REGULAR COUNCIL MEETING, JANUARY 22, 1991 k tit A Council Meeting of January 22, 1991, was called to order at 7:00 P.M. with Mayor Louise Gardner presiding. The following Council Members were present: Present: Feldman, Gordon, Halsey, Owens, Scheulen, Veile, Vincent, and Woodman. Absent: Haake and Mason. Councilman Gordon moved the Council go into Executive Session to discuss Personnel as provided for in RSMo. 610. 025 (3) , to discuss Litigation as provided for in RSMo. 610.025 (1) , and to waive the requirements of Sec. 2-69 (c) of the City Code. Councilman Woodman seconded the motion and it was approved by the following roll call vote: Aye: Feldman, Gordon, Halsey, Owens, Scheulen, Voile, Vincent, and Woodman. Nay: None. # M A Regular Council Meeting of January 22, 1991, was called to order at 7: 30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Dr. Gary Parker, Pastor; First Baptist Church. The Pledge of Allegiance was led by City Administrator Dave Johnston. The following Council Members were present: Present: Feldman, Gordon, Halsey, Mason, Owens, Scheulen, Voile, Vincent, and Woodman. Absent: Haake. A quorum was declared present. PRESENTATIONS PROM GALLERY: Mr. Clyde Angle informed the Council he would like to express his appreciation to them for their support, both financial and moral, of the D.A.R.E. program. Mr. Angle stated that his daughter had recently completed the D.A.R.E. Program at BelAir School. Mr. Angle stated he and his family were very pleased with the program ', and appreciated the Council 's contribution. As there was no objection, Item "C" was removed from the Consent Agenda. Councilman Mason moved approval of the Consent Agenda as amended. Councilman Vincent seconded the motion and it was approved. Jefferson City Commissioning Committee - John Miller, Mary Ann Reuter, Charles McGeorge, John Huls, James Strong, Melody Green, Representative Carl Vogel (State Legislature) , Marty Asel (Chamber/CVB) , Current U.S. Navy Representative Councilman Feldman requested that the Council be given a monthly listing of all openings on the various Boards and Commissions for the Council 's use in obtaining qualified persons who are interested in serving in this capacity. # # # Mayor Gardner read her recommendations on the 1990 Long Range Planning Committee Final Report stating she believed the Council should schedule work sessions for a more indepth study of the recommendations made by the Committee. Mayor Gardner recommended the work sessions be scheduled from 7 : 00 p.m. to 9 : 00 p.m. on the second Thursday of the month as follows: February 14 - Boards and Commissions; March 14 - Capital Improvements; April 11 - City Services, Intergovernmental Relations and Parking; May 9 - Previous Planning and Future Annexations=; and June 13 - In-depth review summary. Councilman Halsey requested the Council be allowed to review this report and the recommended dates and discuss this at a later date. Mayor Gardner announced there were extra copies of the Final Report and also her recommendations for the media and anyone else who might be interested. Councilman Halsey stated that he had been contacted by some individuals who were questioning the amount assessed to their property. Councilman Feldman moved the proposed amended version of Bill 90- 118 distributed to the Council in their packets be substituted for -._ the bill currently on the Informal Calendar. Councilman Gordon seconded the motion. Councilman Feldman briefly reviewed for the Council the major `> changes that were presented in the amended version of Bill 90-118 . `z After some discussion on the need for a penalty for minors in possession of tobacco products, Councilman Veile moved to amend the <x amendment by amending Section 18-229 (B) by inserting "5" in the "blank". Councilman Feldman seconded the motion. Councilman Vincent questioned who was responsible for overseeing the community service and was informed this was a service of the Court. After further discussion on how to best handle repeat offenders, the motion was approved. Councilman Owens expressed her concern about minors who are not from Jefferson City, but who visit here being fined for possession. After some discussion, Councilman Vincent stated this concern could be addressed by the signs required in Section 18-228 and moved that Section 18-228 (B) be amended by the addition of the wording, 'OR POSSESSED BY' . Councilman Feldman seconded the motion and it was approved. Councilman Halsey stated he supported this bill, but believed it would not be enforced. Councilman Halsey stated there are already a number of ordinances on the books that are not enforced and believed this bill would coma to the same fate. Councilman Scheulen stated he would be abstaining from voting on this bill and wanted the public to know his reason for so doing dealt with his wife 's employment. As there was no further discussion, the original motion to substitute the bill distributed in the Council packets and as amended by the Council, for the one currently on the Informal Calendar was approved. RESOLUTIONS: Councilman Vincent moved approval of RS90-18 concerning the approval of the concept of underwriting for the public access channel. Councilman Feldman seconded the motion and it was approved. • UNFINISHED BUSINESS/NEW BUSINESS: Councilman Gordon stated he had had some complaints on the new payment system for the parking garage and requested Marty Brose, Director of Transportation, address this issue. Mr. Brose stated that the garage was accommodating 400 to 500 cars daily and that about ninety percent of the individuals using the garage had no problems or complaints. Mr. Brose stated that there wore some changes that were being discussed at this time, such as the installation of an additional pay machine and the enclosing of these machines to protect the patrons from the elements. Mr. Bros() also stated that signs were going to be installed in the garage that would explain the payment procedure to those using the garage. Councilman Halsey stated that he was wondering if the City had not • possibly made a mistake in purchasing this payment system. Councilman Halsey requested that Marty Brose look at what might be wrong with the system, devise a check list as to what could be done • to correct the problems, and report back to the Council on his • findings and possible alternatives at the next Council meeting. • • # # # Councilman Halsey requested Marty Brose, Director of Transportation, proceed in implementing the Residential Parking Permit ordinance that was passed at the last Council meeting. Councilman Halsey stated the residents in this area were still being affected by the problems with parking. !' # # # . . Councilman Halsey stated that as the Chairman of the Public Works and Planning Committee he was truly sorry to see Mike Bates, Director of Public Works, leave the City's employment. Councilman Halsey presented Mike Bates with a placque from the Public Works • 20 REGULAR COUNCIL MEETING, JANUARY 22, 1991 and Planning Committhe for his years of service to the City. t--- Mr. Bates thanked the Council for all their support and assistance during his years of service to the City.
