Home My Public Portal About2017-09 Approving the purchase of a vehicle for the Parks and Recreation DepartmentRESOLUTION NO. 2017-9 A CAPITAL PROJECT AUTHORIZING RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING THE PURCHASE OF A VEHICLE FOR THE PARKS AND RECREATION DEPARTMENT; WAIVING COMPETITIVE BIDDING PROCEDURES; PROVIDING FOR AUTHORIZATION; PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village of Key Biscayne ("Village") Parks and Recreation Department (the "Department") is in need of a new vehicle to continue providing various services incidental to the functions of the Department and facilitating the provision of day-to-day operations of the Department for the benefit of the Village community; and WHEREAS, the Village Council desires to purchase one 2016 Turtle Top Odyssey XL Ford F-550 for the use of the Department (the "Vehicle"); and WHEREAS, the Village Council finds that it is impractical to apply the Village's competitive bidding procedures for the purchase of the Vehicle as the type of purchase contemplated by the Village has already been competitively bid by the University of South Florida's Center for Urban Transportation Research, which administers the Florida Department of Transportation's Office of Freight, Logistics, and Passenger Operations' Transit Research Inspection Procurement Services Program ("TRIPS Bid"); and WHEREAS, the Village Council seeks to authorize the Village Manager to purchase the Vehicle from Alliance Bus Group, Inc. d/b/a First Class Coach Sales, LLC by using the TRIPS Bid pursuant to Section 2-85 of the Village Code ("Vehicle Purchase"); and WHEREAS, the Village Council finds that this Resolution is in the best interest and welfare of the citizens of the Village. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA AS FOLLOWS: Section 1. Recitals. Each of the above -stated recitals are hereby adopted, confirmed, and incorporated herein. Section 2. Waiver of Competitive Bidding. The Village Council hereby waives the Village's competitive bidding procedures for the purchase of the Vehicle pursuant to Section 2- 85 of the Village Code. Section 3. Approval of Purchase. The Village Council hereby approves the Vehicle Purchase. Section 4. Authorization for Purchase of Vehicles. The Village Council hereby authorizes the Village Manager to make the Vehicle Purchase consistent with the terms and conditions of the TRIPS Bid as set forth in the purchase order attached hereto as Exhibit "A" in an amount not to exceed $138,732.00. Section 5. Implementation. The Village Council hereby authorizes the Village Manager to execute any purchase order or required documentation for the purchase described in this Resolution, subject to approval by the Village Attorney as to form and legality, and to take any action which is reasonably necessary to implement the purpose of this Resolution.
