The following Council Members were present: Present: Feldman, Gordon, Haake, Owens, Scheulen, Vincent, and Woodman. Absent: Halsey, Mason and Wrigley. 1 Councilman Vincent moved the Council go into Executive Session to discuss Personnel as provided for in RSMo. 610.025 (3) , and to waive the requirements of Sec. 2-69 (c) of the City Code. Councilman Feldman seconded the motion and it was approved by the following roll call vote: Aye: Feldman, Gordon, Haake, Owens, Scheulen, Vincent, and Woodman. Nay: None. 1' # # # A Regular Council Meeting of September 16, 1991 , was called to order at 7 : 30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by councilman Judy Owens. The fledge of Allegiance was led by City Administrator Dave Johnston. The following Council Members were present: Present: Feldman, Gordon, Haake, Mason, Owens, Scheulen, Vincent, Woodman and Wrigley. Absent: Halsey. A quorum was declared present. PRESENTATIONS FROM GALLERY: !# ,1 Ms. Marty Asel distributed to the Council the Group Tour Planner which has been prepared by the Convention and Visitor's Bureau. ii Ms. Carla Brown reviewed the different sections of the Planner and informed the Council this type of informational brochure is believed to bring in more tourism to Jefferson City. CONSENT AGENDA: 1 7 3 REGULAR COUNCIL MEETING, SEPTEMBER 16, 1991 z r ■ The Consent Agenda consisted of the following items: a) Council Minutes of 9/3/91 . b) Renewal of contract with Steinmetz Automotive c) Approval of the following bids and proposals: P1278 . 1 - Car Fleet Control, Inc. ; Department of Transportation E d) Appointments to Boards and Commissions Redistricting Committee -- Richard Powell, Republican; t (Replaces The Honorable Duane Benton who resigned) Environmental Quality Commission - Jean Stanford, (Replaces B.J. DeLong) ; Term to expire 11/95 Councilman Woodman informed the Council the Appointments Review Committee had met and approved the Mayor's appointments to boards and commissions. Councilman Mason moved approval of the Consent Agenda. Councilman Feldman seconded the motion and it was approved. MINUTES/REPORTS RECEIVED AND FILED: Mayor Gardner announced the following minutes/reports had been received and were on file in the office of the City Clerk. Historic Preservation Commission 7/ 30/91 ; Parks & Recreation Commission 8/12/91; Finance Committee 8/19/91 ; Solid Waste Committee 9/4/91; Electrical Board 9/5/91 ; Traffic Safety Commission 9/5/91 ; Board of Adjustment 9/27/91; Departmental Reports ANNOUNCEMENTS BY MAYOR: Mayor Gardner announced that the Missouri State Penitentiary Warden's House on Capitol Avenue had been approved to go onto the Historical Register. Mayor Gardner announced she had not heard from all of the persons she had contacted to serve on the ad hoc task force Councilman Gordon had requested at the last meeting and would be unable to appoint this committee at this time. When questioned about the name for this task force, Mayor Gardner responded that she had not !', selected a name at this time. Councilman Scheulen stated he did not want to cause confusion or gloss over the problems this task force would be looking into by giving it a sugar-coated name. - 0 - 174 REGULAR COUNCIL MEETING, SEPTEMBER 16, 1991 Mayor Gardner reminded the Council of the festivities surrounding h the opening of the new Missouri River Bridge. H BILLS INTRODUCED: Bill 91-68, sponsored by Councilman Halsey, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF NOVEMBER 1, 1991, TO OCTOBER 31, 1992 , AND APPROPRIATING MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET. INFORMAL CALENDAR: 4 Bill 91-51, sponsored by Councilman Woodman, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH SAFETY KLEEN CORPORATION FOR THE TRANSPORTING OF THE CITY'S HAZARDOUS WASTE TO AN AUTHORIZED FACILITY. It now dies on the Informal Calendar. ) # # # Bill 91-58, sponsored by Councilmen Halsey and Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, LEVYING AND ASSESSING A SPECIAL TAX BILL AGAINST THE LOTS AND TRACTS OF LAND FRONTING AND ABUTTING CHESTNUT STREET IN THE CITY OF JEFFERSON, MISSOURI, FOR THE IMPROVEMENT OF SAID ROADWAY. Councilman Vincent requested this bill remain on the Informal Calendar. Councilman Haake stated the Council had not approved these measures and the Committee needed to be careful that it did '3# ,` not appear to be usurping the Council 's authority. Councilman Feldman stated that the Solid Waste Committee is only in ?': 'L.::" the proposal stages and that no definite action has been taken. Councilman Feldman stated the Committee is exploring several '?' ' :;_�' options and had requested proposals to see if these options are ' feasible or if they need to go in a different direction. Councilman Haake stated that he believed the media needed to be more accurate in their reporting of these options. Councilman Haake stated he believe that sometimes citizens are given the impression that concrete decision: have been made, when if fact, : '.;: the Council has not taken any action. Al Councilman Feldman stated he did not nee that the Committee could do many more than they were already doing, and that the media needed to be more renponsibio in their cover `ge. NEW BUSINESS! City Administrator Dave Johnston reminded the Council of the bus tour on Wednesday, September 10, and then preliminary discussion of the budget that would take place following the tour. f APPROVAL O3: EXECUTIVE SESSION MINUTES: Councilman Haake moved approval of the Executive Session Minutes of August 19, 1991 . Councilman Wrigley seconded the motion and it was approved. Councilman Wrigley moved approval of the Execution Session Minutes of September 3 , 1991 . Councilman Mason seconded the motion and it was approved. Councilman Vincent seconded the motion and it was approved by the following roll call vote: • Aye: Feldman, Gordon, Haake, Mason, Owens, Scheulen, Voile, Vincent and Woodman. Nay: None Absent: Halsey. i! # # # Councilman Owens moved approval of the City Administrator's recommendation for a one percent (1%) meritorious increase for Director of Transportation Marty Brose. Councilman Haake seconded the motion and it was approved by the following roll call vote: Aye: Feldman, Gordon, Hanka, Macon, Owens, Scheulen, Voile, Vincent and Woodman.
