The Pledge of Allegiance was led by City Administrator Dave Johnston. PRESENTATIONS PROM GALLERY: Mr. Roger Staum, 1305 Kolb, spoke to the Council regarding the payment for parking meter violations. Mr. Staum r suggested that the City might also develop drive up boxes or work out an arrangement with the banks to receive the parking tickets. Mr. Staum stated that if none of these options are a possibility, they might wish to extend the time for payment without penalty from forty-eight hours to a longer period. :' ` 4 Mr. Lawson Phaby, Chairman, Jefferson City Redistricting Committee, presented to Mayor Louise Gardner the Committee's plan for redistricting. Mr. Phaby introduced the members of the Committee that were present and thanked them for all of their hard work. Mr. Phaby outlined for the Council the goals and objectives the Committee had set and displayed the map that outlined the proposed ward boundaries. Councilman Vincent stated he had attended a number of the Committee's meetings and he wanted to express his appreciation for all of the hard work the Committee had put into the redistricting project. Mayor Louise Gardner thanked the Committee on behalf of the Mayor and Council for all of their hard work on this project. Councilman !Wake requested the rules be suspended for this bill and requested City Counselor Allen Garner oxplain to the Council why this was necessary. Mr. Garner stated the city had requested an easement from Union Electric in order to complete the project on Rainbow Drive project. Mr. Garner stated that when the easement wan forwarded to City Hall for signature, It contained many clauses the City could not accept. Mr. Garner stated these conflicts had now been resolved and to delay passage of this bill would delay the project and make the City liable for liquidated damages. Bill 91-94 was read first and second time by title and ordered distributed to members of the Council. # # # Councilman Feldman explained the process for the approval of these three bills and called for Public Hearing to discuss these three bills prior to the next City Council meeting. After some discussion on the public hearing and when it should be held, Councilman Haake, moved the public hearing be held one hour before the City Council meeting of October 21. Councilman Wrigley seconded the motion. Mayor Gardner reminded the Council that a Finance Committee meeting was already scheduled for 7 : 00 p.m. on October 21. After further discussion, Councilman Haake amended his motion to hold the public hearing one hour before the Council meeting and delay the start of the Council meeting if necessary. Councilman Wrigley seconded the amendment. Councilman Haake withdrew his motion ,..,.., and Councilman Wrigley withdrew his second. Councilman Haake moved the public hearing begin at 6: 30 p.m. and it continue as long as necessary for everyone to have an opportunity to speak. At 7: 30 4 p.m. or after everyone has had an opportunity to speak at the public hearing, the Council Meeting will begin. Both Councilman Feldman and Councilman Wrigley seconded the motion. The motion was approved. s% Councilman Wrigley moved the Finance Committee meeting be held October 21, 1991, from 6: 00 p.m. to 6: 30 p.m. Councilman Woodman seconded the motion and it was approved with Councilman Owens casting the only negative vote. Councilman Owens requested the public be informed where copies of the three bills could be obtained for those wishing to do so. , After some discussion as to the bills being obtained from the City t, , Clerk's office and the costs associated with this, Councilman :. Mayor Gardner announced the Council had received the report from the Dopartment of Transportation on the progress of the construction on the parking garages. , , Councilman Wrigley Informed the Council a memorandum had been received by City Counselor Allen Garner regarding the process for the selection of a now City Clerk. Councilman Wrigley stated the Charter of the City of Jefferson states in Section 3-8 that the it " . . .Clerk shall hold the office at the pleasure of the Council. " Councilman Wrigley stated that the Charter does not indicate that - I . , anyone other than the Council should be involved in the interview • . , pLJcess. Councilman Wrigley moved that the interview process and . , the interviewers be three Council Members separately without the Administrator, the Mayor, or the Personnel Director, because the Charter does not give direction to anyone other than the Council . Councilman Owens seconded the motion. After some discussion of the Council as to why it was felt this procedure was necessary, Councilman Owens stated she would like to see the City Clerk serve on this committee. Councilman Wrigley amended his motion to li include the City Clerk as a member of the Committee. Councilman Wrigley stated his objection to the amendment. ;-4,_,'` Councilman Feldman seconded the motion for discussion purposes. After further discussion, Mayor Gardner suggested that the Committee review the position of City Clerk and also rewrite the job description of the City Clerk. Mayor Gardner stated that the 1 Committee could call on the assistance of anyone they chose to assist them in this procedure. Councilman Owens stated she saw the reasoning for having City Counselor Allen Garner serve on this committee due to the nature of the relationship of their positions. After further discussion, the question was raised as to the amount 4`4 . of time the City Clerk works for the Legal Department and the `'; possible need to add addi.ti.onal. staff in the budget, to take over these duties. After further discussion on the advertising at: the position and the !- dual role that in played by tho City Clerk, Councilman Feldman called for the question. Councilman Matson seconded and d t:he call and it was approved. ' The amendment to add the City Administrator, City Counselor, and the Mayor to the Committee was defeated with Councilman Vincent casting the only affirmative vote. £:' The amendment to add the City Clerk to the Committee was defeated by the following roll call vote: Aye: None. Nay: Feldman, Gordon, Haake, Halsey, Mason, Owens, Scheulen, Vincent, Woodman and Wrigley. Councilman Scheulen moved the motion be amended by the insertion of ' the words, "The Committee shall have all of the City staff at its disposal for whatever purpose deemed necessary. Councilman Wrigley seconded the motion and it was approved. The motion as stated by Councilman Wrigley and as amended by Councilman Scheulen was approved. • 190 REGULAR COUNCIL MEETING, OCTOBER 7, 1991 Mayor Gardne: stated she would give consideration to the Committee 1 and requested anyone desiring to be on the Committee to contact her. Councilman Feldman requested to serve on the Committee and President Pro Tempore Judy Owens requested to serve on the committee. Councilman Vincent stated that some cities have imposed mandatory trash service on its residents. ! APPROVAL OF EXECUTIVE SESSION MINUTES: Councilman Feldman moved approval of the Executive Session Minutes of September 16, 1991 .
