at 7 : 30 P.M. with Mayor Louise Gardner presiding.
Prayer was offered by Reverend Robert Scott, Minister of Music,

PRESENTATIONS FROM GALLERY:
Mr. Richard Cranford. , Chairman of the Board of Directors for
Convention & Visitors Bureau, presented to the City Council the
operating budget for 1992 . Mr. Cranford reviewed the budget, and ;
Mayor Gardner announced that Mr. Cranford would be present at the
next Council meeting to answer any questions the Council might have
after they have had an opportunity to review the budget.

Resolution 91-17 regarding the appointment of Chuck Pierce, Finance
Director, as an authorized signature on all documents dealing with
Central Bank. Councilman Owens moved approval of RS91-17,
Councilman Halsey seconded the motion and it was approved.
Councilman Wrigley requested Resolution 91-18 regarding the ,i
approval of the Capital Improvements Projects be held over until
after the work session scheduled for Monday, December 9, 1991.
UNFINISHED BUSINESS:
Councilman Vincent questioned the amount of the change orders

!' involved with the contract for the construction of the main parking
garage. Councilman Vincent questioned if these had come before the

Council for approval and was informed this is not the usual
procedure. Councilman Vincent stated he would like to be kept
informed of these types of events in the future.
NEW BUSINESS:
City Administrator Dave Johnston informed the Council of the
holidays that were involved in the month of January and recommended
the Council hold only one meeting in January. Councilman Wrigley
. moved to hold one meeting in January on Monday, January 13 , 1992 ,
at 7:30 p.m. Councilman Scheulen seconded the motion and it was
approved. . .

Councilman Wrigley moved that when the City Council is in Executive
Session considering the evaluation of the City Administrator, all
City staff be excused and not required or allowed to stay in the
meeting. Councilman Vincent seconded the motion. After some
discussion, the motion was approved by the following roll call
vote:
Aye: Gordon, Owens, Scheulen, Vincent, and Wrigley.
Nay: Halsey and Mason.

Councilman Owens moved the City Clerk and the City Counselor not bo
present at any Executive Session unless discussing litigation
and/or real estate. Councilman Wrigley seconded the motion which
was defeated by the following roll call vote:
Aye: Owens, Vincent, and Wrigley.
Nay: Gordon, Halsey, Mason, and Scheulen.
APPROVAL OF EXECUTIVE SESSION MINUTES:
Councilman Gordon moved approval of the Executive Session Minutes
of the meeting of November 4 , 1991, and the meeting of November 18,

ACTION TAKEN IN EXECUTIVE SESSION:
Councilman Halsey moved to accept the City Administrator's
' Recommendation for a 2% meritorious increase for Fire Chief Robert
Rennick. Councilman Scheulen seconded the motion and it was
approved by the following vote:
Aye: Gordon, Halsey, Mason, Owens, Scheulen, Vincent and
Wrigley.
Nay: None.
