SPECIAL COUNCIL MEETING, JULY 22, 1991
A Special Council Meeting of July 22, 1991, was called to order at
7 :30 p.m. with Mayor Louise Gardner presiding. 4
The following Council Members were present:
Present: Gordon, Haake, Owens, Scheulen, Vincent, Woodman
and Wrigley.
Absent: Feldman, Halsey and Mason.
A quorum was declared present.
Mayor Gardner announced the purpose of this Special Meeting was for
the consideration of a possible legal challenge to the solid waste
boundaries drawn by the Department of Revenue.

City Counselor Allen Garner reviewed for the Council the history of
the drawing of the solid waste boundaries and the City's response
to this drawing. Mr. Garner stated that it was the consensus of
City Administrator Dave Johnston, Planning & Code Director Tom
Denton, and Community Sanitation Supervisor Charlie Lansford that
the region Jefferson City had been assigned to was not feasible.
After some discussion on the reason for taking this action at thin
time, Councilman Vincent questioned if anyone else would be
involved in the lawsuit. Mr. Garner stated that he had spoken with
other entities and believed that some of them might join in the
suit. Mr. G€ar-ner stated that he was talking with Cole County
Commissioners about their participation in the lawsuit.
After further discussion on the number of districts per region,
Councilman Vincent moved the City proceed with the lawsuit as
outlined by City Counselor Allen Garner. Councilman Wrigley
seconded the motioi and it was approved.
As there was no other business to come before the Council,
Councilman Woodman moved the meeting be adjourned. Councilman
Gordon seconded the motion and it was approved.
