultural Preservation) Lot Area, Height, Lot Width, and Yard Requirements. Subdivision 1. Within the agricultural preservation zoning district, no building shall be constructed or used except in conformance with the following: (a) No building shall exceed two and one half (2-1/2) stories or thirty (30) feet in height as defined in section 827.07, subd. 12, except as regulated by subd. 5 of this section. Farm buildings and agricultural structures are not subject to the height restrictions of this ordinance. (b) The following minimum requirements shall be observed: a) lot size - 40 acres; b) lot width - 500 feet; c) lot depth - 500 feet; d) front yard setback - 100 feet; e) side yard setback - 50 feet; f) rear yard setback - 100 feet. Subd. 2. Animal structures shall not be erected within 150 feet of any lot line. RHB118767 ME230-5 9 5-6-.97 Subd. 3. Feed lots, runs, pens, and similar intensively used facilities for animal raising and care shall not be located within 300 feet of any lot line. Subd. 4. The lot must contain sufficient an area of contiguous soils of one or more of the permitted types large enough to support a primary site and an area of contiguous soils for a secondary site for a standard septic on -site sewage disposal system and both sites must be protected during construction. For newly created lots, the systems may -must be conventional, , a standard system as defined by section 720 8-7 o fthis erdinanee-the Medina Individual Sewage Treatment and Disposal ordinance. Alternate systems may be installed only where a standard system has failed and the sewage disposal needs of the site cannot be met through a replacement standard system. Subd. 5. The height of single family detached residences may exceed 30 feet, but may not exceed 40 feet or two and one-half (2 1/2) stories, if the following standards are met: (a) Accurate building plans and elevation drawings shall be submitted to the City; (b) The rcsidcnce shall be constructed with setbacks at lest twice as great as those uYv,iced in S„ba 2(R h) efthis section; vuivu iu , , (eb) Those portions of the residence greater than 30 feet in height shall be uninhabited and not planned for storage; (dc) Those portions of the residence greater than 30 feet in height shall be no larger than 500 sq. ft. or shall be divided into spaces no greater than 500 sq. ft. and separated by an approved draft stop; (ed) The height from the lowest ground level (and 8 feet out) to the eave shall be no greater than 30 feet; and (fe) There shall be a two (2) story height limitation at the driveway or point of access to the residence. 826.25. (Rural Residential) Lot Area, Height, Lot Width, and Setback Requirements. Subdivision 1. No building hereafter erected shall exceed two and one half (2 1/2) stories or thirty (30) feet in height, as defined in section 827.07, subd. 12, except farm buildings and except as regulated by Subdivision 5 of this section. Subd. 2. The following minimum lot sizes, width, depth and setback requirements shall be observed, subject to additional requirements, exceptions, and modifications set forth in other sections of this ordinance. For purposes of calculating the amount of soils available on a lot, only acceptable soils located on slopes of less than 6 percent and not covered by hard surfaces may be included. (a) Two (2) acres where the lot area contains at least 2 acres of contiguous soils RHB 118 7 67 5-6-.97 ME230-5 10 (b) Five (5) acres where the lot area contains at least 5 acres of contiguous soils rdin (c) Five (5) acres where the lot area contains a minimum of one half (1/2) acre of 720,47-efthis-erdinaneeTpfevided-thatthe-r-emaiiiing-feer--and-ene-tialf-aer-es-may-net -be-prohibitive sails (a) Lot Size. The lot must contain at least five acres of contiguous soils suitable for a standard sewage disposal system as defined in the Medina Individual Sewage Treatment and Disposal ordinance. The lot must contain a primary and secondary site for an on -site sewage disposal system and both sites must be protected during construction. (db) (e ) (fin (W) (hp Lot Width - 110 feet. Lot Depth - 200 feet. Front Yard Setbacks - 50 feet. Side Yard Setbacks - 20 feet. Rear Yard Setbacks - 40 feet. Subd. 3. Notwithstanding anything herein to the contrary, a lot shall meet minimum lot size if all the following conditions are met: (a) Lot of record on July 1, 1999; (b) Lot contains at least two acres of contiguous soils of one or more of the types listed in section 720.47 of the Medina code of ordinances; and (c) Lot contains a primary and a secondary site for an on -site sewage disposal system. Subd. 34. Hard surfaces may not cover more than 50 percent of any lot. In calculating the percentage of coverage by hard surfaces, only areas located outside of required setback areas, the primary and secondary septic sites and slopes in excess of 6 percent may be included. For purposes of this section, hard surfaces include any non -natural surface which is impervious to water, including but not limited to buildings, decks, paddocks and paved or gravel -surfaced, drives, walks and parking areas. Subd. 45. Animal structures shall not be erected within 150 feet of any lot line. Subd. 56. Feed lots, runs, pens, and similar intensively used facilities for animal raising and care shall not be located within 300 feet of any property line. Subd. 67. The height of single family detached residences may exceed 30 feet, but may not exceed 40 feet or two and one-half (2 1/2) stories, if the following standards are met: RHB118767 ME230-5 11 5-6-.97 Subd.45. (Rural Commercial) Lot Area, Height, Lot Width, and Yard Requirements. Subdivision 1. No building hereafter erected shall exceed two and one-half (2-1/2) stories or thirty (30) feet in height, except farm buildings. Subd. 2. The following minimum requirements shall be observed, subject to additional requirements, exceptions, and modifications set forth in other sections of this ordinance: (a) The minimuml e s 5 e iaea *hat the lot must contains a minimum of 5 acres of contiguous soils suitable for a standard er innovative- on -site sewage disposal system or a combination of such contiguous soils totaling a minimum of 5 acres, as such soils are defined in sections 720.47 and 720.87 of the Medina code Individual Sewage Treatment and Disposal ordinance. (b) Minimum Lot Width - 110 feet. (c) Minimum Lot Depth - 200 feet. (d) Minimum Front Yard - 50 feet. Subd. 3. No use may exceed a sanitary sewer usage rate of 100 gallons per day per net acre of land. For purposes of this subdivision, net acres equals the total area of the lot, minus wetlands and open water. Not more than 50 percent of the soils suitable for a standard RHB 118 7 67 5-6-.97 ME230-5 12 1 on -site sewage disposal system on any site may be disturbed or covered by hard surfaces. Subd. 4. Minimum setback from a side or rear of a residential area: 75 feet. Subd. 5. Design shall include adequate internal streets not less than 22 feet wide exclusive of required parking. Subd. 6. Curb cuts shall not exceed 24 feet in width. Subd. 7. The entire area shall be landscaped, occupied by building or parking areas so treated as to control dust. Should the development be undertaken in stages, all of the area required to conform to that portion undertaken shall be developed to meet the preceding requirements. Subd. 8. A drainage plan shall be designed and approved for the area with such on -site construction as determined necessary by the City Engineer to adequately handle all drainage. 826.63. (Rural Industrial) Lot Area, Height, Lot Width, and Yard Requirements. Subdivision 1. No building hereafter erected shall exceed two and one-half (21/2) stories or thirty (30) feet in height, except farm buildings. Subd. 2. The following minimum requirements shall be observed, subject to additional requirements, exceptions, and modifications set forth in other sections of this ordinance: (a) The lot must contains a minimum of 5 acres of contiguous soils suitable for a eenventional-standard innovative -on -site sewage disposal system or a combination of such contiguous soils totaling a minimum of 5 acres, as such soils are defined in sections 720.47 and 720.87 of the Medina code Individual Sewage Treatment and Disposal ordinance. (b) Minimum Lot Width - 110 feet. (c) Minimum Lot Depth - 200 feet. (d) Front Yard - 50 feet. (e) Side Yard - 20 feet; 0 feet when abutting railroad. (f) Minimum Rear Yard - 40 feet. Subd. 3. No use may exceed a sanitary sewer usage rate of 100 gallons per day per net acre of land. For purposes of this subdivision, net acres equals the total area of the lot, minus wetlands and open water. Not more than 50 percent of the soils suitable for a standard sewage disposal on -site system on any site may be disturbed or covered by hard surfaces. Subd. 4. Minimum Setback from a side or rear to a residential area: 75 feet. Subd. 5. Design shall include adequate internal streets not less than 22 feet wide exclusive of required parking. Subd. 6. Curb cuts shall not exceed 24 feet in width. Subd. 7. The entire area shall be landscaped, occupied by building or parking areas RHB118767 ME230-5 13 5-6-.97 constructed of asphalt or concrete surface. Should the development be undertaken in stages, all of the area required to conform to that portion undertaken shall be developed to meet the preceding requirements. Subd. 8. A drainage plan shall be designed and approved for the area with such on -site construction as determined necessary by the City Engineer to adequately handle all drainage. SECTION II.
