HomeMy Public PortalAbout19910401 OLD COUNCIL 61 REGULAR COUNCIL MEETING, APRIL 1, 1991 A Regular Council Meeting of April 1, 1991, was called to order at 7: 30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Reverend Maury Stout, Pastor; First Assembly of God Church. The Pledge of Allegiance was led by City Administrator Dave Johnston. The following Council Members were present: , Present: Feldman, Gordon, Haake, Halsey, Mason, Owens, Scheulen, Voile, Vincent, and Woodman. Absent: None. A quorum was declared present. The Mayor distributed to the Council letters she had received from the 4A Class of Immaculate Conception School . The letters were requesting support for the recycling program. CONSENT AGENDA: The Consent Agenda consisted of the following items: a) Council Minutes of March 18, 1991. b) Approval of following bids: 1238 - 1991 Sanitary Sower Relocation Project Councilman Gordon moved approval of the Consent Agenda. Councilman Owens seconded the motion and it was approved. MINUTES/REPORTS RECEIVED AND WILED: Mayor Gardner announced the following minutes/reports had been received and were on file in the office of the City Clerk. RESOLUTIONS: Councilman Veils moved approval of RS90-26 supporting the Friends oa. Children's application for continued participation in the Neighborhood Assistance Program. Councilman Owens seconded the motion and it was approved. III NEW BUSINESS: Councilman Halsey stated that an error had been made and that the debates would be shown following the City Council meeting on Channel 3 . 66 REGULAR COUNCIL MEETING, APRIL 1, 1991 • Councilman Owens questioned whether or not the packets would continued to be mailed to the Council. City Clerk Brenda Cirtin stated that several options were being investigated and that no ! permanent action would be taken without Council approval. r i APPROVAL OF EXECUTIVE SESSION MINUTES: Councilman Gordon moved approval of the Executive Session Minutes of March 18, 1991. Councilman Scheulen seconded the motion. 11 Councilman Feldman stated that he did not believe the minutes as written reflected the true actions and wishes of the Council. "1 Councilman Feldman stated he would not approve these minutes. Councilman Feldman questioned how these minutes might be corrected. City Counselor Allen Garner stated that they could be discussed and amended if necessary at the next Executive Session. Councilman ; Scheulen stated his agreement with Councilman Feldman. Councilman 1 Halsey moved to table the approval of the Executive Session minutes r- until the next meeting.
