A Regular Council Meeting of May 6, 1991, was called to order at ' 7: 30 P.M. with Mayor Louise Gardner presiding. 1; Prayer was offered by Reverend Dennis Maxwell, Minister of Education & Administration, First Baptist Church. z.r. c+ F•,r.,1; The Pledge of Allegiance was led by City Administrator Dave Johnston, The following Council Members were present Present: Feldman, Gordon, Haake, Halsey, Mason, Scheulen, Vincent, Woodman and Wrigley. Absent: Owens. A quorum was declared present. Mayor Gardner announced that if the Council had no objections she would like to make some presentations on behalf of the Historical Preservation Commission at this time. .'' . Caplinger explained the awards for restoration of •Y historical buildings the Historical Preservation Commission was presenting and announced the following recipients: Mr. Tom Davis, accepted by Mr. John Parker, for the Lohman Opera House Mr. Ron Kaiser, Mr. David Bryan, Mr. & Mrs. Joe Noona, Ms. Wilda Bryan, Mr. & Mrs. Dick Caplinger and Mr. & Mrs. David Brydon for Hope Mercantile Building is Mr. Bryan Pope for the Lawyer's Weekly Mr. Fred Vogel for the Vogel Building Mr. Nick Monaco for the Monroe House Mr. Darrel Dunafon for the Taco Bell Building Ms. Caplinger informed the Council of the plans for the Hometown '; Heritage Celebration planned for Saturday, May 11, and encouraged all of the citizens to come and participate in the festivities. PRESENTATIONS PROM GALLERY: i Mr. Steve Smith, a partner with Williams-Keepers reviewed for the 1 Council the audit of the City's financial records for the fiscal 1-:-# .\-1-t ,s t - 8 3 , REGULAR COUNCIL MEETING, MAY 6, 1991 year November 1, 1989 to October 31, 1990. Mr. Smith stated that the audit was done in accordance with standard accounting practices and that the City's accounting procedures and policies are in accordance with standard accounting procedures. Councilman Scheulen asked Mr. Smith's opinion of the City's response to the concerns the audit expressed. Mr. Smith stated that the City was very responsive to the concerns expressed by the auditors. Councilman Halsey asked if the auditors believed a Comptroller was still needed in the Finance Department as this had not been addressed in their financial statement. Mr. Smith stated it was believed that the City has all of the positions in place that are needed at this time. Councilman Mason seconded the motion. Councilman Haake moved that Item "f" be amended to indicate that it meet with the approval of Planning & Code Enforcement and that the sign be parallel with the building rather than perpendicular, as per the Public Works and Planning Committee. Councilman Scheulen seconded the motion and it was approved. The Consent Agenda wa approved an amended, with Councilman Gordon abstaining from voting on item "d" . Ci RESOLUTIONS: Councilman Gordon moved approval of Resolution 91-2 establishing a recognition program for members of boards, commission and committees. Councilman Haake seconded the motion and it was approved. Councilman Gordon moved approval of Resolution 91-3 stating the City's intent to adopt the 1990 BOCA Fire Code. Councilman Mason seconded the motion and it was approved. Councilman Gordon moved approval of Resolution 91-4 adopting a Safety Program. Councilman Haake seconded the motion and it was approved. UNFINISHED BUSINESS: j Councilman Gordon reviewed for the Council a report that had been prepared by the Police Department regarding the number of accidents in the 3000 block of Truman Boulevard and at the Schumato Chapel Road intersection. After a review of the steps necessary for a review of the need for signalization at this intersection by City Administrator Dave Johnston, Councilman Gordon moved that either City Administrator Dave Johnston or Mayor Gardner contact the State to inquire about the program for this study and report back to the Council at the next Council meeting, and make recommendations. Councilman Halsey seconded the motion and it was approved. Councilman Gordon questioned if the first quarterly award for property improvement had been recommended by the Property Improvement Recognition Committee. Mayor Gardner stated the committee had met, but had not made a choice at this time. NEW HUBINEBB: Mayor Gardner reviewed the information in the memo from City Clerk Brenda Cirtin regarding the delivery of Council packets. Mayor Gardner stated that it appeared from the information contained in the memo that the police department was possibly the most expensive (! and less efficient means of delivery. Councilman Mason questioned how the cost to the City for the Police Department to deliver the 4' packets had been arrived at. Councilman Mason also questioned the ;; lack of staffing that made the pickup and delivery of packets '' uncertain. After some discussion as to the need for confidentiality and { reasons for having the Police Department to deliver the packets, Councilman Mason moved the City continue with the same policy and 91 REGULAR COUNCIL MEETING, MAY 6, 1991 table the issue at this time. Councilman Wrigley seconded the motion. The motion to table was defeated by the following roll call vote: Aye: Halsey, Mason and Wrigley. Nay: Feldman, Gordon, Haake, Scheulen, Vincent and Woodman. Councilman Halsey moved to continue to have the Police Department deliver the packets as they have the past several years. Councilman Mason seconded the motion and it was approved by the following roll call vote: Aye: Gordon, Haake, Halsey, Mason, Scheulen and Wrigley. Nay: Feldman, Vincent and Woodman. # # # Councilman Feldman reviewed for the Council what actions the Solid Waste Committee had taken at this time and stated the need to conduct a public hearing on a possible burning ordinance. Councilman Feldman stated that the suggested date was June 11, 1991, at 7: 30 p.m. Thin data was acceptable with the majority of the Council and the public hearing will be scheduled for this date and time. # # # Councilman Scheulen stated he had received a copy of a letter from Environmental Engineers, Inc. Councilman Schculen requested Purchasing Agent brim Hartley to respond in writing to the Council at the next meeting an to his analysis of their complaint. ADJOURNS As there was no further business to come before the Council, Councilman Gordon moved the meeting be adjourned. Councilman Halsey seconded the motion and it was approved.
