REGULAR COUNCIL MEETING, MARCH 18, 1991
A Council Meeting of March 18, was called to order at 7:00 P.M.
with Mayor Louise Gardner presiding.
The following Council Members were present:
Present: Halsey, Mason, Owens, Scheulen, Veile, Vincent, and
Woodman.
Absent: Feldman, Gordon and Haake.
Councilman Scheulen moved the Council go into Executive Session to
discuss Litigation as provided for in RSMo. 610. 025 (1) , Personnel
as provided for in RSMo. 610. 025 (3) , and to waive the requirements
of Sec. 2-69 (c) of the City Code. Councilman Owens seconded the
motion and it was approved by the following roll call vote:
Aye: Halsey, Mason, Owens, Scheulen, Voile, Vincent, and
Woodman.
Nay: None.
Councilmen Feldman and Councilman Gordon entered the meeting at
approximately 7 : 05 p.m.

A Regular Council Meeting of March 1U, 1991, was called to order at
7: 30 P.M. with Mayor Louise Gardner presiding.
Prayer was offered by Councilman Kyle Mason.
The Pledge of Allegiance was led by City Administrator Dave
Johnston.
The following Council Members were present:
Present: Feldman, Gordon, Haake, Halsey, Mason, Owens,
Scheulen, Voile, Vincent, and Woodman.
Absent: None.
A quorum was declared present.
Mayor Gardner introduced Mr. Brian Smith, Scout Master and members
of Troop 1 that were present at the meeting of the City Council.
PUBLIC HEARING:
The first item on the Agenda was a public hearing to rezone
property at Lot 4 of Chula Vista Hills from RS-2, Single Family
Dwelling, to RD, Two Family Dwelling. There was no one present to
speak either for or against the proposed rezoning.

The next item on the Agenda was a public hearing to rezone property
in Gordon Forest Estates from RA-2, Multi-Family Residential, to
RS-2, Single Family Dwelling. There was no one present to speak 11
either for or against the proposed rezoning.
CONSENT AGENDA:
The Consent Agenda consisted of the following items:

Councilman Halsey questioned why the City was involved in item d,
the request for cable service to two school buildings. City
Administrator Dave Johnston explained the franchise provides for
the Council to request cable service to public buildings and
schools. Councilman Halsey requested City Counselor Allen Garner
to draft some procedures for channeling these requests through the
Cable Quality Commission.
Councilman Mason moved approval of the Consent Agenda. Councilman
Scheulen seconded the motion and it was approved.

Councilman Voile reviewed the history of the issue of Hough Park.
• Councilman Voile stated he had determined that the underlying cause
for this request was to servo alcohol, which was a clear violation
of thu will of Mr. Hough. Councilman Voile encouraged the Council
to pass thin bill and leave Hough Park as it has been for several
years. After some discussion as to how many of the provisions of
the will the City should abide by and what steps should be taken to
rectify the past violations of the provisions of the will , Bill 90-
166 was read third time by title, placed on final passage, and
passed by the following vote as Ordinance No. 11552 .

APPROVING THE PLAT OF ALLAN OFFICE COMPLEX, A SUBDIVISION OF THE
CITY OF JEFFERSON.
Bill 90-168 was read third time by title, placed on final passage,
and passed by the following vote as Ordinance No. 11553 .

Voile, Vincent, and Woodman.
Nay: None.
RESOLUTIONS:
Councilman Veile moved approval of RS90-25 regarding a proposed
increase in TCI 's current rates and the Council 's request to
rescind this increase. Councilman Voile stated that TCI should be
giving a discount in Jefferson City instead of a rate increase.
Councilman Voile stated that their share of the market was greater
in Jefferson City than in other cities. Councilman Vincent
seconded the motion. Councilman Owens encouraged the Council to
support this resolution, stating that it had recently boon brought
to her attention that new installations wore being charged a fee of
$60.00. Councilman Gordon stated that the recent survey
distributed to the households in the community revealed that the
majority of individuals felt TCI 's service was fair to poor.
Councilman Vincent stated that the survey was the first survey that
the Cable Quality Commission had been involved with and that all in
all it had been an adequate survey. Councilman Vincent further
stated that in the future no surveys would be distributed without
Council approval. As there was no further discussion, Resolution
90-25 was approved.
UNFINISHED BUSINESS:
Councilman Gordon requested that Public Works Director Ed Rackers
write a letter to the two engineering firms that raised questions
regarding the selection process for the Frog Hollow Arterial System
and the Madison Street project and inform them of the selection
process.
Director of Housing Authority Allen Pollock requested the City
Council set a date for the public hearing that is required for
amending the urban renewal plan. After some discussion, Councilman
Halsey moved the Council conduct a public hearing on April 15,
1991, at 7:30 p.m. to discuss Bill 90-169, Amended Urban Renewal
Plan. Councilman Gordon seconded the motion and it was approved.
NEW BUSINESS:

Mr. Clarence Billings of the Senior Citizens Advisory Committee :`
reviewed for the Council the problems encountered at Hamilton
ji Towers in the kitchen facilities. After some discussion as to the

repairs and the Council 's desire to see these types of requests
I being channeled through the Finance Committee, Councilman Scheulen
I moved the Council approve the request for a contribution from the
City in the amount of 84,000.00 to assist in the repairs of the •
kitchen facilities at Hamilton Towers. Councilman Voile seconded

Councilman Gordon presented the City Clerk with a petition from
q '' residents on Chicago Road outlining problems they have been having
d on West Circle and requesting removal of parking on one side of the ,,
)i street. This petition will be forwarded to the Traffic Safety
