REGULAR COUNCIL MEETING, JUNE 3, 1991
A Regular Council Meeting of June 3, 1991, was called to order at
7:30 P.M. with Mayor Louise Gardner presiding.
Prayer was offered by Reverend Bob Klein, Our Savior's Lutheran
Church.
The Pledge of Allegiance was led by City Administrator Dave
Johnston.
The following Council Members were present:
Present: Feldman, Gordon, Haake, Halsey, Mason, Owens,
Scheulen, Vincent, Woodman and Wrigley.
Absent: None.
A quorum was declared present.
Mayor Gardner introduced Mr. Al Rush, Assistant Scout Master; Mr.
Floyd Letterman, Assistant Scout Master; Mr. John Lansford,
Advancement Chairman; and Boy Scout Troop 101 from St. Joseph's
that was present at the meeting.
PUBLIC HEARING:
The first item on the agenda was a public hearing to discuss a
proposed rezoning of property on west side of Delaware Street,
between Missouri Boulevard and St. Mary's Boulevard from RD, Two
Family Dwelling, to CO, Office Commercial. There was no one
present to speak either for or against the proposed rezoning.
The second item was a public hearing to discuss a proposed rezoning
of a 1.268 acre tract at the southeast corner of Idlewood Road and
Route C from RS-2, Single Family Residential, to C-1, Neighborhood
Commercial. There was no one present to speak either for or
against the proposed rezoning.
The public hearings ended at 7: 35 p.m.
CONSENT AGENDA:
The Consent Agenda consisted of the following items:
a) Council Minutes of 5/20/91
b) Renewal of lease with A. & K. Construction Company, Inc. ,
d/b/a as Kirchner & Company for property at the Jefferson
City Memorial Airport
c) Approval of Mayor's expenses
d) Approval of the following bids:

Councilman Mason moved approval of the Consent Agenda. Councilman
Owens seconded the motion. Councilman Vincent questioned whether
or not the portion of Tanner Bridge Road that is to be redesigned
would be involved in the overlay project and was informed it would
not. Councilman Halsey requested Acting Public Works Director, Ed
Rackers, look at some streets Mr. Halsey had indicated might need
some repairs. Mr. Rackers stated that there should he some funds
left in the overlay budget to take care of these streets if it were
deemed necessary.
The motion to approve the Consent Agenda was approved with all
voting in the affirmative except for Councilman Halsey who
refrained from voting.

ANNOUNCEMENTS BY MAYOR:
Mayor Gardner announced that on June 11 a Council work session
would be held to discuss Solid Waste.
Mayor Gardner announced that on June 19 a Council work session
would be held to discuss Housing Concerns and Food Inspection.
H Mayor Gardner announced that on June 21, JCTV would be celebrating
its 2nd birthday. Mayor Gardner announced that a party would be
} held at the studio and encouraged the Council to attend these
functions.

Councilman Vincent stated he had some questions regarding this bill
and as the Director of Transportation, Marty Broso was not present
at the meeting, he would like to have this bill tabled at this
time. Councilman Mason seconded the motion. After some discussion
as to whether or not tabling this issue was the best way to proceed
or if it should be placed on the Informal Calendar, Councilman
Vincent withdrew his motion. Councilman Mason withdrew his second.
Councilman Woodman placed this bill on the Informal Calendar.

II UNFINISHED BUSINESS/NEW BUSINEBB:
Councilman Feldman asked Purchasing Agent Jim Hartley how the
', citizens are made aware of the surplus property sale the City will
be conducting. Mr. Hartley stated that the City advertises in the
local newspaper. Councilman Feldman suggested that the City
contact the various radio stations and check out the possibility of
public service announcements.
Councilman Vincent requested that an item be added under Unfinished
Business on the Council Agendas to allow for a report from Marty
Brose, Director of Transportation, regarding the construction of
the parking garage.
Councilman Wrigley stated that the Council had received the reports
from the Insurance Committee regarding the possibility of the City
establishing a self-funded Workers' Compensation Program.
Councilman Wrigley stated he believed the Council should study this
proposal in detail and look at it very carefully before proceeding
in this manner. Councilman Halsey invited councilman Wrigley to
attend the meeting if the Insurance Committee on Wednesday, June 9,
at 0:00 a.m. , to discuss any questions and concerns he might have.
ADJOURN:
As there was no further business to come before the Council,
Councilman Gordon moved the mooting be adjourned. Councilman
Halsey seconded the motion and it was approved. The Council
meeting was adjourned at approximately 7:50 p.m.
