SPECIAL COUNCIL MEETING, OCTOBER 21, 1991
A Special Council Meeting of October 21, 1991, was called to order
at 7:30 A.M. with Mayor Louise Gardner presiding.
The following Council Members were present:
Present: Feldman, Gordon, Haake, Halsey, Mason, Owens,
Scheulen, Vincent, and Woodman.
Absent: Wrigley*.
NOTE: At the time the roll was taken Councilman Wrigley was not
present, however, he entered the meeting at approximately 7: 32
A.M. *
A quorum was declared present.
Mayor Gardner announced the purpose of this special meeting was to
discuss the possibility of postponing the public hearing scheduled
for October 21, 1991, at 6: 30 p.m.
Councilman Feldman reviewed for the Council the history of the
proposed agreement with Laidlaw and the results of the Solid Waste
Committee meetings. Councilman Feldman stated that it had been
believed that an agreement had been reached, only to have Laidlaw
state they could not agree to some of the conditions required by
the Council. Councilman Feldman stated that he had received a
phone call over the weekend that stated that Laidlaw wan willing to
moot the conditions imposed by the Council . Councilman Feldman
stated the Committee felt it should postpone the public hearing
until all of the details of the agreement have been settled.
Mayor Gardner stated the Solid Waste Committee could not cancel the
public hearing as it had been net by the City Council and that was
why this special meeting had been called.
Councilman Feldman stated it was the recommendation of the Solid
Waste Committee that the public hearing not be held, but that the
Council vote on 91-94 , which was the bill for the disposal of
newsprint at the Fire Stations.
Councilman Vincent stated he was in favor of postponing the public
hearing as he believe the Council as a whole needed to meet to
discuss certain problems the Solid Waste Committee had encountered.
There was further discussion on the need for the Council to review
the actions of the Solid Waste Committee and also comments
regarding the necessity of holding the public hearing that had been

advertised. Councilman Scheulen left the meeting at approximately
7 : 43 p.m.
Councilman Halsey stated he believed the Council should meet as a
whole to discuss this issue. Councilman Halsey stated it was very
confusing for the Council so he could understand why the public was
confused. Councilman Haake stated he believed there was much ?$>
confusion regarding what Laidlaw would agree to do and what they
would not agree to do. Councilman Owens stated she would like to
postpone the public hearing until the bills have been completely
amended and are ready for Council approval .
Councilman Vincent stated he did not believe there was a point in
holding the public hearing at this time since the Council would not
be voting on these bills at this time.
Councilman Woodman suggested the Council proceed with the public
hearing and allow the public to give input in these bills.
Councilman Woodman stated that the public might have some helpful
suggestions for possible amendments.
After further discussion on holding the public hearing, Councilman
Wrigley moved to postpone the public hearing. Councilman Feldman
seconded the motion.
After further discussion on going with the public hearing as
scheduled and allowing the public to have input into possible
amendments, Councilman Halsey called for the question. Councilman
Wrigley seconded the call and it was approved. The motion to
postpone the public hearing was defeated.
Councilman Gordon moved to hold the public hearing from 6: 30 p.m.
until 6:00 p.m. Councilman Halsey seconded the motion. Councilman
Haake stated ho believed the testimony at the public hearing should
not be limited.
The motion failed by the following vote:
Aye: Feldman, Mason, Owens, and Wrigley.
Nay: Gordon, Haake, Halsey, Vincent and Woodman.
Councilman Vincent moved the meeting be adjourned. Councilman
Wrigley seconded the motion and it was approved. The meeting
adjourned at approximately 8 :35 A.M.*

REGULAR COUNCIL MEETING, OCTOBER 21, 1991
Regular Council Meeting of October 21, 1991, was called to order
at 9:25 P.M. with Mayor Louise Gardner presiding.
The following Council Members were present:
Present: Gordon, Haake, Halsey, Mason, Scheulen, Woodman and
Wrigley.
Absent: Feldman, Owens, Vincent.

A quorum was declared present.
Councilman Halsey moved that due to the length of the Public
Hearing and the lateness of the hour, the Council Meeting be tabled
until October 28, 1991, at 7:30 p.m. Councilman Wrigley seconded
the motion and it was approved.
