The following Council Members were present: Present: Feldman, Gordon, Haake, Halsey, Mason, Scheulen, Vincent, and Wrigley. Absent: Owens, Woodman. Councilman Scheulen moved the Council go into Executive Session to discuss Personnel as provided for in RSMo. 610. 025 (3) , and to waive the requirements of Sec. 2-69 (c) of the City Code. Councilman Haake seconded the motion and it was approved by the following roll call vote: Aye: Feldman, Gordon, Haake, Halsey, Mason, Scheulen, Vincent, and Wrigley. Councilman Scheulen stated he applauded Mr. f Overfelt's approach, stating that he believed education to be the key to the success of the City's solid waste program. Mr. Johnston stated that only a portion of the monies would need to come out of this years' ri,. budget and the remainder could come from next years. 'i-' After further discussion on the total cost of the trip and the funding necessary, Councilman Feldman stated he had requested to participate in the NLC Conference last year and had given up the trip when the budget deficit occurred. ANNOUNCEMENTS BY MAYOR: Mayor Gardner requested Director of Public Works Chandra Russell to explain to the Council the Federal Transportation Act. After a brief explanation as to the benefits of this Act, Councilman Scheulen moved that the Mayor write letters of support for the passage of this bill to the appropriate persons. Mayor Gardner announced a work session to be held on September 10, 1991, for the purposes of discussing housing concerns. Ms. Millie Twehous, President of Midwest Tours and Travel stated that if an agreement with Kincaid Coach Lines could not be reached, she would have been staffing the Information Center for the City at her own expense and she could not afford to do this. Ms. Twehous stated that she had reached an agreement with Kincaid Coach Lines and would be able to staff the Information Center. Councilman Gordon stated ho wan not attempting to dictate who should be appointed, but that was recommending the individual:: in the positions listed be appointed for their expertise in this area. k'. After questioning City Counselor Allen Garner about the limitations on the Council concerning the appointment of Ad Hoc Committees, Councilman Wrigley stated that he agreed with Councilman Gordon and .,: encouraged the Council to pass this motion and the Mayor to give serious consideration to this task force. I! After some discussion of the role of this task force in conjunction with the Housing Concerns Committee, Councilman Halsey stated he felt this task force would deal more with law enforcement as opposed to housing concerns. . Councilman Vincent stated that this building has been on fire on two separate occasions and the Fire Department was concerned about the safety of the surrounding area There was no objection to reconsidering this bill or suspending the rules and Bill 91-66, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH TERRELL WRECKING 'y4 FOR THE DEMOLITION OF PROPERTY ON RAILROAD STREET IN NORTH JEFFERSON CITY, was read third time by title, placed on final passage, and passed by the following vote as Ordinance No 11630. Nay: None. 1- NEW BUSINESS: Mayor Gardner began to read a portion of her budget address and City Administrator Dave Johnston distributed the proposed 1991-92 operating budget to the Council. Councilman Feldman, Councilman Vincent and Councilman Halsey left Council Chambers during this time and the meeting was recessed for lack of a quorum. The meeting reconvened at approximately 8 : 50 p.m. The Mayor completed reading a portion of her budget statement and recommended the Finance Committee meet as soon as possible to begin work on the budget. Finance Committee Chairman Randy Halsey stated he would be setting a date for a Finance Committee meeting at a later time. # # # Mayor Louise Gardner stated she agreed with the Search Committee for a Finance Director and introduced to the Council Mr. Charles (Chuck) Pierce and stated with their approval she would be appointing him as the Finance Director. Councilman Halsey moved approval of the appointment, Councilman Wrigley seconded the motion and it was approved. ADJOURN: As there was no further business to come before the Council, • Councilman Halsey moved the meeting be adjourned. Councilman !: Gordon seconded the motion and it was approved.
