SPECIAL COUNCIL MEETING, MARCH 8, 1991
A Special Council Meeting of March 8, 1991, was called to order at
5:30 P.M. with Mayor Louise Gardner presiding.
O' The following Council Members were prevent:
Present: Feldman, Gordon, Haake, Halsey, Mason, Owens,
Scheulen, Veile, Vincent, and Woodman.
Absent: None.
A quorum was declared present.
Mayor Gardner announced the purpose of this Special Council Meeting
was for the reconsideration of Mayoral Appointments. Councilman
Steve Voile asked Mayor Gardner if it was still her intent to make
the following appointments to boards and commissions:
Cable Quality Commission -- Bob Hyder, Term to expire
6/93; Randall Hughes, Term to expire 6/92
Library Board - Dr. L. Jason McLonoy, Term to expire 6/92
Plumbing Board Jerry KT-amp (Reappointment) , Alfred
Schmitz (Reappointment) , Pat Schulto (Reappointment) ; Ron
Boyce (Reappointment) , Terms to expire 12/91
Electrical Board - Bob Stokes (Reappointment) , Term to
expire 12/93
Animal Rescue - Annette Clark (Reappointment) , Steve
Meredith (Reappointment) ; Terms to expire 1/94
Equal Employment opportunity Committee - Jacqueline
Horton (Reappointment) , Hal Rohrer (Reappointment) ; Terms
to expire 12/92;
Historic Preservation Commission - John Chavis
(Reappointment) , Term to expire 12/93 ;
Polioe Personnel Board - Colleen Ossman (Reappointment) ,

SPECIAL COUNCIL MEETING, MARCH 8, 1991
Mayor Gardner stated it was still her intent to request Council
approval of the above listed appointments to Boards and
Commissions. Councilman Veile moved the appointments be approved
and accepted. Councilman Mason seconded the motion.
Councilman Halsey expressed his concern over some of the
appointments proposed by the Mayor. Councilman Halsey cited some
examples of family members serving on boards and commissions and
stated he did not feel the process was providing an equal
distribution to the boards or commissions. Councilman Halsey
stated he still believed the appointment process to be very
political.
Councilman Vincent stated these questions have not been brought up
in the Appointments Review Committee and that the Committee has
approved these appointments.
After some discussion, Councilman Scheulen called for the question. i
Councilman Mason seconded the call and it was approved.
The motion to approve the appointments was approved by the
following roll call vote:
Aye: Feldman, Gordon, Ilaako, Halsey, Mason, Owens, Scheulen,
Voile, Vincent and Woodman.
Nay: None.
Mayor Gardner informed the Council was pleated with their having '.
taken action on those appointments and offered her congratulations
to the individuals who had been appointed.
Councilman Scheulen moved the meeting adjourn. Councilman Mason
seconded the motion and it was approved. The Council meeting
adjourned at approximately 5:40 p.m.
