Prayer was offered by Councilman Kyle Mason. The Pledge of Allegiance was led by City Administrator Dave Johnston. The following Council Members were present: Present: Feldman, Gordon, Haake, Halsey, Mason, Owens, Scheulen, Vincent, Woodman and Wrigley. Absent: None. A quorum was declared present. Mayor Gardner introduced Boy Scout Troop 2 from the Presbyterian Church who were present in the meeting with Scout Master Dave Harris and Assistant Scout Master Kyle Kittrell . Nay: Owens. 233 • REGULAR COUNCIL MEETING, NOVEMBER 18, 1991 ill — — _ _ _ UNFINISHED BUSINESS: Mayor Gardner announced the progress report on the parking facilities construction had been included in the Council packets. Mr. Marty Brose, Director of Transportation, informed the Council that progress is as good as could be expected following the strike and that the goal for completion is before Christmas. • Councilman Feldman stated that he had contacted other members of the City Council to see if any other member was interested in attending the National League of Cities Conference in his place. Councilman Feldman stated that no other member could attend and therefore he would be attending and bringing back what information on Solid Waste was available and forwarding it councilman Vincent and Councilman Wrigley. NEW BUSINESS: Councilman Haake informed the Council that he needed some direction from the Council on the makeup of the Public Works and Planning Committee and the time for meetings. After some discussion on the role Committees should play and the need for specific meeting dates and times, Councilman Hunks requested City Counselor Allen Garner draft an ordinance for introduction reducing the membership of the Public Works and Planning Committee, Councilman Henke further requested that ordinance provide for one Council member from each ward be a member of the Committee, with the remaining Council members serving as alternates for their ward. EXECUTIVE SESSION: Councilman Wrigley moved the Council go into Executive session to discuss Litigation as provided for in RSMo. 610. 025 (3) . Councilman Haake seconded the motion and it was approved by the following vote: Aye: Gordon, Haake, Mason, Owens, Scheulen, Vincent, Woodman and Wrigley. Nay: Feldman and Halsey. ;
