The following Council Members were present: Present: Feldman, Haake, Halsey, Scheulen, Vincent, Woodman and Wrigley. Absent: Gordon, Mason and Owens. A quorum was declared present. Mayor Gardner announced the purpose of the meeting was to discuss passage of Bill 91-68to Adopt operating budget and personnel classification for fiscal year November 1, 1991 to October 31, 1992 and Resolution RS91-16 Capital Improvement Sales Tax Projects. INFORMAL CALENDAR: Bill 91-68, sponsored by Councilman Halsey, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF NOVEMBER 1, 1991, TO OCTOBER 31, 1992, AND APPROPRIATING MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET. Councilman Halsey requested this bill be removed from the Informal Calendar and considered for passage and approval at thin time. Bill 91-68 wan road third time by title and placed on final passage. The Personnel Classification Pay Plan is amended an follows: The personnel classification for the position of Police Officer in • the Police Department shall be amended as follows: Police Officer 4142 Councilman Feldman seconded the motion and it was approved Bill 91-68 was passed as approved by the following vote as Ordinance No. 1.1660. Aye: Feldman, Haake, Halsey, Scheulen, Vincent, and Wrigley. Nay: None. RESOLUTIONS: City Administrator Dave Johnston reviewed for the Council the timeframe for reviewing Resolution RS91-16 Capital Improvement Sales Tax Projects and the placing of this issue on the ballot for March. Councilman Wrigley moved to have a Council Work Session on 224 SPECIAL COUNCIL MEETING, NOVEMBER 6, 1991 amisimewicamainairlairi Monday, November 11, at 7:00 p.m. to review the Capital Improvement 1 11 Sales Tax Projects list and directly thereafter, a Special Council I Meeting to vote on Resolution 91-16. Prior to the Council Meeting of November 18, there shall be a Public Information Meeting to be presented by the City Administrator and Department Directors regarding the sales tax and to allow for public input concerning the same. The public meeting shall begin at 6: 30 p.m. and last is until 7 :20 p.m. Councilman Vincent seconded the motion. 1 After some discussion on the limiting of the public meeting, jj Councilman Haake amended the motion to eliminate the 7:20 closing I( time for the public meeting. Councilman Wrigley seconded the ,; motion and the amendment was approved. The motion as amended was approved. 1' As there was no further business to come before the Council, Councilman Halsey moved the Special Council Meeting be adjourned.
